AXIS 3 Improving the Quality of Life• Funding of €8.3m for projects•Objective:• Improve quality of life in rural areas and encourage diversification of the rural economy• Focus on developing • Tourism infrastructure • Community services & facilities • Regenerating rural villages • Business creation and development

Measures under Axis 3 & 4• Diversification into non-agricultural activities• Support for business creation and development•Encouragement of tourism activities•Basic services for the economy and ruralpopulation•Village renewal and development•Conservation and upgrading of rural heritage•Training and Information• Skills acquisition and animation•Implementing the co-operation projects

Village Renewal and Development• Funding available - €1m• Focus is towards providing appropriate supportto enhance the economic and socialattractiveness of villages, towns and thesurrounding countryside.•Eligible activities Environmental upgradingPublic utilitiesGeneral surface upgrading and renovation ofderelict buildingsFarmers Markets

  7. 7.  Ineligible Activities: - Upgrading and renovation of traditional farm buildings - Public utilities excluding water, sewage and major road works - Projects that may be considered under the remit of the Local Authority Funding Rates: Individuals/Companies: For capital and other projects: 50% with a maximum grant of up to €150,000; Community Groups: For capital and other projects: 75% with a maximum grant of up to €150,000;

Conservation and Upgrading of the Rural Heritage• Funding available - €1.2m• Focus is on the protection of the local heritage.•Eligible activitiesActions to preserve and develop vernaculararchitecture, crafts, archaeology, etc;Integrated plans to for the restoration anddevelopment of locally natural areas, featuresand areas of environmental significance; Actions to create awareness, understandingand motivation in rural communities;Alternative or renewable actions addressingthe suitability of new technologies to meetcommunity energy needs;

Conservation and Upgrading of the Rural Heritage• Ineligible Activities:•Conservation and protection of nationalmonuments;•Support Rate:•For individuals and companies: 50% with amaximum grant of €150,000;•For Community Groups: 75% with a maximumgrant of €150,000;•Note: important to consult with the LA on all ofthese types of projects.

Who is eligible to apply? / What kind of support is available?•Eligible to apply:-• Community Groups / Non-Profit Companies• Farming Families•Individuals, sole traders or companies•Supports available:-•Capital assistance (e.g. Construction work,building expansion, equipment.•Technical assistance (e.g. Feasibility studies)•Training assistance• Advice & Support

How to apply?Contact your Project Officer (PO) to see if the project is eligible for RDPfunding Invitation to submit an application form along with the following: A business plan 3 years financial projections Last 3 years sets of accounts (if an existing business) Insurance certificate Tax clearance certificate Quotations/E-Tendering Planning Permission Evidence of property ownership Certification of incorporation, memorandum & article of association

Evaluation of Projects:• Evaluation Committee Review project applications Make recommendations in relation to the awarding of grants. Report these recommendations to the Board Board of WLP Decision making authority for all applications seeking grant aid.• Letter of Offer If successful a Letter of Offer/Contract is issued. Must be signed and returned within 14 days Must comply with the conditions outlined.

Grant Payment Procedures• Grant is never paid upfront•Grant is issued only when work is complete and inspected and when all requireddocumentation has been submitted and checked. Required / Supporting Documentation:InvoicesBank Statements corresponding to all cheque payments/EFTsReceipt of paymentTax clearance certificatesC2’s for any sub-contractor usedAny further information sought by the Board or Project Officer

Project Deadlines• WLP will impose an expiry date on all letters of offer• The contract becomes null and void if the monies are not drawn down withinthe timeframe indicated in the contract.• Project deadlines will only be extended following Board approval•RDP will finish allocating funds December 2013

Re-Cap• Contact WLP Ltd• Determine eligibility• Complete application form & return with the relevant supportingdocumentation• Evaluation Committee• Board• Letter of Offer• Project Commencement• When the project is complete send in receipts & other documentation• A Project Officer will visit the project• Once all paperwork is in place and project has been approved for payment byDepartment of CE&LG payment will be made. The D of CE&LG may inspect theproject prior to approval of payment.
