The document discusses effective public service delivery through the district administration in Sikkim. It provides an overview of Sikkim and defines public service. It then describes the functions of the District Administrative Centre in Gangtok, which serves as the interface between the public and government. The Centre has registration, general, and revenue sections that handle various services and documentation. The district administration has implemented reforms like process reengineering, establishing time limits, balancing simplicity and security, and increasing accessibility of officers to improve public service delivery. An interview with the District Collector highlights the approaches taken.

7. Defining Public Service
Public services are those services provided
by governments (local, municipal, or larger-
scale) to the public. The need for services
that no individual can or will pay for, but that
benefit all by their presence, is one of the
justifications for taxation. Examples of such
services are issuing certificates, facilitating
citizens, making governance at citizens’
reach, sewage, trash disposal, street
cleaning.
