  2. 2. The Nigeria Governors’ Forum was formed to promote unity, good governance, better understanding and co- operation among the States and ensure a healthy and beneficial relationship between the States and other tiers of government. NGFNGFNGFNGF VisionVisionVisionVision:::: “An effective, proactive, inclusive, non- partisan forum which actively fosters, promotes and sustains democratic values, good governance and sustainable development in Nigeria” NGFNGFNGFNGF MissionMissionMissionMission:::: “To provide a platform for collaboration amongst the Executive Governors on matters of public policy; to promote good governance, sharing of good practice and to enhance cooperation at State level and with other arms of government and society”
  3. 3. Being a group that operates at the second level of governance, they play a vital role in strengthening democracy in Nigeria. As already highlighted in their Vision and Mission, the success or failure of the NGF would invariably affect governance and collaboration at all levels of government. This study attempts to empirically measure the relevance of the NGF to the presidency as well as likely derivations following the fallout of the just concluded NGF election.

  10. 10. The NGF ElectionThe NGF ElectionThe NGF ElectionThe NGF Election The NGF elects their chairman every two years; and from all indication, no opposition party has any chance of emerging the NGF Chairman. However, when 2 PDP governors are up for election, the opposition therefore becomes the deciding factor of who wins. In 2013 NGF Chairmanship Election; Jonah Jang (Governor of Plateau State) competed against the incumbent chairman – Rotimi Amaechi, the governor of Rivers State. 13. 13. If the status quo remains till the 2015 general elections, the PDP might need to go some extra miles to continue to hold power at the centre. The NGF & 2015 Election ProjectionThe NGF & 2015 Election ProjectionThe NGF & 2015 Election ProjectionThe NGF & 2015 Election Projection 2011 General Election2011 General Election2011 General Election2011 General Election The PDP won massively in most southern States, following the current state of the polity, it is debatable if this feat can be achieved again.
  14. 14. Jonah Jang was the preferred candidate and all PDP governors were supposed to vote for him, however some governors were not in support of this arrangement and they decided to support Rotimi Amaechi who is not in the good books of the PDP chieftains. Despite the result; Jonah Jang declared himself the winner, thereby forming a faction with 15 other Governors and Rotimi Amaechi as the chairman of the other faction with 18 Governors. 15. 15. If election among 36 Governors resulted in factions, what is the fate of a general election covering over 160million electorates? If the NGF election is a reflection of what is expected in 2015; it is important now that democratic institutions speak up and condemn the undemocratic hold on power by one of the factions of the NGF. The Judiciary and the INEC need to use this as a learning curve on how disputes such as this would be resolve in a timely and democratic manner peradventure matters such as this re-surfaces in 2015.
