  • There are two vehicles for a Sailor to use to transition from the Active Component to the Reserve Component. 1. The CTO and 2. A Navy recruiter. I imagine most of you are familiar with the process through recruiting. I am not a recruiter nor have I ever been a recruiter so I’m not going to attempt to describe their process. Transitioning via the CTO offers the benefit of a streamlined process which significantly reduces the time required to be “gained” in the Reserve Component. A faster gain into the RC means Sailors are able to drill sooner and become eligible for RC benefits sooner. Transitions via the CTO are for those Sailors who have been approved for a SELRES quota via PTS. By selecting the SELRES option Sailors are screened for SELRES quotas through community management. The SELRES community manager notifies the CTO of approved Sailors so that we can begin our transition process.

GOALS OF THE CTO <ul><li>Educate Sailors about the benefits of NR affiliation (void left by CARIT disestablishment). </li></ul><ul><li>Streamline the transition from AC to RC through centralized processing. </li></ul><ul><li>Decrease transition processing times and reduce potential pay interruptions. </li></ul><ul><li>Reduce processing time down to 72 hours between components. </li></ul>

TRANSITION ASSISTANT (TA) <ul><li>TA’s work directly with CCC’s and Sailors to: </li></ul><ul><li>Expedite the affiliation/transition process. </li></ul><ul><li>Prepare all documents necessary for affiliation. </li></ul><ul><li>Addresses all inquiries regarding Navy Reserve Programs and policies. </li></ul><ul><ul><li>Bonus eligibility </li></ul></ul><ul><ul><li>Tricare Reserve Select </li></ul></ul><ul><ul><li>SGLI </li></ul></ul><ul><ul><li>Reserve Retirement and much, much more. </li></ul></ul>

CAREER COUNSELORS <ul><li>How can you help your Sailors? </li></ul><ul><li>ECTP and PTS approvals complete the Personal Data Form and contact the CTO . </li></ul><ul><ul><li>Ensure contact information on service members is accurate . </li></ul></ul><ul><li>Ensure Sailors notify TA’s of their terminal leave date and the name of their SEP clerk ASAP * can effect Involuntary Separation Pay*. </li></ul><ul><li>Ensure Sailors complete and forward their Reserve Screening Affiliation Checklist prior to going on terminal leave. (in conjunction with checkout) </li></ul>
    8. 8. CAREER COUNSELORS <ul><li>How can you help your Sailors? </li></ul><ul><li>Ensure they notify their SEP clerk they are affiliating with the SELRES . (Prevents multiple contracts) </li></ul><ul><li>Once the PG 13 and Checklist is submitted the member must contact the TA for contract details. </li></ul><ul><li>Don’t send PTS & ECTP approved Sailors to Navy Recruiters until they have contacted their TA. </li></ul>
    9. 9. CENTRAL PROCESSING UNIT (CPU) <ul><li>The CPU gains the member into the Navy Reserve/their selected NOSC. Note: CPU does not effect AC losses in NSIPS. </li></ul><ul><li>Updates the member's MAS code and billet information in NSIPS. </li></ul><ul><li>Submits a request for IDT orders through IDT Order Writer. </li></ul><ul><li>When orders populate in IDT Order Writer, the CPU provides a copy to the Transition Assistant (TA). The TA provides a copy to the member and the NOSC.   </li></ul>
