ZDTI – (Integrated Tourism Development Areas) - areas with
excellent geographic conditions, landscapes, special vocation for
tourism and which have been declared as such by the
Government.
Until now 6 ZDTIs were created by the Government, 3 in the island
of Boa Vista and 3 in the island of Maio.

Sub-area of Chave Norte (725 hectares)
Sub-area of Chave Centro (613 hectares)
Sub-area of Chave Sul (316 hectares).
After deducting from the ZDTI territory all the areas subject to
constraints impeding its occupation, is left:
Designed area for tourism development: 801,39 hectares
Maximum Edificability: 981,383,78 m2
Edificability rate: 12,25%
Over the next forty or more years it will be installed around
11.614 rooms in this ZDTI, of which between 30 to 40% will be
hotel rooms.
10. BOA VISTA - ZDTI OF CHAVE
TOURISM DEVELOPMENT PROFILE
Ministerial Ordinance nº 20/2008 of 7 July: Approves the POT of the ZDTI of Chave
Sub-Area of Chave Norte - Orientation combined with environmental issue,
particularly regarding the integration of tourist occupation with the Natural Reserve of
Boa Esperança. The hotel component of medium-high to high quality, coupled with
real state tourism, is supported by a grid services with commerce units and
restaurants of quality.
Sub-Area of Chave Centro - The group of hotels will have 5 * units, 5 * Golf Hotel,
Boutique Hotels and a limited number of 4 * superior units. It will also have business
activities with diversified services, quality catering, and entertainment activities and
sports. The real state segment will integrate types of "villa" with emphasis on
apartments with good quality standards.
Sub-Area of Chave Sul - Parameters of high to very high quality and a more exclusive,
predominance of hotels Spa, boutique hotels and hotels of 5 * or 5 * Golf. Real state
segment, balance of typologies in which the “villas” has higher relative weight.
Appreciation of the hinterland, with a very rich landscaping, that incorporates golf
courses of high quality, green areas and other sports.

Contrasts arising from the conjunction of very flat areas, near to
the coast, with the “sand wall”, in which accented declivities are
observed;
A relative isolation compared to the others ZDTIs of the island;
Shortage of beach fronts located near to the end of the ZDTI;
After deducting from the ZDTI territory all the areas subject to
constraints impeding its occupation, is left:

4.370 rooms in this ZDTI.
15. BOA VISTA - ZDTI OF MORRO DE AREIA
TOURISM DEVELOPMENT PROFILE
Joint Ministerial Ordinance nº 1/2009 of 2 February: Approves the POT of the ZDTI of
Morro de Areia
The highest degree of isolation resulting from the geographical
position and accessibility of this ZDTI is compatible with a tourist
profile of high quality and exclusivity, for a significant area of this
ZDTI, combining top hotel units in different variants, with high-
quality real state, compatible services and entertainment
activities. The remaining area of this ZDTI, should bet on a profile
of high-quality tourism although of a more youthful and active
type. And since the attractiveness of the area cannot be based on
the offer of extensive beach fronts, it must be based to a large
extent in the investment of high quality equipment and space
preparation (including the construction of extensive artificial
bathing structures).

Ministerial Ordinance nº 21/2009 of 8 June: Approves the POT of the ZDTI
of Santa Mónica
For the tourism use profile and its identification as a reference tourism space, the ZDTI
is divided into two areas of intervention delimited and identified in the ZDTI plan as:
Area I – “Santa Mónica Oeste”
Sub-area of “Cabeça de Salinas” – “Eco tourism”, associated to the image of a
tourism destination off the beaten track. Usage: hotels
Sub-area of “Praia de Santa Mónica” – “golf tourism”, with a high quality
architectonic model. Usage: hotels and real state tourism related to hotel
exploitation regime
Sub-area of “Porto de Santa Mónica” – “sun and beach tourism”, that offers the
possibility of arrest and physical condition recovery through the practice of nautical
sports, in a quiet tourism destination and open to the sea. Usage: hotels, real state
tourism, commerce and services.
Sub-area of “Calheta Formosa” – “residential tourism”, with the implementation of
“villas” and the possibility of medium and long stays in a quiet tourism destination
with direct and easy access to the beach. Usage: real state tourism.

total area 770 hectares, of which 574 hectares (74,54%) are intended
for tourism occupation and 196 hectares (25,45%) for environmental
and landscape protection.
Maximum edificability capacity: 440.831,16 m2
Maximum edificability rate: 7,68 %
The existence of areas with environmental and geographical constraints
due to the presence of the protected landscape area of «Casas Velhas»
and the fact that it is crossed by water lines associated with some
geomorphologic disturbances that fragment this area, induced its land
management towards the creation of different centers of small and
medium dimension.
Over the next forty or more years it will be installed a maximum of
5.067 rooms in this ZDTI.
27. MAIO - ZDTI OF SUL DA VILA DO MAIO
TOURISM DEVELOPMENT PROFILE
Ministerial Ordinance nº 20/2009 of 8 June: Approves the POT of the ZDTI of
Sul da Vila do Maio
• The tourism development of the ZDTI of Sul da Vila do Maio, will follow
a profile of vey high quality, articulating top hotel units, with real state
of very high quality, as well as services and entertainment activities of
consistent quality. The profile predicts the combination of highly
exclusive points with points of dominant active capable of generating
an attractiveness capacity which, in terms of enjoying the services,
equipment and entertainment and leisure activities, can transcend the
operating limits of this ZDTI, thus contributing to the overall
strengthening of tourism quality offer of Maio island.

31. MAIO - ZDTI OF RIBEIRA D. JOÃO
Total area 1.060 hectares of which 865,18 hectares are intended for
tourism occupation. The territory of the ZDTI is divided into two sub-
areas:
Sub-area of unconditioned construction (783,5813 hectares);
Sub-area of very low edificability (81,6019 hectares).
Maximum edificability capacity: 710.925,26 m2
Maximum edificability rate: 8,22 %
The fact that this ZDTI includes points of environmental value, namely
Lagoa do Cimidor and some other small beaches where turtles lay
their eggs, – justifies that, in addition to a high- to very high-quality
standard, also entails a dominant environmental aspect in the theme
to be incorporated in the projects to be developed.
Over the next forty or more years it will be installed a maximum of
8.278 rooms in this ZDTI.
32. MAIO – ZDTI OF RIBEIRA D. JOÃO
TOURISM DEVELOPMENT PROFILE
Ministerial Ordinance nº 2/2010 of 11 January: Approves the POT of the ZDTI
of Ribeira D. João
It should be adopted, a profile of tourism use of high and very high quality. In the
design of every tourism project it should be given special attention to the
appreciation of space by using sports and leisure facilities of high quality, coupled
with landscaping interventions, and taking into account the potential natural
landscape and the exploitation of existing beach fronts in addition to the
alternative structures supplies of sport and leisure.
Regarding the distribution of the projects through the ZDTI area, the Tourism Land
Management Plan - POT recommends, the creation of six centers of tourism
occupation located longitudinally and that are functional autonomy and with direct
access to the structural road, although articulated by the structure of the primary
road network.
34. MAIO - ZDTI OF PAU SECO
TOURISM DEVELOPMENT PROFILE
Total area 224 hectares, located on the west coast of Maio island and
comprising a beautiful bay;
Limited in number and located only in the southern part of the ZDTI,
the beachfronts have very good bathing conditions. The remaining
beachfront is rocky but with exceptional views;
Although the Tourism Land Management Plan – POT of this ZDTI was
not elaborated yet, the adoption of a medium-high standard (with a
building edificability rate of 15%) is considered to be viable;
It is estimated that over the next forty years or more, around 4.148
rooms will be built in this ZDTI.
