A proposal to adopt an approach inspired by rightsstatements.org:

1. Create a set of rights statements specific to news and media
2. Host the rights statements using the IPTC CV server
3. Create an editorial process for adding new rights statements
4. Document how to use the rights statements – and maybe even implement an evaluation engine with explanations
5. Document how to mix in custom statements with IPTC ones

IPTC Rights Statements For News

  1. 1. Rights Statements for News? Stuart Myles * 10th April 2019 www.iptc.org
  2. 2. News and Media Rights Proposals Adopt an approach inspired by rightsstatements.org: 1. Create a set of rights statements specific to news and media 2. Host the rights statements using the IPTC CV server 3. Create an editorial process for adding new rights statements 4. Document how to use the rights statements – and maybe even implement an evaluation engine with explanations 5. Document how to mix in custom statements with IPTC ones www.iptc.org 2
  3. 3. rightsstatements.org • 12 copyright statements for cultural works – museums, galleries, libraries • Each machine readable statement use ODRL, plus other Linked Data vocabs • Each statement is also available in several human languages • Each statement is expressed as a single URL • Simple for a cultural heritage organization to use without a big IT investment • For example “In Copyright” v1.0 http://rightsstatements.org/vocab/InC/1.0/ www.iptc.org 3
  4. 4. Driving Rights Adoption? • IPTC adopted RightsML v1.0 in 2012 and v2.0 in 2018 • But RightsML uptake has been limited • Does an approach similar to rightsstatements.org help? • Build upon ODRL and RightsML • Create a solution which is simple, flexible, descriptive, accurate and transparent • Item with IPTC rights statements which must be ANDed together • Resolve to both human and machine readable statements www.iptc.org 4
  5. 5. Two Rights Use Cases • Filtering – such as for search – Include / exclude an item by matching against URL • Evaluation – for complex decisions – Retrieve statements and determine if criteria are met – Match complex restrictions, satisfy duties – Provide an explanation as to why www.iptc.org 5
  6. 6. Proposal: IPTC Rights Statements • Create CV hosted rights statements, starting with the simple use cases – http://dev.iptc.org/RightsML-Simple-Examples – Geography – Channel – Refer to terms • Maybe these two, but do they break the filtering model? – Time period – Duty to pay • (Perhaps like facets of Media Topics?) www.iptc.org 6
  7. 7. Document How to Handle Rights Statements • Document how to use the rights statements in IPTC standards • Document how to mix in custom statements with IPTC ones • How to use in non-IPTC formats – schema.org https://schema.org/license – Dublin Core http://purl.org/dc/terms/rights (?) • Build sample software to evaluate the more complex statements – And provide an explanation as to why • Work with rightsstatements.org people on a common way to handle evaluation-only statements www.iptc.org 7
  8. 8. Discussion: News and Media Rights Statements Adopt an approach inspired by rightsstatements.org: 1. Create a set of rights statements specific to news and media 2. Host the rights statements using the IPTC CV server 3. Create an editorial process for adding new rights statements 4. Document how to use the rights statements – and maybe even implement an evaluation engine with explanations 5. Document how to mix in custom statements with IPTC ones www.iptc.org 8
