28 December 2016 Amendments to the RF legislation were adopted, which allow non-servicemen to be involved in military tasks “to stop terrorist
activity” outside Russia. In this case, the said persons are considered to be performing military service duties.
Legislative recognition of mercenary activities

That is, starting 28.12.2016 the
members of the PMC are the
RF servicemen
Article 37. Performance of military service duties
1. A serviceman, a citizen passing military training camps, and a citizen on the
mobilization reserve are considered to be performing military service duties in the
following cases:
a) participation in combat, accomplishment of tasks in conditions of
emergency or martial law, armed conflicts, as well as
participation in activities to maintain or restore international peace and security
or to suppress international terrorist activities outside the territory of the Russian
Federation
(as amended by the Federal Law of December 28 2016 No.512-FZ
