  21. 21. According to the Minister of Education, 520,000admission spaces are available for over 1.7millioncandidates for UTME 2013. Only (168,002) 9.68% ofthese candidates achieved at least a score of 200;therefore, the problem is not that of carrying capacityof our tertiary institutions but the amount ofunprepared and unqualified applicants.Even if the capacity of our institutions are increased,are they all going to be occupied by unqualifiedapplicants? Clearly, urgent interventions are requiredby Parents, Governments and other concernedindividuals to increase the knowledge capacity offuture applicants starting with those presently insecondary schools.
