Azadian et publié dans The Armenian Mirror-Spectator en date du 22 mars 2014 La population de Crimée vient, lors d’un référendum, d’approuver à 96,6% à se joindre à la Fédération de Russie. Pour les dirigeants du monde, la situation est assez simple, les faits politiques perçus sont noirs et blancs. Pour l’Occident - et en particulier les Etats-Unis – c’est une violation du droit international. Pour Moscou ainsi que les résidents russes de Crimée, c’était l’expression légitime de leur droit à l’autodétermination. Mais pour la République d’Arménie et les résidents arméniens des anciens territoires soviétiques, ces nouveaux développements engendrent un laby- rinthe politique de sympathies et d’intérêts. Les Arméniens vivent en Ukraine depuis le Moyen Age et leurs rangs se sont reconstitués en raison d’une émi- gration récente. Nombreux sont les oli- garques et chefs d’entreprise qui ont vu le jour dans la communauté ukrai- no-arménienne, en soutenant généreu- sement de nombreux projets en Arménie. Par nécessité, les Arméniens d’Ukraine ont soutenu le nouveau gou- vernement de Kiev, alors que l’Union des Arméniens de Russie a mis au point une déclaration demandant de sympathiser avec le bras de fer de Moscou en Ukraine et en Crimée. Les Arméniens de Russie ont égale- ment été favorables à la République d’Arménie dans une mesure peu connue de la diaspora. Le gouvernement d’Arménie a agi avec plus de prudence dans la région. Même s’il est un partenaire stratégique de Moscou, Erévan a fait preuve de réticence à reconnaitre le nouveau gouvernement de Kiev et ne s’est pas encore précipité afin de constater le résultat du vote en Crimée. Les Arméniens vivent en Crimée depuis le huitième siècle de notre ère et ont bénéficié d’une vie culturelle prospère dans la péninsule, qui a subi deux grandes guerres entre la Russie tsariste et l’Empire ottoman. Il y avait près d’un demi-million de Tatars en Crimée, abandonnés aux cours des invasions mongoles de Gengis Khan qui ont ensuite été déci- mé en 1941 lorsque Staline en a expul- sé 200 000 d’entre eux vers l’Asie cen- trale, les accusant de collaboration avec les nazis. Ce mouvement a chan- gé l’équilibre ethnique de la Crimée, dont la population de 2 millions est de 53% russe. Les Tatars représentent maintenant 12% seulement de la popu- lation, bien que la nouvelle constitu- tion leur permette une participation de 20% dans les institutions gouverne- mentales. En revanche, les Arméniens de Crimée ne représentent que 0,5% de la population totale, mais traditionnelle- ment, ils représentent une minorité bruyante. Le Conseil national de la communauté arménienne de Crimée a adopté une résolution appelant les Arméniens à participer au référendum et à voter en faveur de la Russie. Le président du Conseil, Vagharshak Melkonian, a indiqué que la nouvelle constitution de la Crimée garantissait un quota de 20% aux Tatars de Crimée dans les organes directeurs de la péninsule et a continué à affirmer que « nous les Arméniens, les Bulgares, les Grecs et les Allemands sommes unis sous une même association et nous exigeons d’être guidés par les mêmes principes, si ce dit principe est appli- qué pour les Tatars de Crimée ». Comme nous pouvons le voir, la crise de Crimée se réfléchie d’une manière différente et parfois contra- dictoire sur les Arméniens, dispersés dans diverses parties de l’ancienne Union soviétique. C’est un microcosme de la nature du peuple arménien, qui, en raison d’une variété de voies de fait ainsi que d’un génocide à grande échel- le, se sont dispersés à travers le monde. La grande question demeure pour nous la manière dont ce référendum influera sur le destin du peuple du Karabagh. Comme les autres républiques non reconnues d’Ossétie du Sud et d’Abkhazie, le ministère des Affaires étrangères du Karabagh a publié un communiqué qui « considère le réfé- rendum organisé le 16 mars dans la République autonome de Crimée comme une autre manifestation de la réalisation du droit des peuples à dis- poser d’eux-mêmes à leur autodétermi- nation…, telle qu’inscrite dans la Charte des Nations Unies et un certain nombre de documents internationaux fondamentaux, est un principe fonda- mental du droit international ». Depuis que l’inviolabilité des fron- tières de l’ancien bloc soviétique a été rompue au Kosovo et - dans une certai- ne mesure - se poursuit aujourd’hui en Crimée, les observateurs politiques attendent de voir ce que les actions de Moscou auront comme effet du côté de la Transnistrie, (ndlr. Officiellement République moldave du Dniestr, auto- proclamée indépendante) et du Karabagh. Actuellement, le destin du Karabagh dépend de deux facteurs essentiels : • Jusqu’à présent, la co-présidence de l’Organisation pour la sécurité et la coopération en Europe (OSCE) a été cohérente quant au maintien du princi- pe d’intégrité territoriale de l’Azerbaïdjan contre le droit de la population du Karabagh à l’autodéter- mination, ce qui rend toute solution impossible. Par conséquent, si la crise de Crimée sape le consensus au sein de l’OSCE, Moscou pourrait recourir à des mesures unilatérales. • Les Tatars de Crimée ont reçu des assurances du ministre des Affaires étrangères turc, Ahmed Davutoglu, que leurs droits seront garantis. Les Tatars se sont, oralement, plutôt opposés à se joindre à la Russie. Ils ont également lancé un appel au soutien d’Ilham Suite à la page 8 La crise de Crimée crée un labyrinthe politique pour les Arméniens Un soldat mort, un autre blessé au Karabagh Un soldat du Haut-Karabagh, Arman Ghukasian, âgé de 20 ans, vient d’être tué à la frontière nord entre le Karabagh et la frontière azérie. Selon le ministère de la Défense du Karabagh, Ghukasian travaillait sur un projet de construction lorsque les forces azéries ont commencé à tirer dans sa direc- tion, a rapporté Yerkir Media. Un autre soldat âgé de 19 ans, Varazdat Zakarian, a été blessé lors de l’attaque et a été transporté dans un hôpital de Stépanakert. Le Président de la République du Haut-Karabagh, Bako Sahakian, a décerné une médaille à titre posthume à Ghukasian « Pour service en bataille » pour le courage démontré lors de la défense de la frontière de l’État du Haut- Karabagh. L’ambassadeur des Etats-Unis en Arménie John Heffern a exprimé un regret sur la déclaration d’Erévan dans le cadre du récent référendum en Crimée. Les présidents russe et arménien, Vladimir Poutine et Serge Sargissian, ont constaté lors d’un entretien télé- phonique que la situation en Crimée était un « exemple de la réalisation des droits des peuples à l’autodétermina- tion par le biais d’un vote libre », écrivait le 21 mars le quotidien Nezavissimaïa gazeta. La position d’Erévan vis-à-vis de la Crimée a suscité une réaction négative de l’ambassadeur des Etats-Unis en Arménie John Heffern. John Heffern a exprimé son regret après la déclaration officielle d’Erévan concernant la Crimée, lors de la con- férence internationale « Partenariat de l’OTAN dans le Caucase du Sud ». La position de l’Arménie n’était pas aussi claire jusqu’à présent. Mais aujourd’hui sa détermination est nor- male. Dans le règlement du conflit de Haut-Karabagh qui l’oppose à l’Azerbaïdjan, l’Arménie insiste juste- ment sur la suprématie du droit des peuples à l’autodétermination, tandis que son adversaire met en avant le car- actère immuable de l’intégrité territori- ale. « Nous devions saluer la démarche du peuple de Crimée. Nous avons également rappelé le chemin parcou- ru, dans la mesure où l’exemple du Karabagh est aujourd’hui un modèle pour ceux qui se lancent aujourd’hui sur la voie de l’autodétermination », a déclaré le président du parlement du Haut-Karabagh Achot Goulian. Le politologue David Babaïan, directeur du centre d’information et d’analyse auprès du président du Haut- Karabagh, pense que la décision de la Crimée, du point de vue juridique, crée un nouveau précédent d’expression de la volonté du peuple. « L’année 2014 promet d’être riche en évènements de ce genre. Des référendums sont atten- dus en Ecosse et en Catalogne. L’an dernier nous avons assisté au choix des îles Malouines, à l’indépendance du Soudan du Sud. C’est un processus irréversible », estime David Babaïan. Le service de presse de la Fondation a déclaré que Mitt est la plus grande exposition de voyage de Russie avec plus de 1800 entreprises participantes offrant 198 destinations. En 2013, l’évènement a enregistré la présence de 37 000 visiteurs. Le riche patrimoine culturel, historique et chrétien de l’Arménie a été présen- té dans les guides de voyage et les cartes en russe lors de l’exposition. Transport aérien d’urgence en Arménie Les instances responsables des plans d’urgence de l’Arménie envisagent de créer une compagnie aérienne d’urgence. L’objectif de la compagnie aérienne sera de participer à la mission humanitaire du Centre russo-arménien humanitaire voulant prévenir, réduire et liquider les conséquences possibles des situations d’urgence; effectuer le transport aérien des sauveteurs et des équipes de sauve- tage; transporter du matériel de sauvetage; effectuer des opérations à l’aide d’avions et d’hélicoptères, prévenir et réduire les conséquences possibles d’autres situations d’urgence; transporter et évacuer la population et les vic- times et enfin transporter des cargaisons humanitaires. Augmentation en Arménie de l’importation d’équipements médicaux Le volume des dispositifs et équipements médicaux importés par l’Arménie en 2013, par rapport à 2012, a augmenté de 16,5 % pour atteindre plus de 45 millions de pièces. La valeur totale en douane de ces disposi- tifs et équipements médicaux importés a dépassé les 22 millions de dollars. Selon les données fournies par le Comité des recettes d’Etat d’Arménie, la majeure partie de l’équipement importé en 2013 venait de Chine (27,7 millions de pièces) et d’Allemagne (6,7 millions de pièces) mais également d’Italie, de Colombie et de nombreux autres pays. AZADIAN Armenian political thought has always been in flux, and remains so even after independence and perhaps even because of it. The Armenian political parties, which were created in the late 19th century, were fashioned after the European and Russian ideological movements, sometimes incongruent with the situation on the ground. Such a contrast has given birth to a master- piece in Armenian satirical literature, Yervant Odian’s Comrade Panchooni, a novel based on the clash of lofty socialistic ideals with the reality of a primitive life, resulting in hilarious situations. Because the majority of the Armenian masses lived under the tyrannical yoke of the Ottoman sul- tans, emancipated Armenian liberal youth could only express themselves freely outside the Ottoman borders. That is why by necessity, the political parties came into being in capitals far from the Armenian population centers. The Hunchak Party was formed in Geneva, Switzerland in 1887 and the Armenian Revolutionary Federation (Dashnag) Party was formed in Tiflis (Tbilisi), Georgia in 1890. The only party which was founded in the Armenian heartland — Van — was the Armenagan Party in 1885, the fore- runner of the Armenian Democratic Liberal Party (ADL). The political challenges were the same for all the parties, but their ide- ologies differed in large measure in their approach to meeting those chal- lenges. All the parties, along with the mass- es, had to fight the tyrannical rule of the sultan, either striving to liberate Armenia or to create tolerable human conditions for survival within the empire. The Armenagan Party did not subscribe to any foreign ideologies which were popular at the time in Europe and Russia. They were nation- alists to the core and they believed in discreet preparation for self-defense. Their policy was vindicated twice in history during the defense of Van in 1896 and 1915. The ARF adhered to the credo of international socialism. To this day, the party is a member of the International Socialist Movement. The Social Democratic Hunchak Party was modeled on the principles of Russian Marxist Socialist move- ments. It is ironic that these parties were denied venues to serve their people along the lines of their ideologies, but they served as role models to the Ittihadist Party, which overthrew the sultan and declared the 1908 constitu- tion, whereby all citizens of the Ottoman Empire were granted equali- ty. Initially, the Ittihadists lured the Armenian political parties to their movement and actually allowed Armenians to be elected to the parlia- ment. No leader or party was able to suspect the conniving nature of the Turkish leadership, when they laid their arms and mobilization down, leading to the tragedy of 1915. Jeffersonian democracy was far removed from the political philosophy of the Armenian leadership. He writes that in a democracy “the national gov- ernment is a dangerous necessity to be instituted for the common benefit, pro- tection and security of the people, nation or community; it should be watched closely and circumscribed in its powers.” The Genocide dispersed Armenians around the world and the ideologies of the political parties became irrelevant, because the first challenge was to sur- vive and get organized. In addition, the corresponding venue to implement these ideologies was lost. Licking their wounds, Armenians were engaged in reorganizing their communities around the world. The time for truth came in 1991 when Armenia became independent once again. The parties entered the Armenian political scene with a vari- ety of approaches, some hoping to serve their homeland modestly, while others with a Messianic zeal. That is where ideology met reality. Armenia, long dominated by Soviet totalitarian rule, needed a long time to be reared in the idea of self-government. The ADL (Ramgavar) Party believed that since democracy was the antithe- sis of the totalitarian ideology natural- ly emancipated citizens of Armenia would gravitate toward the party. One of the leaders, Hampartzoum Berberian, even claimed that the ADL had hit the jackpot and the party had to move to Yerevan to cash in. And indeed, the ADL became the largest political faction in the first parlia- ment. During the 70 years of Soviet rule, the government in Armenia never missed an opportunity to bash the ARF, and ironically, that is how the party became imbued with mythical powers of salvaging post-Soviet Armenia in the imagination of the peo- ple. But the traditional parties were soon demystified and they were cut to size, as the ratio has demonstrated in the current parliament in Armenia. Armenia has yet to develop as a mature democracy. At this stage, ide- ologies don’t count. Only the wealth of some patron oligarchs defines the size and the power of the existing parties. During the last elections, more than Cont’d on page 10 President Sarkisian Directs UN Missions to Raise Kessab Issue President Serzh Sarkisian on Monday 24 of March said that he has directed Armenia’s United Nations missions in New York and Geneva to address the importance of “ensuring the security of the Armenians in Kessab and their safe return to their permanent places of residence at the structures dealing with human rights and ethnic minorities,” reported the presidential office. Sarkisian, who is in the Hague to attend the world Nuclear Security Summit, spoke to reporters at the World Forum Convention Center, saying that the week- end’s attack of the Armenian-populated city of Kessab by gunmen who infiltrat- ed through the Turkish border, posed serious challenges. “[The] deportation of Kessab Armenians today is a serious challenge to ethnic minority rights’ protection mechanisms of the 21st century,” said Sarkisian. “I have already instructed the diplomatic missions at the UN Headquarters in New- York and Geneva to raise the issue of ensuring the security of the Armenians in Kessab and their safe return to their permanent places of residence at the struc- tures dealing with human rights and ethnic minorities.” Telling reporters about Kessab’s bloody history beginning with Turkish armed detachment attacks of Armenians in 1909 and the impact of the 1915 Genocide on the residents of the area, Sarkisian drew attention to the historical parallels to the present-day crisis. I think that everyone should realize that these parallels should be a sobering reminder to all involved,” said Sarkisian. Sarkisian thanked the Syrian authorities for the steps being taken to protect the Armenians in Kessab and added the Armenia’s Embassy in Damascus is working on measures to support the Armenian population of Kessab. Karabakh Parliament welcomes Crimea vote STEPANAKERT — The political factions represented in the Nagorno- Karabakh Republic’s National Assembly issued an announcement welcoming Crimea’s vote on secession from Ukraine as an expression of national self-deter- mination. A joint statement of deputy groups said that Sunday’s referendum in Crimea “has become another precedent of realization of the right of peoples to self-determination, once again proving that territorial integrity of states does not prevail over people’s free expression of will in international law.” The Karabakh parliament also urged that post-referendum matters be resolved peacefully and based on mutual respect. Meanwhile, in Stepanakert’s Rebirth Square, the city’s first spring concert was dedicated to the Crimean vote. “The venue was not randomly chosen, since 22 years ago the people of Nagorno-Karabakh began their struggle for self-deter- mination from this very square,” the executive editor of the Artsakh State TV said. High level Karabakh leaders, among them President Bako Sahakian and Parliament Speaker Ashot Ghulian attended the concert.   10. 10. REFLEXIONS Armenian school … YES or NO Armenian parents of school age children face an important decision. They have to give a serious thought whether they should send their children to Armenian schools or not. There exist numerous valid reasons for both sides of that issue. Geographic and financial considerations weigh heavily in favor of sending their children to free public schools in the neighborhood. Armenian schools in Montreal are few and somehow geographically con- centrated, thus handicapping them to touch the community which is scat- tered in far neighborhoods. To cover around one third of their operational budget Armenian schools, being semi-private, are obliged to charge tuition fees. The parents are to make a decision based on their patriotism, their fami- ly’s geographic location and their ability to face the financial burden of sending their children to Armenian schools. For sure it is very unpleasant to let their children confined in the bus for several hours a day; it is even harder for a parent to drive their children to the school and pick them up in the afternoon. But these arguments are only one side of the medal. The parent has to evaluate the positive aspects of Armenian schools before making a decision. Let us now talk about what Armenian schools have to offer. A strong aca- demic program is a trademark of our schools, as a result of which they have proudly produced thousands and thousands of successful graduates. Québec’s schooling system’s reputation is tarnished by the high percentage of high school dropouts. We hardly ever hear cases of such dropouts from our schools. Almost all of our graduates reach to a post high school (CEGEP) education and a huge majority of them reach to a university edu- cation. We are proud of our graduates and we follow their career advance- ments with great joy and interest. Another positive aspect of our schools is the fact that they are tri-lingual – our graduates meet the French language requirements. They master the English language and proudly write and speak Armenian, the language of their ancestors. Our graduates are way ahead of the graduates from public schools, where the quality of the English language education is seriously handicapped or practically inexistent. The security and the supervision that our Armenian schools offer, is another important factor to consider. They have successfully controlled the undesirables and made their institutions smoke and drug free. Armenian parents could have the peace of mind that their children are kept and edu- cated in a safe environment. Another positive aspect of our schools is the fact that they still offer reli- gion classes, Armenian arts and crafts, folk dancing, theater sessions, Vartanants and Tarkmantchats celebrations, etc; all of these to reinforce the traditions as well as the cultural heritage in our next generation. Parents are to weigh the pluses and the minuses of the Armenian schools and bring them to a common denominator. Doing some sacrifices and investing in our children’s education is the least we can do. They deserve to have a safe educational environment, a trilingual program and to be intro- duced to their ancestral roots. Talk to parents who made that choice, talk to graduates from our schools and see their career successes and only then decide the choice of schooling for your children. I am a proud parent of children who benefited from our schools. Thumbs up to the Armenian school! Arto Manoukian That got me thinking My thoughts on materialism A couple of weeks ago, I went shopping with my mother. Usually, when I go home with a few new things, I feel pretty happy and satisfied with my day. However, when that happens, I feel bad about letting material things control my mood. After that, I seriously started thinking about materialism and consumerism and why some people need more and more things. Personally, I am not the kind of person that goes shopping when I need to be cheered up. However, some people find that shopping is a great source of happiness. People buy things they don’t need, to fulfill some sort of desire that is not unjustified: we are conditioned to want more. New things come out every year: new models, new technologies, new ideas. And if we decide that we don’t need it, we end up feeling out of the loop because everyone around us is in the loop. A big reason why we consume all this is to feel like we are a part of something. And that, unfortunately, is human nature. Sometimes, it’s good to step back and wonder why we need to buy all these things. And why we feel happy when we have them. If it’s a piece of clothing that is going to make you happy every time you wear, then so much the better. If it’s something that you feel the need to buy because it makes you happy to own lots of things, maybe you should think about it more in depth. Materialism and consumerism also come from fashion trends. Trends are born every second and you see them all the time around you. Although at first you may not like what you see, after a while, when you see more and more people wearing the same jacket, or buying the same bag, you end up giving in and you follow the trend like anybody else. In the end, I think that being happy because you own something material is not a bad thing. It’s always nice to buy a new book, to listen to a new CD, or to put on new clothes. The important thing is to realize that material things are what they are; material. It is up to each one of us to find longer lasting pleasures rather than rely on momentary happiness... Former speaker of the parliament, Khosrov Harutunyan, is the head of the Christian Democrats who were not able to gain popularity. The National Self-Determination Party of Paruyr Hayrikyan similarly lost miserably. Despite huge rallies, the Armenian National Congress barely made a dent. Some parties are not treated in reference to their ideology or bankrollers; the Heritage Party of Raffi Hovannisian and the ARF are consid- ered transplants from the diaspora and they will always be discriminated against, albeit tacitly. The recent news is that Armenia’s government is already planning to reduce the number of the political par- ties in the country. The Justice Ministry has tasked a group of lawyers to draft a new law for political parties. It looks like in the first phase, the number of parties may be limited to 10, which eventually will be reduced further to five or six. Under the 2002 law pertaining to political parties, any party could be legally registered if it counted 200 members and retained local structures on one third of the republic’s territory. The new law will be more restric- tive: within six months of application, the party has to prove that it has 2,000 adherents and in each district, through the country, at least 100 members. Thus, very few parties will be able to meet that threshold. After the new law goes into effect, only the following parties may survive: the Republican, Prosperous Armenia, Land of Laws, Armenian National Congress (ANC), Heritage and the ARF. None of the parties have defined ideologies, with the ruling Republican Party being most devoid of any politi- cal philosophy. Sometimes, on official occasions, Garegin Nejdeh’s name is exhorted, whereas Nejdeh, although a national hero, advocated a race-based ideology (tseghagron), too toxic in today’s world. Even the ARF is com- pletely divorced from its socialist ide- ology and practices an issue-oriented policy. The ANC thus far has demonstrated a negative policy. It is against anything that Sargisian’s Republican Party does or believes in. Unfortunately, two decades of inde- pendence has not been enough to eradicate the political mayhem that Soviet rule has left as a legacy. For the foreseeable future, oligarchs will con- tinue dominating the political land- scape, buying and selling political par- ties and voters. Armenia will attain political ma- turity when the ideologies of its politi- cal parties match their performan- ces. Armenia’s National Archives to compile list of Genocide victims YEREVAN (ArmRadio) — The Armenian National Archive will compile a list of the names of Armenian Genocide victims, director Amatuni Virabyan told the press on Thursday. “The Jewish people have collected the names of six million victims and three million photos. In our case the number will be small, as the initiative is belated,” Director of the National Archive Amatuni Virabyan told reporters. The National Archive is also preparing to publish a book in Russian titled “The Participation of Armenians in the First World War,” which will most probably be released in Moscow. Virabyan informed that a three-volume publication “The Armenian Genocide in the Ottoman Empire” has already been published, the first volume has been translated into English, as well. Between 1918 and 1919 a commission set up in Tbilisi by Hovhannes Tumanian calculated the material loss Armenians suffered during the First World War.
