  10. 10. Enlisted Assignment SystemAllocation Control Allocation control is the function of allocating available personnel resources to the two manning control authorities. 10

Enlisted Assignment SystemManning Control Two functions:  Manning:  Function of determining the quality, quantity, and priority of assignments of personnel to all billets within a composite.  Placement:  Function of communicating unit personnel to the assignment control authorities (ACA) and directing the order in which the vacancies are filled. 11

  17. 17. Enlisted Assignment SystemAssignment Incentive Pay (AIP) NAVADMIN 161/03 Purpose:  Designed to attract qualified Sailors to certain locations designated by the Secretary of Defense. Goal:  To enhance combat readiness by efficiently distributing Sailors where they are most needed. 17

Enlisted Assignment SystemAIP Process How is it done?  Market-based approach; Sailors will “bid” on an assignment—the lowest, most qualified bidder gets the job.  AIP jobs are identified on CMSID as of June 03 with an AIP icon. From the icon, there is a pull-down menu listing bid selection choices. Highest bid is the Navy maximum payment for that assignment.  Career Counselors will submit the CMSID requests as normal. In the event a CC is not available, PERS 40DD can assist. 19
  20. 20. Enlisted Assignment SystemAIP Eligibility USN only. No SELRES, IRR, or FTS at this time. Must be qualified for billet assignment, i.e., NEC, pay grade, etc. Sailors on initial tour assignment not eligible for AIP, including A or C School or RTC graduates. Must apply through CMSID. Must be in “For Duty” status (ACC 100). 20
  21. 21. Enlisted Assignment SystemAIP Documentation What happens when I win the bid?  Sailor will have statement written in orders: “ Member is entitled to $ (AIP amount) per month for the duration of assignment to (ultimate duty station).” 21

Enlisted Assignment SystemAIP Documentation (cont.) What happens when I win the bid?  Page 13 entry must be completed: “I understand that this assignment entitles me to AIP as stipulated in my original orders. I further understand that this entitlement is for the duration of the assignment and AIP will stop when I am permanently transferred from the assignment regardless to whether the original assignment is reduced.” 22

Enlisted Assignment SystemAIP Review Remember, AIP:  Starts when the Sailor reports  Is still paid at the original rate if the Sailor is diverted to a new AIP assignment.  Is paid at an amount less than the max bid (normally around 70%) if a Sailor is involuntarily assigned to an AIP assignment.  Is not paid to Sailors already serving in an AIP location but receiving sea duty credit. 23

Enlisted Assignment SystemOverseas Screening MILPERSMAN 1300-302/304 and PERS 451 Eligibility – CO has final authority. Must be interviewed to determine:  Medical and dental status  Drugs and alcohol problems  Performance  Discipline E-3 and below with family or pregnant is not authorized. 29

Enlisted Assignment SystemExchange Of Duty (Swaps) MILPERSMAN 1306-700 Requirements:  Complete minimum of 9 months onboard prior to submission, 12 months onboard at time of exchange of duty.  Must not be in receipt of PCS orders.  Must be same rate, rating, type duty classification code/NEC.  Must have sufficient time remaining to provide 12 mos. at receiving command/NUC 24. 32

  36. 36. Enlisted Assignment SystemReassignment for HumanitarianReasons (HUMS) MILPERSMAN 1300-500 and PERS 40HH Screening is most important element. Supporting documents/ requirements. Length of assignment. Reason for assignment must normally be resolved within 6 to 12 months. 36
  37. 37. Enlisted Assignment SystemFamily Advocacy Program SECNAVINST 1752.3 and OPNAVINST 1752.2A A prevention, evaluation, identification, intervention, treatment follow-up, and reporting program for children and spouse maltreatment (rape/sexual assault). Managed by health facilities. 37

Enlisted Assignment SystemDECOM - Responsibilities Manning Control Authority (MCA):  Will schedule a manning conference for the purpose of determining the final disposition of the activity crew. PERS 4013:  Will review unit’s Enlisted Distribution and Verification Report (EDVR) for any discrepancies and submit availability IAW the unit’s deactivation plan. Navy Personnel Command:  Will coordinate the phase-down/de- crewing of the activity. 42
