  3. 3. Meet the Innovator Mr. Yogesh Patel 75 year old retired from army Started Vadodara Traffic Education Trust (VTET) in 2008, as a PPP (Public-Private- Partnership) “Innovation is a dream come true.” – Mr. Yogesh PatelTeam Renegade 3
  4. 4. Introduction – Vadodara  Vadodara, formerly known as Baroda, is the third largest[6] and most populated city in the Indian State of Gujarat, after Ahmedabad and Surat.  Vadodara is one of four cities in the state with a population of over 1 million.  It is the 18th largest city in India with an area of 148.95 km² and a population of 4.1 million according to the 2010-11 census.Team Renegade 4
  5. 5. Understanding the Need Gap • Shortage of Manpower for Police & Traffic Police 1947- Less vehicles and people 2008- Too much traffic making roads congestedTeam Renegade 5

  8. 8. Objectives of VTET – 3ETeam Renegade 8
  9. 9. Innovation Model • Instead of Traffic Police, volunteers were appointed for doing this work by VTET Volunteers • These volunteers were given good pay + incentives for attendance, good work, etc. • Good & Scientific Method of Recruitment was employed Recruitment • Later on same recruitment method was adopted by Vadodara Police • Women volunteers were accepted & recruited for traffic Women • Women were found to be better motivated • CCTVs cameras were placed on the roads for monitoring traffic • Due to CCTVs, offenders can’t run away as their car numbers are CCTVs recorded and the challan is sent home • Higher monitoring of roads leads to lower crime ratesTeam Renegade 9

  13. 13. SWOT Analysis Strengths: Weakness: > Volunteers are easier to get as good training is > Since volunteers keep leaving for better given and people can go work for better jobs later jobs, there is a need for additional manpower > Scientific Method of Recruitment continually > Women Volunteers – Better Motivated > CCTV; makes escape without challan impossible as the ticket is sent home > Traffic Education > Reduced Corruption Opportunity: Threats: > This scientific method can be used for recruitment by > Voluntary organisations are not authorised to Police and Traffic Control of All States impose legal challans > Same volunteer program can be used for other State > Traffic Police > Increased vigilance on the road will lead to decrease in crime rates in the city > Similar Volunteer Program can be implemented for facilitating Police Work > Increased Education can lead to encouraging students from not acquiring illegal liscensesTeam Renegade 13
  14. 14. Stage I – Table Analysis Rating the innovation on a scale of 0 to 5 (5 being the highest score) on each of the parameters outlined in the sandbox, the self assessment scores are:Team Renegade 14
  15. 15. Stage II - C.K. Prahlad’s Sandbox HIGH HIGH MODERATE HIGH HIGH HIGHTeam Renegade 15
  16. 16. What’s the way forward  The model should be implemented in other parts of the country as well  The training module and training facility should be made shared with all those who are interested  To Combat the problem of volunteer attrition, VTET can consider approaching the state for additional funding as at present the volunteers lesser than NREGA workers  Specialised modules can be introduced for traffic control at accident scenes, special events, crime scenes, fires, in addition to focused patrols in high crime areas for deterrenceTeam Renegade 16
