GENERAL INFORMATION Perform To Serve (PTS) is a long term force shaping tool that aids in leveling out manning between overmanned and undermanned ratings while managing the quality of reenlistment applicants by controlling the authority for reenlistment. Sailors must have an approved PTS reservation prior to reenlisting, receiving SRB, or negotiating orders.
  5. 5. WHO IT AFFECTS E3-E6 SAILORS WITH LESS THAN 14 YEARS OF SERVICE, REGARDLESS OF THEIR CAREER INTENTIONS MUST HAVE APPROVAL IN EACH “ZONE” – ZONE “A” 0-6 YEARS – ZONE “B” 6-10 YEARS – ZONE “C” 10-14 YEARS ZONE IS DETERMINED BY TIME ON ACTIVE DUTY AT EAOS
  6. 6. ELIGIBILITY CO’S RECOMMENDATION TO REENLIST E-3 OR ABOVE BE WITHIN 13 MONTHS OF HARD EAOS OR PRD (Which ever comes first) – If a Sailor has sufficient OBLISERVE to complete Time On Station (TOS) for follow on assignment, they do not need approval prior to PRD, only EAOS.
  7. 7. SUBMISSION AND PROCESSING Deadline for submission is the LAST FRIDAY of each month Sailors will be compared once a month for the following six months.
  8. 8. APPLICATION CRITERIA Is member eligible for reenlistment? Is member recommended for Advancement? Does member desire to reenlist? Is member currently frocked? Did member PNA last exam? Does member hold critical NEC? Current and previous eval? i.e. P, MP, EP
  9. 9. APPLICATION CRITERIA cont Will member be submitting STAR request? Early submission? i.e. decommissioning Does member wish to reenlist in-rate only? Is member willing to convert this cycle if in rate quota is unavailable? Does member desire to convert only?

  13. 13. CONVERSION VIA PTS Sailors must fully qualify for the desired rate as per MILPERSMAN There must be a “conversion quota” available for desired rate as per Career Opportunity Matrix Once member has been approved for conversion, that is their PTS approval for the new rate
  14. 14. MAJOR CHANGES MADE WITH NAVADMIN 128/10 13 month application window vice 15 month Procedures will be utilized to validate sailors’ intentions and to rescind quotas that would otherwise go unused – COMMANDS ARE REQUIRED TO SUBMIT A PG 13 TO BUPERS WHEN A SAILOR WHO RECEIVES AN IN-RATE OR CONVERSION QUOTA SUBSEQUENTLY DECIDES THEY NO LONGER DESIRE TO UTILIZE THE QUOTA – SAILORS WITH AN ACTIVE DUTY RESERVATION WHO FAIL TO NEGOTIATE ORDERS WILL HAVE THEIR PTS RESERVATION CANCELLED FOUR MONTHS PRIOR TO THE MEMBER'S EAOS (AS EXTENDED) OR PRD, WHICHEVER COMES FIRST.
  15. 15. MAJOR CHANGES MADE WITH NAVADMIN 128/10 FOR ALL ZONES, COMMANDS SHALL UTILIZE THE LAST TWO REGULAR PERIODIC PERFORMANCE EVALUATIONS WHEN SUBMITTING PTS APPLICATIONS. UTILIZE SPECIAL EVALUATIONS TO DENOTE REMOVAL OF CO RECOMMENDATION FOR RETENTION, REMOVAL OF ADVANCEMENT RECOMMENDATION, REDUCTION IN RATE, OR TO REINSTATE A RECOMMENDATION FOR RETENTION OR PROMOTION. ZONE A SAILORS WHO HAVE NOT RECEIVED A REGULAR PERIODIC EVALUATION SINCE BEGINNING ACTIVE DUTY REQUIRE A SPECIAL EVALUATION.

MAJOR CHANGES MADE WITH NAVADMIN 128/10 COMMANDS WILL IMMEDIATELY NOTIFY THE APPLICABLE BUPERS-32 COMMUNITY MANAGER OF ANY ACTIONS THAT WOULD ADVERSELY AFFECT PTS ELIGIBILITY STATUS, WHICH INCLUDES BUT IS NOT LIMITED TO THE FOLLOWING: -LOSS OF SECURITY CLEARANCE, -THREE-TIME PFA FAILURE WITHIN THE CURRENT FOUR- YEAR PERIOD, -REDUCTION IN RATE, -APPROVAL FOR EARLY SEPARATION OR TRANSITION, -NON-JUDICIAL PUNISHMENT OR LETTER OF INQUIRY, -REFUSAL TO OBLISERV OR NEGOTIATE FOR ORDERS, -AND INELIGIBLITY FOR REENLISTMENT DUE TO IMPENDING HIGH YEAR TENURE.
