Don't worry about the rest of the places in this step. Just group the 0s, and then the 1s, 2s, and so on, until you make your way to the 9s. That means that 0.35 is actually the same value as 0.350, so put them on the same line. If you still had numbers with the same digits in the tenths, hundredths and thousandths places, you would continue ordering based on the ten thousandths, hundred thousandths, and millionths places, and so on until you had ordered the entire list.
