ENGLISH REVIEW
Union for the Mediterranean ­ increasing contribution to priority projects
On the eve of the first anniversary of the launching of the Union for the Mediterranean
(Paris, 13 July 2008), the European Commission announces an additional contribution of
€72 million, for 2009‐2010, to the areas identified as priorities by the Euro‐
Mediterranean Heads of State and Government in Paris. Work will focus on the de‐
pollution of the Mediterranean Sea , maritime and land highways, alternative energies,
with a focus on the Mediterranean Solar Plant, higher education and research and
supporting investment in businesses. Part of the funds will be dedicated to support the
running of the Union for the Mediterranean Secretariat. With this contribution, the total
community budget dedicated since July 2008 to the priorities identified by the Union for
the Mediterranean amounts €90 million.
Benita Ferrero‐Waldner, the European Commissioner for External Relations and
European Neighbourhood Policy said: "Next Monday the Union for the Mediterranean
celebrates its first anniversary. Although some progress has been achieved, the
suspension of activities following the crisis in Gaza has prevented us from meeting and,
therefore, from taking key political decisions necessary to allow the Union to gain top
speed. I understand that the UpM does not work in a political vacuum, however, it is
important that we realise the urgency to start working and to deliver to our citizens the
potential benefits of such a Union . I am sure that today there is the political will to
overcome the differences and hope that the recent meetings held between partner
countries will allow us to clearly pave the way towards the gradual resumption of
activities so we can move forward."
And she added: "The Commission has spared no efforts to support the UpM. We have
participated and organised meetings at technical level on a variety of Euro‐Med
activities, and have contributed to the discussions and work for the setting up of the

2. Secretariat. I am happy that we have also worked hard on the priority projects adopted
at the Paris Summit last year, with a substantial financial contribution. I am also glad to
see that private business has profited from the UpM tremendous possibilities and start
linking up the Mediterranean through joint business activities."
Environment ‐ De‐pollution of the Mediterranean (€22 million for 2009‐2010)
The programme Sustainable Water Management and De‐pollution of the Mediterranean
will promote sustainable water management policies and practices in the region in the
context of increasing water scarcity, combined pressure on water resources from a wide
range of users and desertification processes in connection with climate change. Part of
the funds will be dedicated to support the Mediterranean Water Strategy.
€7 million will be dedicated to the implementation of the Horizon 2020 Programme as
from September 2009, with an additional €1 million (pre‐accession instrument) to allow
the participation of the Balkan countries and Turkey in the programme.
Maritime and Land Highways (€7.5 million)
The Mediterranean Motorways of the Seas, phase II and Integrated Maritime Policy for
the Mediterranean programmes will contribute to the development of an efficient and
integrated Mediterranean Transport Network. Building on phase I, the Mediterranean
Motorways of the Seas II will focus on maritime and port operations and on connecting
the railway routes with the maritime connections.
Alternative Energies: Mediterranean Solar Plan (€5 million)
The creation of a Mediterranean Solar Plan is one of the major concrete initiatives of the
Union for the Mediterranean . To support this initiative, the Commission is carrying out
studies to identify the most effective strategy to develop and implement the
Mediterranean Solar Plan and to identify areas where the EU assistance could be more
efficient. The Commission will cooperate, with €5 million, to the establishment of
favourable conditions (institutional, legislative, technological and investment climate)
for the development of renewable energy resources in the Mediterranean partner
countries, including the Solar Plan.
FEMIP (€32 million for 2009‐2010)
The Facility for Euro‐Mediterranean Investment and Partnership provides capital to the
private sector on terms that are not available locally. FEMIP will contribute during 2009
and 2010 to the De‐pollution of the Mediterranean under the Horizon 2020 programme;
Renewable Energy Development in the Mediterranean region under the umbrella of the
Mediterranean Solar Plan and development of sustainable transportation
infrastructures as foreseen in the Maritime and Land Highways priority project.
Higher Education and Research ‐ Euro‐ Mediterranean University
The Commission is providing a contribution of €1 million to the Euro‐Mediterranean
University in Portoroz ( Slovenia ) to allow non EU Mediterranean students to
participate in the programmes.
The European Commission is in the process of identifying the financial needs and
possibilities related to the running of the UpM Secretariat in order to allocate funds.
Before this new package, the Commission had allocated €18 million to projects such as

3.  Development and reinforcement of the civil protection in the region by building
and strengthening the reaction capacity.
 The "Invest in Med" initiative which supports investments in the region.
 Mediterranean Maritime Security via the SAFEMED programme
The World Bank Group Reinforces its Support to MENA Countries in response to
the Global Financial Crisis in the Middle East and North Africa
WASHINGTON, July 24, 2009 — The World Bank Group (the International Bank for
Reconstruction and Development, the International Development Association, the
International Finance Corporation, and the Multilateral Investment Guarantee Agency)
committed US$ billion 3.2 in fiscal year 2009 to MENA countries as they continue to
manage the impact of the global financial crisis while maintaining the pace of reforms
for economic growth, job creation and poverty reduction.

L'AFPA Marseille veut devenir la référence en formation pour l'UPM
FRANCE / MEDITERRANEE. Le projet de formation professionnelle de l'Afpa destinée à
l'Union pour la Méditerranée (UPM) a été lancé ce jeudi 23 juillet 2009 à Marseille .
L'Association pour la formation professionnelle des adultes, est pilote de ce projet qui
vise à parfaire la formation professionnelle des pays membres de l'UPM avec une
volonté de la moderniser et la diversifier.
La mission Afpa pour l'UPM basée à Marseille aura un rôle de formateur des formateurs
pour les métiers dans toute l'UPM.
Marseille est candidate pour accueillir un pôle formation dans le cadre de l'UPM.
Union pour la Méditerranée : La Commission européenne veut y croire…
Mme Benita Ferrero‐Waldner, membre de la Commission européenne chargée des
relations extérieures et de la politique européenne de voisinage (DG RELEX), a
récemment déclaré: « …Bien que certains progrès aient été réalisés, la suspension des
activités à la suite de la crise à Gaza nous a empêché de nous réunir et, par conséquent,
de prendre les grandes décisions politiques qui s’imposent pour permettre à l’Union
d’atteindre sa vitesse de pointe. Je conçois que l’Union pour la Méditerranée suspende
ses travaux face à un vide politique, mais il importe que nous prenions la mesure de
l’urgence qu’il y a à s’atteler à la tâche et à présenter à nos citoyens les avantages
potentiels qu’offre pareille union. Je suis convaincue qu’il existe aujourd’hui une volonté
politique de surmonter les différences et j’espère que les réunions qui se sont tenues
récemment entre les pays partenaires nous permettront d’ouvrir clairement la voie à
une reprise progressive des activités, de sorte que nous puissions aller de l’avant.»

4. Elle a ajouté: «La Commission n’a pas ménagé ses efforts pour soutenir l'Union pour la
Méditerranée. Nous avons participé à des réunions techniques sur diverses activités
Euro‐Med, nous en avons organisé et avons contribué aux discussions et aux travaux qui
ont présidé à la mise sur pied du secrétariat. Je me félicite également de ce que nous
ayons consenti de gros efforts, sous la forme d'une contribution financière substantielle,
pour que soient menés à bien les projets prioritaires adoptés lors du sommet de Paris
l’an dernier. C’est également avec plaisir que je constate que les entreprises privées
tirent parti des possibilités colossales qu'offre l'Union pour la Méditerranée et
commencent à nouer des liens avec cette région en créant des entreprises communes.»
Environnement ‐ Dépollution de la Méditerranée (22 millions € pour la période 2009‐
2010)
Le programme Gestion durable de l’eau et dépollution de la Méditerranée encouragera
des politiques et des pratiques de gestion durable de l’eau dans la région, en tenant
compte de la rareté croissante de l’eau, de la pression combinée exercée sur les
ressources en eau par un large éventail d’utilisateurs et des processus de désertification
liés au changement climatique. Une partie des fonds sera utilisée pour soutenir la
stratégie de l’eau pour la Méditerranée.
Une enveloppe de 7 millions d’euros sera consacrée à la mise en œuvre du programme
Horizon 2000 à partir de septembre 2009. S'y ajoutera un montant d'1 million d’euros
(instrument de préadhésion) pour permettre la participation des pays des Balkans et de
la Turquie au programme.
Autoroutes de la mer et autoroutes terrestres (7,5 millions ?)
Les programmes Autoroutes de la mer Méditerranée, phase II et Politique maritime
intégrée en Méditerranée contribueront au développement d’un réseau de transport
méditerranéen efficient et intégré. S’appuyant sur la phase I, le programme Autoroute de
la mer Méditerranée II se concentrera sur les activités maritimes et portuaires et sur la
connexion des voies ferroviaires et maritimes.
Énergies de substitution: plan solaire méditerranéen (5 millions €)
Le lancement d’un plan solaire méditerranéen compte parmi les principales initiatives
concrètes de l’Union pour la Méditerranée. Pour soutenir cette initiative, la Commission
procède actuellement à des études visant à déterminer la stratégie la plus efficace pour
développer et mettre en œuvre le plan solaire méditerranéen et recenser les domaines
dans lesquels l’aide de l’UE pourrait s’avérer la plus efficiente. Elle contribuera, à
hauteur de 5 millions d’euros, à la mise en place de conditions favorables
(environnement institutionnel, législatif et technologique et climat d'investissement) au
développement de ressources énergétiques renouvelables dans les pays partenaires
méditerranéens, et notamment au plan solaire.
FEMIP (32 millions € pour 2009‐2010)
La Facilité euro‐méditerranéenne d'investissement et de partenariat (FEMIP) fournit
des capitaux au secteur privé à des conditions qui n’existent pas localement. En 2009 et
2010, la FEMIP contribuera à la dépollution de la Méditerranée dans le cadre du
programme Horizon 2000, au développement des énergies renouvelables dans la région
méditerranéenne sous les auspices du plan solaire méditerranéen et au développement

5. d'infrastructures de transport durables ainsi que le prévoit le projet prioritaire
Autoroutes de la mer et autoroutes terrestres.
Enseignement supérieur et recherche — Université euro‐méditerranéenne
La Commission apporte une contribution d’1 million d’euros à l’université euro‐
méditerranéenne de Portoroz (Slovénie) pour permettre à des étudiants de la région
méditerranéenne hors UE de participer aux programmes.
La Commission européenne procède actuellement à une évaluation des possibilités et
besoins financiers du Secrétariat de l’Union pour la Méditerranée en vue de répartir les
fonds. Cette nouvelle enveloppe pourrait également soutenir la participation, en qualité
d’observateur, de la Ligue arabe à l’Union pour la Méditerranée.
Avant de débloquer cette nouvelle enveloppe, la Commission avait alloué 18 millions
d’euros à des projets tels que:
‐ le développement et le renforcement de la protection civile dans la région par la mise
en place et la consolidation d’une capacité de réaction;
‐ l’initiative «Invest in Med» qui favorise les investissements dans la région;
‐ la sécurité maritime en Méditerranée dans le cadre du programme SAFEMED.
Tunisie France UPM diplomatie.
TUNIS, Le président tunisien Zine El Abidine Ben Ali a souhaité la relance de l'Union
pour la Méditerranée (UPM) par une concertation continue de Tunis et Paris, dans un
message au président français Nicolas Sarkozy.
Dans cette missive publiée mardi, le président tunisien se disait "convaincu" que les
deux pays "continueront à collaborer et à se concerter pour atteindre leurs objectifs
communs au niveau régional, à travers la relance du processus de l'Union pour la
Méditerranée".
Cette collaboration devrait permettre "une plus grande complémentarité et solidarité
entre les peuples de la région" ainsi que "la consolidation de la sécurité, de la stabilité,
de la paix et du développement dans l'espace méditerranéen et dans le monde", écrivait
M. Ben Ali, en adressant ses voeux à Sarkozy pour la fête nationale française.
Le président tunisien s'est réjoui en outre de "l'évolution positive et continue des
relations d'amitié traditionnelle et de coopération fructueuse entre la Tunisie et la
France". Ben Ali avait assisté au lancement de l'UPM le 13 juillet 2008 à Paris et soutient
activement cette initiative censée revitaliser le processus moribond du dialogue euro
méditerranéen né en 1995 à Barcelone.
L'UPM s'est retrouvée dans une impasse avec l'offensive israélienne à Gaza en
décembre‐janvier derniers, l'Egypte, qui en assure la co‐présidence avec la France, avait
alors demandé le gel des réunions.
Une usine de fabrication de panneaux solaires en France
EDF Energies Nouvelles et l’entreprise First Solar ont annoncé hier, en présence de Jean‐
Louis Borloo, la construction en France d’une usine de fabrication de panneaux solaires,
créatrice d’au moins 300 emplois pour un investissement de 90 M€.

Le ministre avait présenté en novembre dernier le plan de développement des énergies
renouvelables de la France issu du Grenelle de l’Environnement. Ce programme a pour
objectif de porter à au moins 23 % la part des énergies renouvelables dans la
consommation d’énergie à l’horizon 2020, grâce à une augmentation de 20 millions de
tonnes équivalent pétrole de la production annuelle d’énergie renouvelable.
Ce programme comprend 50 mesures opérationnelles, qui concernent l’ensemble des
filières : bioénergies, éolien, géothermie, hydroélectricité, solaire, énergies de la mer,... Il
a pour ambition un changement complet d’échelle : doublement de la production
d’énergies renouvelables en 12 ans, multiplication de la production par 2 pour le bois‐
énergie, par 6 pour la géothermie, par 12 pour les réseaux de chaleur, et un changement
d’échelle majeur sur le photovoltaïque : une production multipliée par 400.
L'essor du solaire
Le solaire photovoltaïque connaît actuellement en France un véritable décollage : fin
2008, 69 MW étaient raccordés au réseau électrique, contre 27 MW fin 2007, ce qui
représente une multiplication par 2.5 du parc en seulement un an. Ce décollage s’est
encore accéléré au 1er trimestre 2009, avec une croissance de 20 % du parc
photovoltaïque français, qui atteint désormais 93 MW.
La France a pour ambition de jouer un rôle de premier plan au niveau mondial dans la
révolution technologique qui s’annonce dans le solaire. Le plan de développement des
énergies renouvelables comprend de nombreuses mesures destinées à dynamiser très
fortement le marché français, accélérer la recherche et bâtir une véritable industrie
solaire en France : lancement d’un appel d’offres pour la construction d’ici 2011 d’au
moins une centrale solaire dans chaque région française, mise en place d’un dispositif de
soutien tarifaire simplifié et offrant une visibilité de long terme, réduction drastique des
démarches administratives et fiscales, élargissement à l’ensemble des collectivités
territoriales des bénéfices des tarifs d’achat de l’électricité produite à partir de sources
renouvelables, réforme du code de l’urbanisme (le permis de construire ne pourra plus
s’opposer à l’installation de systèmes de production d’énergie renouvelable sur les
bâtiments, sauf dans des périmètres nécessitant réellement une protection),...
Plan solaire Méditerranéen
La France concourt également activement à la mise en œuvre du Plan Solaire
Méditerranéen, qui figure parmi les projets prioritaires de l’Union pour la Méditerranée.
L’Union pour la Méditerranée a pour ambition de tisser entre les peuples des solidarités
de plus en plus étroites autour de projets concrets répondant aux principaux défis qui se
posent aux pays des deux rives de la Méditerranée. Elle pose les bases d’un nouveau
partenariat euro‐méditerranéen fondé sur la coresponsabilité et la mise en œuvre de
projets d’intérêt commun.
Le Plan Solaire Méditerranéen a pour objectif premier le développement d’un avenir
énergétique durable en Méditerranée en limitant les émissions de gaz à effet de serre et
en réduisant la vulnérabilité du système énergétique de chaque pays et de la région dans

7. son ensemble. Ce plan vise notamment à construire, à l’horizon 2020, 20 GW de
capacités additionnelles de production d’électricité bas carbone, notamment solaire.

ALGERIE
Algérie ‐ Electronique grand public
Smart Technologies : Le spécialiste des tableaux blancs interactifs prévoit de créer un
centre de formation 'Smart Technologie' dans le futur Cyber Parc de Sidi Abdellah.
Algérie : 1,42 milliard d'euros de contrats ferroviaires pour un groupe chinois
Le groupe chinois CCECC a remporté trois contrats dans les chemins de fer en Algérie,
dont un en association avec une entreprise locale, d'un montant global de 146 milliards
de dinars (1,42 milliard d'euros). Le premier contrat porte sur la réalisation d'une ligne
ferroviaire de 139 km entre Tissemlit et Boughezoul, dans les hauts plateaux de l'ouest
algérien, pour 42,6 milliards de dinars (413 millions d'euros), a indiqué à l'AFP l'Agence
nationale d'études et de suivi de la réalisation des investissements ferroviaires
(ANESRIF). Le deuxième prévoit la réalisation d'une ligne ferroviaire entre Saida et
Tiaret, dans cette même région des hauts plateaux, pour 62,2 milliards de dinars (603
millions d'euros).
L'Algérie engrange des recettes pétrolières de 13, 1 milliards de dollars entre
janvier et avril
L'Algérie a réalisé des recettes pétrolières de 13,1 milliards de dollars au cours des
quatre premiers mois de l'année 2009, a annoncé lundi le PDG de la Société nationale
des hydrocarbures d'Algérie (Sonatrach), Mohamed Meziane, estimant que le niveau
actuel des prix de pétrole sur le marché international (57‐58 dollars le baril) permettrait
à Sonatrach d'améliorer ses revenus, notamment les recettes gazières.
les capacités de production de pétrole dont dispose l'Algérie actuellement atteignent
1,45 million de barils/ jour (mbj) mais sa production effective est de 1,2 mbj en raison
de l'application des décisions de réduction de la production décidées par l'OPEP.
En 2009, Sonatrach et ses associés vont investir un montant de 1,5 milliard de dollars
dans l'exploration contre seulement 300 à 400 millions durant les années précédentes.
La Sonatrach compte investir 63 milliards de dollars durant le programme quinquennal
2009‐2013.
Sonatrach qui veut se positionner comme un acteur mondial de l'industrie gazière et
pétrolière va augmenter ses exportations en gaz naturel et GNL à l'Europe et au reste du
monde à 85 milliards de M3 par an à l'horizon 2012.
A l'horizon 2015, Sonatrach compte réaliser 30% de ses revenus de ses investissements
à l'étranger où elle est présente dans 10 pays dont notamment le Pérou, la Mauritanie, la
Tunisie, la Libye et l'Egypte. Ce programme vise également la production de 120.000
tonnes équivalent pétrole (TEP)/jour de ses projets énergétiques développés à

8. l'étranger et d'optimiser ses réserves d'hydrocarbures à 600 millions de TEP, a‐t‐il

South Korea's Samsung Engineering has signed a $2.6bn contract to upgrade
Algeria's Skikda refinery, according to a company statement on 6 July
The company submitted the lowest bid for the contract to state energy giant Sonatrach
in May and was subsequently awarded the deal (MEED 28:5:09), but the contract was
not signed until this month.
The engineering, procurement and construction (EPC) deal covers the renovation of the
refinery and work to increase its capacity. The plant will process an additional 330,000
barrels a day (b/d) of crude oil. It will also produce 700,000 tonnes a year (t/y) of
iomerate, 220,000 t/y of paraxylene and 200,000 t/y of benzene ‐ all raw materials used
in the production of petrochemicals ‐ after the upgrade. Samsung originally reported
that the deal was worth $1.2bn.
EGYPTE
Cisco Systems : Le géant informatique américain ouvre au Caire un centre de contact
international d'assistance et de service pour ses clients d'Europe et MENA.
France's GDF Suez has awarded a $1m contract to UK engineering services firm
Plexus Holdings to supply wellhead systems for exploration activities in the
Egyptian region of the Mediterranean Sea.
GDF will use Plexus wellhead systems at two oil and gas exploration wells.
The French company operates the West el‐Burullus acreage off northeast Alexandria in
the Mediterranean. It has a 50 per cent share as does the UK's Dana Petroleum.
Egypt boosted its proven natural gas reserves figure to 77.2 trillion cubic feet (cf) on 30
June 2009, an increase of 1.2 trillion cf from a year earlier. The country's oil reserves
rose by 220 million barrels to 4.4 billion barrels by the end of June, according to a report
issued by Egypt's Oil Ministry.
Citadel Capital subsidiary buys Enjoy
Egypt's Gozour, a subsidiary of private equity firm Citadel Capital, has acquired 100 per
cent of Nile Company for Food Industries (Enjoy), one of the country's leading dairy and
juice producers.
Gozour bought the company from Haykala, a private equity firm set up in 2005 by
Egypt's Commercial International Bank. The parties did not disclose the value of the
sale.
Enjoy is the second largest producer of packaged milk and juices in Egypt and the fourth
largest producer of yoghurt in the country.
Citadel Capital and other investors established Gozour as a regional agrifood business in
2007 after buying out Dina Farms, the largest private farm in Egypt.

Following the sale, Enjoy will only buy milk from Dina Farms, making it the only milk
manufacturer in the country to have its own dairy farm.

collaborate for mobile WiMAX opportunities through expanding their existing
OEM agreement.
Alvarion Ltd. (NASDAQ: ALVR), the world’s leading provider of WiMAX and wireless
broadband solutions, today announced that it has agreed with Nokia Siemens Networks,
a leading global enabler of communications network solutions and services, to expand
the existing OEM agreement to include Alvarion’s portfolio of mobile WiMAX solutions.
As part of this new agreement, Nokia Siemens Networks will resell Alvarion’s latest
mobile WiMAX 802.16e solutions to Nokia Siemens Networks’ current and prospective
WiMAX customers.
Nokia Siemens Networks will resell the Alvarion 4Motion® Mobile WiMAX Solution,
including the BreezeMAX® base stations, ASN Gateways and 4Motion Element
Management System. The company will also provide deployment, management and
maintenance Services for the products and will leverage its proven multi‐vendor
capabilities for a most efficient and smooth solution.
Alvarion and Nokia Siemens Networks are already cooperating on WiMAX projects
under this expanded agreement.
As the first 4G technology commercially available in the marketplace, WiMAX offers an
enhanced business case for operators looking to deploy mobile broadband services.
Alvarion’s end‐to‐end Mobile WiMAX solution supports both wireless and mobile
broadband applications. Alvarion’s solution enables operators to achieve a lower total
cost of ownership based on advanced technology which enables higher capacity and
extended coverage.
JORDANIE
Centrale Solaire CSP/Chescor Capital et Parsons Brinckerhoff / Yatagan : Le fonds
britannique et la société d'ingénierie participent au projet de centrale solaire à
concentration développé par le consortium Yatagan à Ma'an.
Gama, GE to bring water to northern Jordan through investment in $1bn pipeline
A milestone in a strategically important new water supply that will help alleviate a
severe water shortage in Jordan's capital and surrounding area has been reached with
funding of construction of a pipeline project by Gama Energy A.S., a joint venture
between Gama Holding A.S. and GE unit GE Energy Financial Services.

10. The $1bn Disi Water Conveyance Project includes construction of a 325‐kilometer
pipeline that will pump water from the Disi aquifer in Mudawarra to Jordan's most
populous city, the capital of Amman. The investment will create jobs and promote
private sector participation in Jordan's development.
Korea Electric Power Corporation (KEPCO) and Xenel Industries Limited, a Saudi
Arabian investor will run the Qatrana electricity generation project
The project includes development, construction, ownership, and operation and
maintenance of a new 373‐MW combined‐cycle gas turbine (CCGT) power plant by
Qatrana Electric Power Company, a single‐purpose joint company owned by subsidiaries
of Korea Electric Power Corporation (KEPCO) and Xenel Industries Limited, a Saudi
Arabian investor. The power station will be constructed on a site located at Al Qatrana,
about 90 kilometers south of Amman and 250 km north of Aqaba. The plant will use as
primary fuel natural gas imported from Egypt through the Arab Gas Transmission
Pipeline (AGTP) and distillate fuel oil as a back‐up.
The National Electric Power Company (NEPCO) will be responsible for purchasing and
supplying natural gas and distillate fuel oil to the power plant and will purchase all of its
electrical output througha
25‐year power purchase agreement. The plant will be of a traditional design with two
gas turbines (Siemens‐supplied STG‐2000E GT with rated capacity of 168 MW), two heat
recovery steam generators, one steam generator (130 MW, supplied by Skoda), an air‐
cooled condenser, and other associated equipment and structures. Operation of the
plant will be subcontracted to the Korea Southern Power Company, Ltd., a wholly owned
subsidiary of KEPCO. The maintenance services will be subcontracted for the first 6
years of operation to Korea Plant Services & Engineering Co., 80‐percent owned
subsidiary of KEPCO. NEPCO will connect the plant to the power system through a 500‐
meters long 132‐kV electrical transmission line.
NEPCO will finance gas connection, including the cost of the 22‐km gas pipeline, which #
if that option is selected ‐‐ will be constructed by Fajr, the gas company operating the
AGTP in Jordan. Water will be supplied by Water Authority of Jordan (WAJ), which will
construct and own an approximately two‐kilometer long water pipeline from a pumping
station on the water main line to the delivery point at the project site.

Italy's Ansaldo STS has won a $769m contract for signalling, power and
telecommunications equipment on two railway lines in Libya.
The 45‐month contract involves supply kit to the 2,178‐kilometre‐long coastal line
running from Ras Ejdeer to Sirte, and the 992‐kilometre inland line between Elhesa and
Sebha.
On the coastal line, Beijing‐based China Railway Construction (CRC) is working on the
172‐kilometre stretch between Tripoli and Ras Edjeer and the line between Al‐Khums
and Sirte, and Russian Railways is working on the 554km line between Sirte and
Benghazi. CRC is also working on the 800km stretch between Sebha and Misurata. The
client is the Railway Executive Board (REB).

Two groups have bid for a project to build a wind farm at Tarfaya on Morocco's
Atlantic coast.
The bidders are a team of the UK's International Power with the local Nareva Holding
and France's GdF Suez. The client is state‐owned utility Office National de l'Electricite
(One). The farm will have capacity of 200MW, which can be increased to 300MW. The
farm should begin operating in 2011.

The objective of the Energy Efficiency and Renewable Investment for Tunisia is to scale
up industrial energy efficiency and cogeneration investments, and thereby contribute to
the government's new four‐year energy conservation program. The project concept was
designed to provide an integrated technical and financial analysis of end‐use projects to
be financed by Participating Financial Intermediaries (PFIs). To avoid lengthy and
cumbersome application processes for projects that commercial banks will not be
interested in financing, the National Agency for Energy Control (ANME) will work
closely with PFIs to prescreen projects for financing. This set‐up will also allow the
integration of Energy Efficiency and Renewable Energy Fund (FNME) subsidies and
other grants and loans from different sources in the financing plan of each project.

Algiers invites bids on metro designs
The first phase of the project covers four packages on Lines 1 and 2 worth more than
$1bn in total.
Algeria launches long­awaited licensing round
Algeria has finally unveiled details of its long‐awaited seventh licensing round, which
will set the basis for IOCs’ co‐operation with a resurgent Sonatrach.
The Ministry of Energy and Mines (MEM) has issued the timetable for the seventh
licensing round, inviting prequalified companies to bid for acreage in “different Algerian
sedimentary petroleum basins offering a high potential in petroleum resources.” The
schedule, with bids due by 3 December, will allow MEM and regulator Agence Nationale
pour la Valorisation des Hydrocarbures (Alnaft) to meet their target of completing the
round this year.
The 71 prequalified companies can bid for acreage in some 16 zones containing 45
blocks; the bidders are split into different classes: operators, investors and investor‐
operators in onshore and offshore. The deadline for bids is 09.00 GMT on 3 December,
and the winners will be announced two hours later. Contracts will be signed on 17
December. Prequalifiers will receive a general technical presentation on 26 July at the
Sheraton hotel at Club des Pins near Algiers. Data rooms giving detailed information on
each block will be open from 2‐13 August and 1 September‐15 October.
The round is the first to be offered under the revised hydrocarbons law that gives the
state oil company a mandatory minimum 51% share in every permit. But Khelil has
previously said that Sonatrach would not keep a majority stake in all acreage.
EGYPT
Egypt launches oil and gas bid rounds
Egyptian General Petroleum Corporation (EGPC) and Ganoub el‐Wadi Petroleum
Holding Company (Ganope) have launched tenders for 11 exploration blocks in total.
EGPC's round covers eight offshore exploration blocks in the Gulf of Suez.
The blocks are west Darag offshore, south Darag, northwest Abu Zenima, east Ras
Budran offshore, northeast Issran, northeast Morgan; northeast Amal and north Ras el‐
Ush. The national oil companies (NOCs) originally planned to launch the bid round in the
first week of June.
Ganope's bid round includes two onshore blocks in Egypt's southeastern desert, West
Wadi Dib and Wadi Abu Had, and the West Tawila block offshore in the Gulf of Suez.
The bid deadline for both companies' oil rounds is 1 November.
The government‐run Egyptian Natural Gas Holding Company (Egas) awarded four out of
seven exploration blocks in May in its licensing round to international energy majors.

14. Egas did not award three other blocks covering the North el‐Mamura, North el‐Dabaa
and Sidi Barrani fields because it received insufficient bids.
Egypt to shortlist wind farm bidders in September
Cairo plans to issue a list of prequalified bidders for the country's first private wind farm
project by September.
To date, a total of 55 companies have purchased the prequalification documents for the
scheme. The documents will remain on sale until 21 June.
The Egyptian Electricity Transmission Company (EETC) will hold a meeting on 9 July to
respond to any requests for clarification from potential bidders. The deadline for
prequalification documents is 21 July.
The project covers the construction of a 250‐MW wind farm on the Gulf of Suez between
Zaafarna and Hurghada. The successful bidder will develop the farm on a build‐own‐
operate basis and will enter into a 20‐25 year power‐purchase agreement with EETC.
The farm is due to begin operations in late 2013 or early 2014.
JORDAN
Jordan Phosphate Mines Invites Tenders for New Terminal
Jordan Phosphate Mines (JPMC; Amman) plans to build a new phosphate rock terminal
in the southern zone of Aqaba, Jordan port capable of exporting 4 million m.t./year of
phosphate rock. The company has appointed Royal Haskoning (Rotterdam) as
consulting engineers and plans to invite contractors to tender for the engineering,
procurement and construction work on a lump sum turnkey basis. Contractors will be
expected to provide truck unloading and handling faciities; storage facilities; pipe
conveyors; and marine terminal facilities, including jetties. Proposals are expected to be
in by June 11. Work on the project will start in October this year with completion
scheduled within 27 months.
Atomstroyexport bids for two projects in Jordan
Russia’s Atomstroyexport is taking part in two tenders in Jordan for consulting services
in choosing and drafting a feasibility study for a site for a nuclear power plant, and for
building a nuclear research and training centre as part of Jordan’s nuclear power

MOROCCO
Morocco extends bid deadline for Safiplant
Office National de l'Electricite (ONE) has extended its deadline for bids to build a coal‐
fired power plant at Safi, between Casablanca and Agadir on Morocco's west coast, until
30 June
SYRIA
Syria has closed the prequalification process for companies seeking to bid for the
country's first independent power project (IPP).
The planned IPP, which will be built at Al‐Nassirieh in southwest Syria, will have
capacity of 250‐350MW and will run on heavy fuel oil and gas. The winning contractor
will build the plant on a build‐own‐operate (BOO) or a build‐operate‐transfer (BOT)
basis under a 20‐25 year concession. Syria requires bidders to provide at least 50 per
cent of the equity of the project company. It wants them to raise the remainder ‐ up to
50 per cent ‐ through an initial public offering (IPO).
The Public Establishment of Electricity for Generation & Transmission (PEEGT) is the
client. PEEGT has total installed capacity of 7,800MW.
Five companies and bidding groups have submitted prequalification documents to
Syria's Public Establishment for Electricity Generation & Transmission (PEEGT) for
what would be the country's first independent power project (IPP).
TUNISIA
Tunisie: Petrofac interessé par le projet d'une raffinerie en concession
Le Britannique Petrofac envisage la reprise d'un projet de raffinerie de pétrole privée en
Tunisie après un "retrait" de Qatar petroleum, selon Amjad Bseisu. pour un
investissement entre 500 et 1 milliard de dollars. Le projet avait été attribué en mai
2007 à la compagnie Qatar Petroleum à la suite d'un appel d'offres international, auquel
avait soumissionné Petrofac.
Il s'agit d'une concession pour la construction et l'exploitation pendant 30 ans de la
première raffinerie privée de pétrole en Tunisie d'une capacité de 120.000 barils par
jour. Située au terminal pétrolier de Skhira (340 km au sud de Tunis), le coût du a projet
avait été alors estimé à 2 milliards de dollars pour un démarrage d'activités initialement
prévu en 2011, selon le cahier de charges du projet.
Petrofac exploite déjà un champ pétrolier offshore dit "Oudna" à Hammamet (nord), un
gisement de gaz "Chergui" (Iles Kerkennah, 800,000 m3/j) et un champ pétrolifère et
gazier dit "Hasdrubal" à Sfax (sud).
Tunisia delays Bizerte power project deadline

17. State utility Societe Tunisienne de l'Electricite et du Gaz (Steg) has delayed its deadline
for prequalification documents for an independent power project (IPP) until the end of
April.
The plant will have a capacity of 350‐500MW and will be developed under a 20 year
concession on a build‐own‐operate basis. The option of building a second phase plant
with the same capacity will be open to the successful developer. Separately, Steg has
issued a tender for an engineering, procurement and construction contract for a
combined cycle plant at Sousse, southeast of Tunis. The plant will have a capacity of 380‐
450MW. The deadline for technical bids is 28 April.
Steg had issued a request for prequalification for the IPP in late February, with the
deadline set at the end of March. However, Steg has extended the deadline to allow
interested parties more time to prepare prequalification documents.
The plant at Bizerte on Tunisia's northern coast will have capacity of 350‐500MW. The
winner will develop the plant under a 20‐year concession on a build‐own‐operate basis.
The plant will start operations in 2014. The delay in the prequalification stage will put
pressure on the rest of the project's timetable. Steg originally planned to issue requests
for proposals in July.
TURKEY
TURKISH GSM OPERATOR TO SUBMIT BID FOR LIBYAN SERVICES
Turkey's Turkcell GSM operator will join a licence tender for landline and mobile
telecommunication services in Libya. The company decided on July 10 to submit bids for
the tender. Turkcell defined Libya, with a population of almost seven million, as a stable
macro‐economic medium with US$15,000 of high income per capita, and a good
opportunity for entering the North African market.
GSM‐based mobile communication started in Turkey when Turkcell started its
operations in February 1994. Turkcell signed a 25‐year GSM license contract on April
27, 1998 with the Ministry of Transportation of Turkey. Since then, it has continuously
increased the variety of its services based on mobile audio and data communication, its
quality levels and as a result, number of subscribers.
As of December 31, 2008, Turkcell has made US$7.7 billion worth of investment in
Turkey. Again as of December 31, 2008, with its 37 million subscribers, Turkcell is not
only the leading operator in Turkey, but is also the third biggest GSM operator in Europe
in terms of number of subscribers. Turkcell's shares have been traded on Istanbul Stock
Exchange (IMKB) and New York Stock Exchange (NYSE) since July 11, 2000 and it is the
first and only Turkish company ever to be listed on NYSE.
