  2. 2. The main expected result of the project is the rationalization of the manner in which Warsaw Municipality provides its educational services for pupils with special educational needs . (application for the grant from the Stefan Batory Foundation Watchdog Initiatives Program) <ul><li>monitoring of the accessibility and the quality of education for pupils with disabilities in Warsaw </li></ul>The goal of the project
  3. 3. We assumed that the rationalization of the realization of the educational services will be a result of the project. That result was not achieved Wrong expression? Because the rationalization is the process not the outcome . Naivety? Because good identification of the problem and describing causes of its grow are not sufficient Verification of goals
  4. 4. <ul><li>In the report, based on the data obtained from inside of the system (official documents of all primary schools and kindergartens, interviews with all directors) we proved that money do not follow the children. </li></ul><ul><li>We identified the reasons standing behind this situation (legal conditioning, bad local solutions – so called organizational standard) </li></ul><ul><li>We started the process , that can lead to the rationalization of the manner in which educational services for students are provided: </li></ul><ul><ul><li>In Poland </li></ul></ul><ul><ul><li>In Warsaw </li></ul></ul>What we did achieve?
  5. 5. <ul><li>Councilors </li></ul><ul><ul><ul><li>Regular participation in meetings of the Commission of Education to articulate problems by groups of parents „on duty” </li></ul></ul></ul><ul><ul><ul><li>Formation of the team dealing with the issues of pupils with disabilities </li></ul></ul></ul><ul><li>Bureau of Education </li></ul><ul><li>Bringing up the problem, detailed diagnose supported by the research </li></ul><ul><li>Gradual modification of provisions on education included in Warsaw Program of Actions Toward People with Disabilities 2010-2020 </li></ul>Warsaw

Poland <ul><li>Change in law </li></ul><ul><li>Making the problem visible </li></ul><ul><ul><li>We have undertaken first actions toward the change in law (&quot;lobbing„ on implementing legal solution of the problem - Ministry of Education, M inistry of Labor and Social Affairs, MPs) </li></ul></ul><ul><ul><li>We are consulting changes prepared by the Ministry of Education, which we consider unrealistic </li></ul></ul><ul><ul><li>Dissemination of the report and r ecommendations in different environments (experts, media) </li></ul></ul><ul><ul><li>Creation of the expectance for the change </li></ul></ul>
