AB 32 - SB 375 and MTA <ul><li>Partner with SCAG, subregions and local government as AB 32 and SB 375 evolve </li></ul><ul><li>AB 32 implementation evolving – Cap and Trade appears to be an opportunity – large heavy duty trucks </li></ul><ul><li>SB 375 mentions County Transportation Commissions </li></ul><ul><li>However, no specifics are identified </li></ul><ul><li>… Subregional council of governments and the county transportation commission (MTA) may work together to propose the sustainable communities strategy and an alternative planning strategy … </li></ul>

MTA Role and Responsibilities <ul><li>Key Role - Plan, Program and Implement regional projects that support a sustainable transportation system </li></ul><ul><li>Identify transportation investments that support the land use component of the SCS </li></ul><ul><li>Provide incentives that encourage these investments </li></ul><ul><li>Work with subregions and local governments to develop strategy options </li></ul><ul><li>Participate and contribute to the regional dialogue </li></ul><ul><li>Work in partnership with SCAG and/or subregions to help develop SCS </li></ul>

Transportation Funding Challenge <ul><li>State funding for transit is decreasing </li></ul><ul><li>Local sales tax revenues have declined </li></ul><ul><li>Federal funding is up in the air </li></ul><ul><li>Measure R freezes bus/rail fares for 1 yr, maintains discounted fare rates for disabled, students and seniors for 5 yrs </li></ul><ul><li>SB 375 implementation assumes achieving targets that will require increased investment </li></ul>

Continued Partnership with SCAG and Sub-Regions <ul><li>MTA working with SCAG to include Measure R projects in their planning efforts </li></ul><ul><li>MTA supported SCAG on AB 1403 (will provide TDA funds for SB 375 planning- on Gov.’s desk) </li></ul><ul><li>MTA lobbying for more federal and state funding </li></ul>
