A Lima, Pérou, Edouard Nalbandian a rencontré son homologue péruvienne Eda Rivas, avec laquelle il a évoqué les perspectives de développement des relations bila-térales ouvertes par le projet d’accord de libre échange devant lier les deux pays. Les discussions ont également porté sur le développement des relations politiques entre l’Arménie et le Pérou, et l’assouplissement du régime des visas. Les deux ministres se sont également engagés à renforcer leurs relations diplomatiques avec la nomination d’ambassadeurs et de consuls honoraires, l’établissement d’un dialogue constant entre les ministères des affaires étrangères des deux pays, le renforcement de la coopération dans le cadre des organisations internationales, et la préparation d’un accord en vue de faciliter l’obtention de visas pour les ressortissants des deux pays. Eda Rivas a présenté les différentes dispositions prises par le Pérou en ce sens, et souligné l’implication dans le processus d’intégration régionale, et les efforts menés en vue du règlement des problèmes régionaux. De son côté, Edouard Nalbandian a exposé à son homologue péruvienne les priorités de la diplomatie arménienne, et les mesures prises par l’Arménie et la communauté internationale en vue du règlement du conflit du Karabagh. M. Nalbandian est le premier ministre des Affaires étrangères d’Arménie à effectuer une visite officielle au Pérou depuis l’établissement de relations diplomatiques entre les deux pays en 1992. Durant sa visite à Lima, M. Nalbandian a aussi rencontré le dirigeant de la Commission des affaires étrangères du Parlement péruvien, Martin Belaunde Moreyra. Deux nouveaux suspects dans l’affaire de l’assassinat de Hrant Dink arrêtés à Trébizonde Le 7 janvier dernier, à Trébizonde, deux personnes suspectées de l’assassinat du journaliste arménien Hrant Dink viennent d’être arrêtés. Azadian et publié dans The Armenian Mirror-Spectator Le génocide ne visait pas seulement les populations autochtones d’Arménie historique, mais aussi ses intellectuels - les créateurs de sa culture et les gardiens de sa langue - et voulait s’assurer que les Arméniens ne se relèveraient jamais comme un groupe civilisé méritant une patrie. Pour contrer cette politique de la nation destructrice, les Arméniens de la diaspora ont construit leurs écoles, leurs centres culturels, leurs églises et leurs institutions dans le monde entier dans le but de préserver leur identité en perpétuant leur langue et leur patrimoine arménien occidental. L’éveil de l’Arménie soviétique et le développement indéniable de la langue, de la littérature et de la culture dans la patrie n’a touché la diaspora qu’indirectement, car il n’y avait pas de politique distincte destinée à contribuer au développement de la langue arménienne occidentale ni aucune préoccupation à propos de la perte de ce précieux patrimoine. La diaspora a été laissée à elle-même pour façonner son destin. Mais la mondialisation, avec ses nombreux avantages, a essentiellement sapé tous les efforts de la diaspora voulant préserver la langue arménienne occidentale et sa culture. Nous avons assisté à la disparition progressive des écoles, bastions de la préservation et du développement de la langue et du patrimoine. L’indépendance de l’Arménie n’a produit aucun changement radical pour aider la diaspora. Il n’y a pas de plan d’Etat pour sauver la langue et la littérature arménienne occidentale. Il n’y a que des efforts timides - parfois égoïstes - d’étendre l’aide à l’héritage arménien occidental. Même la Constitution arménienne n’a pas de disposition spécifique pour sauver la langue arménienne occidentale en voie de disparition, alors que la reconnaissance du génocide a une place importante dans la constitution, qui prétend que la langue officielle de l’Etat est la langue arménienne littéraire, sans aucune distinction pour les deux branches de la langue. Sous l’influence de la culture européenne, l’arménien occidental a connu un développement complet, avec un vaste trésor de vocabulaire distinct, style et traditions, qui sont destinés, à ce stade, à être sclérosé, en raison d’un manque d’utilisation. Ironiquement, les médias arméniens, la littérature et le discours politique emprunté généreusement à des sources étrangères, russes et autres, ignorent complètement la richesse de l’arménien occidental. Seuls quelques établissements et les intellectuels sont engagés sérieusement dans l’évaluation, la préservation et le développement de la langue et littérature arménienne occidentale. L’un d’eux est la Maison d’édition Sarkis Khachentz, principalement grâce aux efforts de l’historien littéraire Yervant Ter Khachatrian. Le second est le Centre Spurk de l’Université pédagogique d’Etat, dirigé par Souren Danielian, et le troisième, des programmes de l’Université d’Etat d’Erévan, qui représentent une goutte d’eau dans l’héritage intellectuel arménien occidental. Le défaitisme règne en diaspora ; puisque la langue et la littérature sont en déclin rapide, il est plus facile de suivre le flot et d’accepter la disparition d’un patrimoine comme la conséquence inévitable des tendances modernes. Mais aucun général n’est à sa place s’il pense qu’il ne peut remporter la guerre, nous ne devons, par conséquent, laisser le destin suivre son cours. Pour ce faire, certaines institutions et individus ont relevé le défi et sont en lutte. Le Catholicossat d’Antélias est une telle institution, sous la direction du savant pontife Aram Ier. Antélias a garanti le rôle des monastères de Venise, Vienne et Jérusalem, où une énorme quantité de recherches ont été menées, des programmes éducatifs ont été développés et un réseau d’écoles a été instauré dans le monde. Des œuvres littéraires anciennes et nouvelles sont publiées, des manuels sont élaborés, des séminaires sont organisés, et un mouvement intellectuel est alimenté avec la volonté de conserver et de diffuser la langue arménienne occidentale et son patrimoine. L’Institut de recherche Dikran Tchouhadjian, à Paris, a également pour mission de préserver et de donner vie aux trésors de la culture arménienne occidentale, avec une dimension supplémentaire de présentation de ce patrimoine sur la scène mondiale. Le Collège virtuel de l’ UGAB a adopté une approche globale qui utilise la technologie moderne pour l’enseignement de la langue arménienne. Puis, il y a le plan des communautés arméniennes de la Fondation Gulbenkian grâce à l’introduction d’une nouvelle approche et une nouvelle vision optimiste de l’ensemble face à la langue et au patrimoine arménien occidental. Depuis sa création, la Fondation a soutenu de nombreux projets irréprochables dans le monde entier, mais son nouveau plan quinquennal, publié le 11 décembre 2013, apporte une approche entièrement nouvelle mettant l’accent sur la langue et la culture arméniennes occidentales orphelines. La vision, le plan détaillé et le recours à des technologies modernes pour mettre en œuvre le plan, sont le fruit de son nouveau chef, le Dr Razmik Panossian. Le plan publié indique sa mission : « Pour créer un avenir viable au peuple arménien dans lequel la culture et la langue sont conservées et valorisées. » Puis six points sur la mise en œuvre du plan y sont détaillés. Une grand-mère arménienne célèbre son 100e anniversaire avec 109 descendants La plus vielle résidente de la commune de Tsovagyugh dans la province de Geghar-kunik en Arménie, Aghavni Bozoyan a célébré son 100e anniversaire. Avec 109 enfants, petits-enfants et arrière-petits-enfants, Aghavni Bozoyan est devenu le symbole de sa grande famille et a fêté son anniversaire avec ses parents et amis. Au cours de la célébration Aghavni Bozoyan, qui est née en 1914, a déclaré : « Je veux que la paix règne dans le monde pour toujours, je veux que mes enfants, petits-enfants et arrières petits-enfants soient en sécurité et en bonne santé, et je veux une Arménie prospère. » Le célèbre photographe arménien de Turquie, Ara Güler, le « Plus grand photographe du siècle » est hospitalisé en urgence à l’hôpital Memorial d’Istanbul. Le Tribunal pénal d’Istanbul avait lancé un mandat d’arrêt pour Erhan Tuncel dans le cadre du nouveau procès ouvert à la suite de la décision d’annulation rendue par la cour de cassation. Hrant Dink, le rédacteur en chef d’Agos, a été abattu par Ogün Samast devant son bureau à Istanbul le 19 janvier 2007. Samast a été condamné à plus de 22 ans de prison pour cet assassinat. Au contraire, il ouvre la voie à une coopération plus large avec d’autres projets et institutions qui luttent pour les mêmes préoccupations. Le plan aborde également une question très sensible, les relations turco-arméniennes : « Améliorer les relations arméno-turques en parrainant des projets qui favorisent une compréhension commune de leur histoire commune. » L’approche prudente indique ici que les Arméniens, à travers leurs maigres ressources ne sont pas en mesure de forcer l’Etat turc de reconnaître le génocide ni d’envisager une quelconque indemnisation ; la seule alternative possible est donc de coopérer avec des historiens turcs honnêtes et progressistes et des militants des droits de la personne prêts à apporter des changements quantitatifs et qualitatifs en sensibilisant la population turque, qui pourra éventuellement influencer l’orientation politique de l’Etat. C’est un plan approprié de la part d’une grande institution qui combine ses ressources avec une vision stratégique pour un impact maximum. Azadian Any Armenian commentator would be loath to state his or her favorites amongst successive Turkish administrations, as long as they are all in the mode of Genocide denial. But the principal of relativity will help us sort out this dichotomy. Turkey is facing one of the most intense crises in its modern history. Its leader, Prime Minister Recep Tayyip Erdogan, has his back against the wall. Some analysts compare Erdogan’s meteoric rise to power to that of Icarus’ tale in Greek mythology embodying hubris. Icarus’ wings were made of wax and as he flew closer and closer to the sun, they melted, causing his downfall. Mr. Erdogan’s AKP party is a coalition of moderate Islamists, nationalists and liberals, catapulting him to power through three successive elections. Domestically, he has been able to introduce some reforms, improved the economy and opened the dialog with the restive Kurdish minority. One of his major achievements was to tame the military, which took over the government three times, through coups, since the establishment of the republic in 1923. He neutralized the army brass, accusing them of plotting to overthrow his government. The Ergenekon scandal revealed that a “deep state” within the state was in action and responsible for many crimes. In eliminating the secularists and the “deep state,” he had the support and the cooperation of another cleric, Fethullah Gulen, whose Hizmet movement turned out to be another “deep state,” poised to undermine his government in the current crisis. On the international scene, he has been the standard bearer for Islamists while appearing as the democratic reformer for the European Union and the West. This political illusionism has come to an end and his apparent downfall seems equally dramatic. The news media is abuzz with the details of Turkey’s deepening crisis; three ministers have resigned thus far under the charges of corruption, one of them Erdogan Bayrakdar, did not go quietly. He called for the resignation of the prime minister as well, who had approved all his decisions in urban development. In an awkward damage-control mode, Erdogan fired or replaced 400 police officers and judges, banning all investigations without the investigators reporting to their superiors. This meant the usurpation of the power of the judiciary in an attempt to salvage his control over the executive. These actions came under severe criticism at home and abroad, calling for respect for the rule of law, allowing for the legal procedures to take their course without interference. These investigations hit not only Erdogan’s closest allies, but also even his own son, Bilal. At this point, the prime minister is in a combative mode and nowhere near willing to relinquish power. He has been blaming internal and foreign conspiracies for his troubles. He has certainly had a fall-out with former ally Gulen, who seems to have many followers in the police and the judiciary. One of the bones of contention between these former allies is that Gulen has criticized Erdogan for antagonizing Israel. Erdogan is trying to eliminate Gulenist followers in these institutions, who have been after him. He has also implicated the United States and Israel in this conspiracy. Some AKP-supporting newspapers have even called for the ouster of US Ambassador Francis J. Ricciardone Jr., who has been after the Halkbank, on the grounds that its president has been violating the sanctions against Iran. Although the US has been dismissing outright Erdogan’s accusations, some truth may be behind his finger pointing at Israel. Granted, Prime Minister Netanyahu grudgingly apologized to Erdogan for sinking the Turkish Mavi Marmara ship, but he certainly vowed to get even at the right moment and this seems to be that moment. The US and Israel have a full arsenal of retaliatory weapons when push comes to shove and one of those weapons should be the recognition of the Armenian Genocide. Erdogan may be down, but not out yet, gearing for the crucial municipal elections in Istanbul. There is general consensus that whoever carries Istanbul’s mayoral race, carries Turkey. The parliamentary and presidential elections will soon follow the municipal ones. Turkey’s president is elected by a two-third-majority vote in parliament. Mr. Erdogan has his eye on the presidential palace with more executive powers. If he cannot garner two-thirds of the vote, he may maneuver to amend the constitution to allow him the chance to run for a fourth term as prime minister. The elections will be nothing less than a test of survival for Erdogan’s political future. Cont’d on page 10 Armenian official says Aliyev should remember Artsakh defeat YEREVAN — Armenian Deputy Foreign Minister Shavarsh Kocharyan slammed the Azeri President last Monday for his remarks on the possibility of war with Armenia, Public Radio of Armenia reports. “It’s no secret to anyone that the denial of the right to self-determination through the distortion of the essence of the Karabakh conflict, the propaganda of hatred towards Armenians and the threats of resumption of war are the main obstacle to the negotiation process,” the Deputy Foreign Minister said. The Azeri President declared in a speech that, “According to statistics, Armenia is inferior to Azerbaijan in all aspects, which will play a decisive role in the settlement of the Nagorno Karabakh issue.” Kocharian rebuked the Azeri leader’s ominous statement by saying that Aliyev would do well to “[keep] in mind the defeat in the war that [Azerbaijan] unleashed. He’s well aware that new adventurism will lead to new defeats,” Kocharyan said. Azerbaijan has been seeking more military power with a rapid arms buildup in recent years, funded by massive oil and gas revenues. “All of our capacity is growing, while Armenia is experiencing an extremely difficult period economically and demographically. The correlation of forces has very seriously changed in favor of Azerbaijan,” said Aliev. He concluded that he will accept no compromise, calling for the full withdrawal of Artsakh and Armenian troops from Karabakh as the only solution to the conflict. Conductor Aram Gharabekian, passed away Renowned conductor and former director of the National Chamber Orchestra of Armenia, Aram Gharbekian, passed away on January 10. He was 58. He graduated from the New England Conservatory in Boston with a Master’s degree in Composition, and continued his postgraduate studies in Musical Phenomenology at Mainz University, Germany. He was also granted a fellowship to study composition and conducting under Jacob Druckman and Leonard Bernstein at Maestro Aram Gharabekian Tanglewood Music Center in Massachusetts. From 1997 until 2010 Gharabekian served as Music Director of the National Chamber Orchestra of Armenia, leading this critically acclaimed ensemble on tours to Greece, the United Arab Emirates, Cyprus, Switzerland, England, Russia, Lebanon, Georgia, Germany, France, Canada and the U.S., where in 2001 they made their Lincoln Center debut as part of their second North American tour. In 1983 Gharabekian founded the Sinfonova Chamber Orchestra in Boston and served as its principal conductor until 1991. Gharabekian launched his own international music festival, Open Music Fest, in 2009. Held in Yerevan, Armenia, and featuring a diversity of genres, Open Music Fest was hailed as a unique platform for artistic collaboration and extraordinary performances of newly commissioned works. More recently, he became the conductor and artistic director of the Open Music Orchestra established in Los Angeles this month. It received enthusiastic praise for their performance at the Space Shuttle Endeavor arrival ceremony at Los Angeles International Airport. Gharabekian is the recipient of numerous prestigious awards, including a special proclamation by the United States Congress, Armenia’s Presidential Medal of Honor, the Harvard Musical Association’s Best Performance Award. He has also earned accolades for guest-conducting several world renowned orchestras. Gharabekian is survived by his mother, sister, uncles, cousins, niece and nephew, as well as his friends and the legion of loyal fans worldwide.

Arto , Annie, Aren et Lori Manoukians THE YOUTH CORNER That got me thinking Carrie Bradshaw’s youth This week, I thought I would do a little critique of a show that I started watching not long ago. If I say Sex and the City, you think of Sarah Jessica Parker’s narration and her admittingly bizarre shaped face. The show was a huge success during the entirety of its broadcast, followed of course by two movies. The show itself was based on a book written by Candace Bushnell. Personally, I’m not a huge fan of that show because I find that the main characters whine all the time and never seem to be interested in anything other than themselves. I know that a lot of people greatly enjoy the show and are inspired by Carrie Bradshaw (Parker’s character), but she leaves me pretty indifferent. All in all, it is not a show I enjoy watching. However, last year, a new show started airing, called The Carrie Diaries. It is a spin-off and prequel of Sex and the City. It is once again based on the book by Candace Bushnell. Based in the 80s, it is narrated again by Carrie Bradshaw, this time played by the incredible AnnaSophia Robb. Carrie is 16 years old and goes to high school, as well as having a part-time job in the city of her dreams, Manhattan. I absolutely adore The Carrie Diaries. Carrie is much more sweet, and much less self-involved than her future self. You forget that it is the same character. The show’s plot follow her, her friends, and her family, through good times and bad. It addresses several issues such as single parenthood, drugs, jobs, first loves, homosexuality, the difficulties of growing up, and so on. What I also greatly enjoy about the show is that you get a feel of how it was to live in the 80s. The characters always wear time-accurate clothes, and the soundtrack only offers a fine selection of 80s music. The Carrie Diaries is an open-minded television show that does not judge anyone or anything. Taboo subjects are openly approached and treated. All the characters are interesting and have depth. You even find yourself liking the less amicable characters because of their contribution to the show. The cast is excellent and each actor plays their role perfectly. In all, I enjoy The Carrie Diaries thoroughly, and think that it has much more depth and character than Sex and the City. Sananne Wartabetian PS It has been already 10 years. HALO TRUST IN ARTSAKH and WHAT THEY DO History of Minelaying and Cluster Munition Bombing Minelaying in Nagorno Karabakh, by both Azeri and pro-Karabakhi forces, took place during the 1992-1994 war. A combination of anti-personnel (AP), anti-tank (AT) and anti-group (AG) mines was used to protect positions and deny freedom of movement. Due to the fluid nature of the conflict, certain areas of Nagorno Karabakh were mined several times by both sides. The mines laid were exclusively of Soviet design and manufacture. Tens of thousands of cluster munitions were also dropped from the air by Azerbaijani forces. The Solution Since 2000 HALO has provided the sole capacity in Nagorno Karabakh for the clearance of mines and cluster munitions and the disposal of unexploded ordnance (UXO). Additionally HALO has established a Mine Action Centre (MAC) to collate all information concerning mines, explosive remnants of war (ERW) and safe routes, and to disseminate it to all stakeholders and other actors as requested. HALO Nagorno Karabakh has, to date, returned over 270 km2 of contaminated land to previously impacted communities, during which over 67,000 landmines, cluster munitions and other items of unexploded ordnance have been safely located and destroyed. At its peak HALO’s program employed 280 Karabakhi staff but this has shrunk in recent years to 140 as finding funding has become more difficult. If the people of Nagorno Karabakh are to be able to live lives free of mines and cluster munitions then staff numbers need to be restored to their peak as quickly as possible. The program in Nagorno Karabakh conducts both manual and mechanical clearance of minefields. Cluster munition strikes are cleared by HALO’s Battle Area Clearance (BAC) teams whilst other items of UXO are cleared by HALO’s Explosive Ordnance Disposal (EOD) teams. HALO’s program is complemented by Survey and Mines Risk Education (MRE) teams, with MRE fully incorporated into the school curriculum. The program is managed by one expatriate, while all other senior management positions are filled by locally recruited and trained staff: as with all other HALO programs the policy is to build a substantial local capacity that can deal with the problem. Requirement for Continued Clearance HALO is the only mine clearance organization operating in Nagorno Karabakh and development, reconstruction, resettlement, and other humanitarian aid is dependent on the continuation of mine clearance. The current crisis has severely impacted Turkey’s economy and the Turkish Lira fell to a record low against the dollar. The irony of this situation is best illustrated when we consider that against the backdrop of the scandals, where Erdogan’s cronies stash millions of dollars in shoeboxes and violate every law in the books, an Armenian maverick blogger, Sevan Nisanyan, has been put in jail supposedly for violating some building codes. Erdogan is no saint and no friend to Armenians by any measure. His despotic instincts are well documented. However, the reforms he carried out indirectly benefitted the Armenians, especially the Armenian community in Turkey. No previous administration had dared to introduce any reforms. Of course, those reforms are mostly self-serving, rather than being driven by a charitable motivation. During Erdogan’s rule, a fissure has appeared on the wall of silence on the Armenian Genocide. Hrant Dink’s assassination rendered the Genocide a topical issue in the Turkish news media and scholarship. Also, a number of confiscated properties were returned to the Armenian community, a timid yet welcome initiative. The renovation of Akhtamar Church was showcased with obvious political intent. The controversial protocols were negotiated, if not consummated. Foreign Minister Ahmed Davutoglu’s reference to the Armenian deportations by the Ottoman govern- Cont’d from page 9 ment was a revealing new step, not coming close to uttering the word “genocide.” Davutoglu characterized the deportations as “inhumane,” which his government has never supported. In view of the enormity of the crime of genocide, these are minor steps, but for the Turkish side, they have significant political implications. In all the current turmoil, the Kurds in Turkey are demonstrably quiet. Erdogan has bought their silence at a price. He needs Kurdish votes to consolidate his power. Also, he wishes to gain brownie points from Europe as a leader who respects minority rights. In return, he has made some vague pledges, which may or may not materialize, depending upon future political developments. Erdogan himself has apologized to the Kurds for the Dersim massacres of the 1930s, although that may be interpreted as a double-edged political sword, implicating the opposition Republican People’s Party (CHP), which was in power during those atrocities. He has yet to apologize to the Armenians for the Genocide. Erdogan’s AKP party has taken incremental steps toward improving minority rights. Those steps have served more the party’s political agenda rather than the minorities themselves, but still, marginally, they are steps in the right direction no matter the motivation. The issue of Genocide still remains unresolved as does the opening of the border with Armenia. But compared to previous Turkish regimes which have been ruthless oppressors, Erdogan’s and AKP’s performance may rank the prime minister as the lesser evil in Turkish politics.
