o Sets measurable performance objectives
o Build consensus on the identified
strategies to be prioritized
o Promotes community ownership
ELEMENTS OF STRATEGIC PLANNING
o OBJECTIVES (How Much of What will be
Accomplished by When)
o STRATEGIES (The How)
o ACTION PLAN (What Change Will Happen;
Who will do What by When to Make it
Happen)

Problem Analysis is an analytical tool used
to:
- Analyse the existing situation
surrounding a given developmental
problem
- Identify the major problems and
constraints
- Visualize the cause-effect relationships
THE REALITY CHECK (Problem Analysis)
1. Identify the major problems existing
in your community on illegal drugs;
2. Identify the direct causes of the core
problem; and
3. Identify the direct effects of the core
problem.
STEPS IN PROBLEM ANALYSIS
o Maps out the known
causes and effects of
a certain issue to
provide solutions to
the problem.

o Specific, Measurable, Achievable,
Relevant and Time-bound
STEPS IN DEVELOPING OBJECTIVES
1. Convert the problem or issue into a
positive, desirable and realistically
achievable condition
2. Gather baseline data on the issues to
be addressed.
3. Decide what is realistic to be
accomplished.
4. Set the objectives.
