PLANNING COMMITTEE REPORT 20 27 JANUARY 2016 61 COMITÉ DE L’URBANISME RAPPORT 20 LE 27 JANVIER 2016 PLANNING COMMITTEE EXTRACT OF DRAFT MINUTES 20 TUESDAY, 26 JANUARY 2016 APPLICATION TO DEMOLISH THE BRADLEY/CRAIG BARN, 590 HAZELDEAN ROAD, A PROPERTY DESIGNATED UNDER PART IV OF THE ONTARIO HERITAGE ACT ACS2015-PAI-PGM-0186 STITTSVILLE (6) That Planning Committee recommend that Council refuse the application to demolish the Bradley/Craig Barn, 590 Hazeldean Road. (Note: The statutory 90-day timeline for consideration of this application under the Ontario Heritage Act was extended and will expire on January 31, 2016.) (Note: Approval to alter this property under the Ontario Heritage Act must not be construed to meet the requirements for the issuance of a building permit.) Motion Moved by Councillor S. Qadri WHEREAS in 2006 Richcraft Homes purchased the site that encompasses the Bradley Craig Barn when there was no Heritage Designation on the barn or house; AND WHEREAS The Fernbank Community Design Plan approved by City Council in 2009 designated the lands fronting onto Hazeldean Road as Mixed Use and identified the Bradley Craig Barn for retention or relocation within the community; AND WHEREAS The farmstead consisting of the barn, a Gothic Revival style brick farmhouse and associated yard was designated under Part IV of the Ontario Heritage Act by City Council in 2010 for its cultural heritage value; AND WHEREAS The City turned down the offer from Richcraft to relocate the barn to the future district park in the community given the large costs associated to undertake incorporating the barn into a recreation complex and the annual operating costs; AND WHEREAS Retrofitting the barn for adaptive re-use is a large financial undertaking which Richcraft has identified as not feasible nor reasonable for

PLANNING COMMITTEE REPORT 20 27 JANUARY 2016 64 COMITÉ DE L’URBANISME RAPPORT 20 LE 27 JANVIER 2016 their businesses model; AND WHEREAS If the barn is not relocated it will remain vacant in the current condition for the foreseeable future as Richcraft has no intention to undertake any work at the barn other than the minimum as mandated by the Property Standards Bylaw to maintain; AND WHEREAS There is no legal mechanism available to require the developer to find an alternative use and repurpose the barn; AND WHEREAS The Fernbank CDP, the Official Plan and the Provincial Policy Statement set clear guidelines for development in the urban area, which includes understanding that land within the urban boundary will be developed; AND WHEREAS The future development of the site will diminish the ‘landmark’ significance of the barn as the completed commercial development of the site will greatly reduce the sightlines and provide a very limited view of the barn from Hazeldean Road; AND WHEREAS Instead of applying for a complete demolition of the barn, Richcraft has made arrangements to find a suitable new location for the barn, and have sought a partner who is willing to restore the barn to reflect its original state; THEREFORE BE IT RESOLVED that Planning Committee recommend Council approve the application to demolish the barn under the Ontario Heritage Act; THEREFORE BE IT RESOLVED that Planning Committee recommend Council issue the heritage permit conditional upon the following: 1. The barn must be relocated/rebuilt within 2 years to Saunders Farm in Munster; 2. The property owner must submit a detailed plan for the recording, dismantling, storage and reconstruction of the barn to the Planning and Growth Management Department for review and approval prior to the demolition and removal of the building; 3. The Bradley-Craig farmhouse will remain as a designated property and there are to be no alterations or changes to the status of the house on the property; and

That staff be directed to work with the applicant through the site plan control process to develop an interpretation strategy to commemorate the site’s history; THEREFORE BE IT FURTHER RESOLVED that once the barn has been demolished and removed, staff be directed to prepare an amendment to by-law 2010-247 to remove the barn from the Statement of Cultural Heritage Value and Heritage Attributes. CARRIED, on a division of 7 yeas and 2 nays, as follows: YEAS (7): Councillors S. Blais, R. Brockington, J. Cloutier, A. Hubley, S. Qadri, Vice-chair T. Tierney and Chair J. Harder NAYS (2): Councillors J. Leiper and T. Nussbaum Item 9 of Planning Committee Agenda 20, as replaced by the foregoing motion and set out in full below, was put to Committee. That Planning Committee recommend Council 1. Approve the application to demolish the barn under the Ontario Heritage Act; 2. Tierney WHEREAS an application under the Ontario Heritage Act to demolish the Bradley/Craig Barn, 590 Hazeldean Road, is to be considered by Council on February 10, 2016; AND WHEREAS the 90-day time period prescribed by the Ontario Heritage Act for the consideration of applications under the Act has been extended to January 31, 2016; THEREFORE BE IT RESOLVED that report ACS2015-PAI-PGM-0186 proceed to City Council on January 27, 2016 for consideration. CARRIED
