(World Bank, nd) A process by which a group or a community define a vision and develop practical ways to enact change through its own Vision, Mission, Goals, Objectives, Strategies and Action Plans.   18. WHAT IS AN OBJECTIVE? o Means specific measurable results of the initiative,“How much of what will be accomplished by when?” Objectives must be SMART. o Specific, Measurable, Achievable, Relevant and Time-bound
  19. STEPS IN DEVELOPING OBJECTIVES 1. Convert the problem or issue into a positive, desirable and realistically achievable condition 2. Gather baseline data on the issues to be addressed. 3. Decide what is realistic to be accomplished. 4. Set the objectives.

  24. WHAT ARE STRATEGIES? PROBLEM IDENTIFICATION Tells us where we are now. It is the basis for the actions that will bring us to our desired future. OBJECTIVES- SETTING Tell us where we want to go. These are our desired future. STRATEGIES These are the stepping-stones towards achieving our objectives. Strategies tell us how do we get to our desired future.
  25. STEPS IN FORMULATING STRATEGIES 1. Review the objectives; 2. Answer the question: What do we need to do to achieve our objectives? ; 3. Identify solutions to achieve the objectives; 4.
