Sustainable development work in Hämeenlinna in a nut shell <ul><li>The first sustainable development projects in Hämeenlinna were in the field of energy saving and traffic during the 1980’s </li></ul><ul><li>1993-94 a committee of Hämeenlinna sustainable development </li></ul><ul><li>Local Agenda 21 work started in the municipalities of the Hämeenlinna region (Hämeenlinna, Hattula, Hauho, Kalvola ja Renko) in 1996 </li></ul><ul><li>Sustainable development action policy was adopted by the City Council of Hämeenlinna on 12.6.1998 </li></ul><ul><li>City of Hämeenlinna signed Aalborg charter in 1999 </li></ul><ul><li>The City of Hämeenlinna received a certificate of distinction in the Europe’s sustainable Cities competition year 1999 </li></ul><ul><li>Hämeenlinna signed Aalborg commitments on 11.6.2004. </li></ul>

  5. 5. Aalborg commitment 10 LOCAL TO GLOBAL: We are committed to assuming our global responsibility for peace, justice, equity, sustainable development and climate protection. Develop and follow a strategic and integrated approach to mitigate climate change, and work towards a sustainable level of GHG emissions. Mainstream climate protection policy into our policies in the areas of energy, transport, procurement, waste, agriculture, and forestry. Raise awareness of the causes and probable impacts of climate change, and integrate preventive actions into our climate change policy. Reduce our impact on the global environment and promote the principle of environmental justice. Strengthen the international cooperation of towns and cities and develop local responses to global problems in partnership with local governments, communities and relevant stakeholders.
  6. 6. Vision/ political approach Arrow head The strategy work on City structure is based on regional sustainable development and leads to ecological construction. A pilot of low energy use residential area will be planned, in which guidelines are provided for sustainable construction e.g. ecological ways of heat production, building directions and insulating layer thickness. Ecological city environment is part of corporate social responsibility. Sustainable production and procurement measures are supported e.g. in offices, institutes and businesses. Large circles are gathered for procurement. The growth of waste and emissions are alleviated and recycling increased . Better mobility decreases traffic. Public traffic, walking and bicycling are increased, keeping focus in commuting to work and school. Natural resources, nature’s values and scenery are preconditions for recreation and well-being. Biodiversity, air quality, water bodies and landscape structure have to be taken into consideration in planning the community. The City supports social equity and justice. Actions developing collective society are supported: - tolerance - socially diverse city structure and - employment.

Hämeenlinna Energy saving strategy 2009 is implemented <ul><li>Strategy measures vs. implementation (intended) </li></ul><ul><li>Energy consumption measurement is broadened and developed in the premises of the City concern. </li></ul><ul><ul><li>After merging of municipalities collection of consumption data of real estates has been started by connecting to an electric surveillance network. </li></ul></ul><ul><ul><li>Energiakolmio Ltd. produces consumption monitoring and reporting data based on a consult contract. </li></ul></ul><ul><ul><li>Linna Space Services is participating a project of municipal estate indicator benchmarking by Assocation for Finnish Local and Regional Authorities / KTI Kiinteistötieto Ltd.: space use efficiency and costs of energy, water and heath consumption. </li></ul></ul><ul><ul><li>Idea of setting up a energy consumption meter to Wetteri. </li></ul></ul>

Energy saving strategy 2009 is implemented <ul><li>Yearly energy audits are done and improvement suggestions raised in them are implemented. </li></ul><ul><ul><li>Audits are done but not by Motiva authorised persons </li></ul></ul><ul><ul><li>For schools buildings specific consumption table have been produced and reasons for deviations from the specific consumptions are investigated. </li></ul></ul><ul><ul><li>Oversized power connections and overpriced basic fees have been clarified. </li></ul></ul><ul><ul><li>Oversized district heating water volumes have been decreased during 2010-2011in 20 sites with savings of 24.000 €/year. Consult contract with Skapat Ltd. </li></ul></ul><ul><ul><li>Energy surveys have been done e.g. in the previous municipal hall of Kalvola and in the city main library. </li></ul></ul><ul><ul><li>Energy certificates have been made for five school buildings; they were assigned to E – G in a scale A – G. </li></ul></ul><ul><ul><li>Reducing energy consumption fees are indicators of economical sustainability in the municipal joint union for schooling, Tavastia. </li></ul></ul><ul><li>Hämeenlinna will participate to the energy efficiency agreement. </li></ul><ul><ul><li>Requirements were regarded to costly and Linnan Tilapalvelu Ltd., Municipal Space services decided not to participate. </li></ul></ul>

Energy saving strategy 2009 is implemented <ul><li>A guideline for energy efficient community in land use planning. </li></ul><ul><ul><li>Energy efficiency has been studied in several detailed plans and in master plan processes </li></ul></ul><ul><ul><li>Settlement area using renewable energy has been in discussions. </li></ul></ul><ul><ul><li>The City centre has been a focus to increased lively hood and pedestrian traffic. </li></ul></ul><ul><ul><li>In the EKOLIITU project the sustainability of traffic has been discussed and an integrated and sustainable urban mobility plan created. </li></ul></ul><ul><ul><li>Routes for light traffic are planned and constructed. </li></ul></ul><ul><li>Directions of energy efficiency and use of renewable energy (such as wood, geothermal energy, biomass and waste based energy and wind and solar energy) are included into land use plans . </li></ul><ul><ul><ul><li>Areas have been designated for geothermal acquisition and regional heating. </li></ul></ul></ul><ul><ul><ul><li>National standards for eco-efficient buildings are supervised by building inspection. </li></ul></ul></ul><ul><li>Tools for energy efficient land use planning are utilized when comparing different land use models. </li></ul><ul><ul><li>Condensing has been successfully incorporated into city land use planning. </li></ul></ul>

Energy saving strategy 2009 is implemented <ul><li>Pilot projects for energy efficiency are started in land use planning and building: A pilot of low energy use residential area will be planned, in which guidelines are provided for sustainable construction e.g. ecological energy production and insulation. </li></ul><ul><ul><li>K-Easy : Innopark project partly funded by City of Hämeenlinna </li></ul></ul><ul><ul><ul><li>Energy efficiency surveys , mapping opportunities to use renewable energy , geothermal power even in blocks of flats. </li></ul></ul></ul><ul><ul><ul><li>Energy and material efficiency surveys for business, developing passive houses collection with an entrepreneur and other product development. </li></ul></ul></ul><ul><ul><ul><li>Co-operation with city in land use planning. </li></ul></ul></ul><ul><li>Power plant in Hauho, which produces regional heat energy from waste wood for municipal real estates and renting house company and some other real estates, was established about ten years ago. </li></ul><ul><ul><li>Hauhon Lämpökeskus Ltd. produces the heath energy, which is delivered through the network owned by municipal Hauhon Lämpö Ltd.; The plant has been effective (efficiency co-efficient 83 %). </li></ul></ul><ul><li>Heath energy of waste water is utilized in the new premises of the water company HSVesi Ltd. </li></ul>

Energy saving strategy 2009 is implemented <ul><li>Energy efficiency is taken as one selection criteria in tendering and procurement process </li></ul><ul><ul><ul><li>Energy efficiency has been considered in tendering and procurement process of computers by Seutukeskus Ltd. </li></ul></ul></ul><ul><ul><ul><li>Consumption, low emissions and other environmental aspects have been one criteria in acquisition of vehicles for TEKME Ltd., Technical Services of Häme . </li></ul></ul></ul><ul><ul><ul><li>In energy procurement the less loading choice should be selected (bio or wind electricity) according to Aalborg commitment, but city has not started using eco-labelled energy </li></ul></ul></ul><ul><ul><ul><li>In street lighting the use of energy saving leds have been considered. </li></ul></ul></ul><ul><ul><ul><li>In the elderly catering order the production and delivery of meals in the most ecologically way was included in the service agreement. </li></ul></ul></ul><ul><li>Employees responsible for procurement are trained in energy and environmental issues. </li></ul><ul><ul><li>Training has been organized. </li></ul></ul><ul><li>Steering the fuel choices of public transportation to less emitting vehicles through tendering. </li></ul><ul><ul><li>The criteria has been raised to discussion. </li></ul></ul><ul><li>  </li></ul>

Energy saving strategy 2009 is implemented <ul><li>  Energy awareness and know-how of personnel is developed. </li></ul><ul><ul><li>Eco-support persons deliver energy saving data. </li></ul></ul><ul><ul><li>The personnel of Linnan Tilapalvelut, Space Services is being supplemented by LVI technician guides and supervises the use of heath HPAC equipment and by electrical technician, who is responsible for the efficient use of electricity and automatic. </li></ul></ul><ul><li>News flashes and campaigns are organized on energy saving; City is telling about the activities it has done. </li></ul><ul><ul><ul><li>City participates in the annual energy saving day. </li></ul></ul></ul><ul><li>Activity of the environmental forum continues. </li></ul><ul><ul><li>A seminar on renewable energy has been organized. </li></ul></ul><ul><li>Energy information data bank is established; citizens get information about energy saving, local energy solutions providing companies and answers to their questions. </li></ul><ul><ul><li>There is some energy saving information in the city internet pages. </li></ul></ul><ul><ul><li>K-Easy, Kymppi and Ekotuki projects have been providing support. </li></ul></ul>

Projects Eco-support and TEN <ul><li>Targets </li></ul><ul><li>increasing environmental awareness and responsibility at work place </li></ul><ul><li>considering environmental aspects in all city operations </li></ul><ul><li>improve environmentally responsible day-to-day life practices and services </li></ul><ul><li>saving natural resources </li></ul><ul><li>Pilots at town hall, Wetteri, Uppsala-house, ARX-house and library, in which 14 interested persons were selected as eco-support persons–> educated in autumn 2009. </li></ul><ul><li>Avoiding waste generation (reduction of paper use), sorting of wastes, reuse and recycling and saving energy and water in pilot sites. </li></ul><ul><li>Negotiations with the city and the company providing cleaning services ; agreement on common principles and ways of action. </li></ul><ul><li>In autumn 2010 eco-support spread to schools and 19 teachers participated to eco-support training </li></ul><ul><li>Environmental friendliness is considered also in procurement. </li></ul>
