  2. 2. “10 + 2” Importer Security Filing (ISF)  Rule and Additional Carrier  Requirements • Requires both importers and carriers to  submit cargo information to Customs  and  Border Protection (CBP) before cargo is loaded  onto ocean vessel bound for the United States
  3. 3. Purpose • Improve ability of CBP to identify high‐risk  shipments to prevent smugling and to ensure  cargo safety and security. • Strengthen security precautions aimed at  preventing terrorists’ weapons from  potentially being transported into the U.S.
  4. 4. Filling • Importer electronically transmit to CBP 10  data elements 24 hours before loading  container • Importer requires exporter to provide data  elements 72 hours before loading container
  5. 5. “10+” ‐ ISF 1. Manufacturer (supplier) name and address 2. Seller (owner) name and address 3. Buyer (owner) name and address 4. Ship‐to name and address 5. Container stuffing location 6. Consolidator (stuffer) name and location 7. Importer of record number/foreign trade zone applicant  identification number 8. Consignee number(s) 9. Country of origin 10. Commodity Harmonized Tariff Schedule number (HTSUS)
  6. 6. “2” Data • Ocean carrier transmits to CBP “10” data + 1. Vessel Stow Plan to indicate the location of  each container on the ocean vessel 2. Container status messages (CSM), which  detail information on the movement and  status changes of container as it travels  through certain parts of the supply chain.
