PREAMBLE
INTRODUCTION
Data provided here is tentative. It is provided in two parts - The scope of work and design
Criteria. Bidders are advised to ascertain accurate facts and detail from their own due
diligence. Obligatory requirements given herein shall be followed scrupulously in design
of the slip roads highway and flyover. The modality of preparation and submission of
design and drawings by the contractor and approval by the engineer is given in design
criteria.
CONTRACTOR’S GENERAL ENGINEERING, DESIGN & PROCUREMENT
OBLIGATIONS:
The contractor shall be solely responsible for the engineering, procurement and design of
the work and for the adequacy thereof. Contractor’s responsibility in any way shall neither
be diminished nor shall the contractor’s design approach be limited by the employer’s
acceptance to engineering standards and design specification, or by Employer’s approval,
suggestions or recommendations on any aspect of engineering or design. The work shall
be carried out as per the design prepare by the bidder and approved by the employer, the
work shall also include shifting of utilities, removal of electric poles, cutting and removal of
trees, the detail of which are given separately.
GAD preparation by the PMC (as enclosed in Vol III) through their consultant is intended
to give a fair idea of scope of work. However, it should be clearly understood that
-The Bidder is required to give lump sum offer based on his own design for the
entire work - Structures, ramps, filling/grading of low lying areas wherever necessary,
fittings / fixtures, ducts for street lighting/electrical work, road signage’s, markings, crash
barriers, kerbs, etc. as per detailed Employers requirements.
-The Bidder is deemed to have understood and visualized the nature and type of work
contemplated with due consideration of qualitative and quantitative requirements of the
job consistent with the site conditions, complexities of work which have a bearing on the
actual execution/construction etc. While doing so, however, he must strictly adhere to
salient parameters & obligatory requirement which are indicated hereinafter.

CHAPTER I
‘DECLARATION OF THE CONTRACTOR’
I / We hereby declare that I / We have made myself / ourselves thoroughly conversant with the
sub-soil conditions, the local conditions regarding all materials and labour on which I / We have
based my / our rates for this work. The specifications conditions bore results and leads of
material on this work have been carefully studied and understood by me/us before submitting this
tender. I / We undertake to use only the best materials approved by Executive Engineer/
Engineer-in-Charge, or his duly authorised representative before starting the work and to abide
by the decisions. I / We here by further declare that my/our tender is unconditional in every
manner of whatsoever in nature. I am /we are fully responsible for quality of work and shall
maintain the work in good order during defect liability period after completion.
I/We hereby undertake to pay the labourers engaged on the work as per Minimum Wages Act,
1948 applicable to the zone concerned.

DECLARATION FOR ROYALTY CHARGES
I / we hereby confirm that the total offer is inclusive of royalty charges. The Royalty charges of
Rs. 46,22,403/- are considered for constructional material being used in execution of this
work and will be reimbursed by PMC on submission of original challans.
We further confirm that PMC reserves the right to pay the necessary royalty charges to the
appropriate Authorities.

Vishrantwadi, Pune.
1. I/ We have gone through the tender documents and the tender set is complete in all
respects according to the index sheet given and no papers or drawings are missing.
2. I/ We have visited the site of proposed work of Design & Construction of ROB and
examined the approaches to site, availability of construction materials, terrain, Local
conditions etc., we are also aware that soil investigation information, GAD & Work
program is indicative furnished with tender. Proper geological exploration, Site details
including existing utilities is carried out by me/ us before submitting the proposal at our
own expense.
3. I/We are willing to execute formal contract agreement within/before 15 days/as per PMC
procedure from the date of receipt of letter of acceptance of our tender offer / negotiated
offer and to commence the work immediately after receiving the same and I/ We
undertake to complete and deliver the whole of the said works within the stipulated time
limit from the date of commencement. The date of Commencement shall mean the date
of Work Order as per PMC procedure.
4. I/ We undertake to carry out the said work on our own design and working drawings with
technical specifications given by PMC in the contract at the lump sum price quoted by
me/ us in this tender document for the complete work.
5. Till the formal agreement is prepared and executed, the tender, together with your written
acceptance thereto, this tender document shall constitute a binding contract between

us/ourselves and PMC. In case if the formal contract agreement is not executed within 15
days from the letter of acceptance PMC may cancel my / our tender and forfeit my / our
earnest money deposit.
6. I/ We understand that you are not bound to accept the lowest or any tenders submitted.
7. I am/ We are also aware of the Contract / Labour Act 1970 and Apprentices Act 1961 and
its provisions and I / We undertake to maintain all necessary records required to be
maintained under the said Acts and to abide by the provisions therein pertaining to the
contractor.
8. I/ We understand that the miscellaneous items will be paid to me/us as per the rates
mentioned in tender as per actual execution measurements. I/we are fully aware about
that, there is no extra compensation on increase or decrease in the quantities. I/we have
to carry out all required work related to miscellaneous items at the rates mentioned in
tender only.
9. I/We declare that our firm/company or group company or subsidiary company are
not entered into Corporate Debt Restructuring (CDR) and are also not in process of
Corporate Debt Restructuring (CDR). I/we also agree/understand that our offer will
be invalid and amount of EMD will be forfeited by PMC if PMC founds that this
information is not correct before work order.
10. I/we hereby declare that all the information and documents submitted by us are
true and correct. I /we understand that in case of any discrepancy found in the
information provided by us or the documents submitted by us, the PMC have a
right to reject the bid submitted by us and forfeit the EMD

GENERAL RULES AND DIRECTIONS FOR THE GUIDANCE OF CONTRACTORS
1. All works proposed to be executed by contract shall be notified in the form of invitation to
tender through e - tendering and signed by the Chief Engineer (Projects).
This form will state the work to be carried out as well as the date for submitting and
opening tenders, and the time allowed for carrying out the work, also the amount of
earnest money to be deposited with the tender, and the amount of the security deposit to
be deposited by the successful tenderer and the percentage, if any, to be deducted from
bills. It will also state whether a refund of a quarry fees, royalties, dues and ground rents
will be granted. Copies of the specifications, designs and drawings, estimated rates,
scheduled rates and any other documents required in connection with the work shall be
signed by the Chief Engineer for the purpose of identification and shall also be open for
inspection by contractors at the office of the Chief Engineer during office hours.
Where the works are proposed to be executed according to the specifications
recommended by a contractor and approved by a competent authority on behalf of the
Corporation, such specifications with designs and drawings shall form part of the
accepted tender.
2. In the event of the tender being submitted by a firm, it must be signed by each partner
thereof, and in the event of the absence of any partner, it shall be signed on his behalf by
a person holding a power of attorney authorizing him to do so.
i) The contractor shall pay along with the tender the sum of Rs 54,57,963/- an
earnest money deposit should be deposited in the account of PMC by the
gateway system (e-banking) of Pune Municipal Corporation. Cheque or cash will
not be accepted. Exemption certificate will not be accepted lieu of earnest money
Deposit. The said amount of earnest money shall not carry any interest what so
ever.
ii) ln the event of his tender being accepted, subject to the provisions of sub-clause
(iii) below, the said amount of earnest money shall be appropriated towards the
amount of security deposit payable by him under conditions General Conditions of
Contract.
iii) lf, after submitting the tender, the contractor withdraws his offer, or modifies the
same, or if after the acceptance of his tender the contractor fails or neglects to
furnish the balance of security deposit, without prejudice to any other rights and
powers of the Corporation, hereunder, or in law, Corporation shall be entitled to
forfeit the full amount of the earnest money deposited by him.

iv) ln the event of his tender not being accepted, the amount of earnest money
deposited by the contractor shall unless it is prior thereto forfeited under the
provisions of sub-clause (iii) above, be refunded to him on his passing receipt
therefore.
3. Receipts for payments made on account of any work, when executed by a firm, should
also be signed by all the partners except where the contractors are described in their
tender as firm, in which case the receipt shall be signed in the name of the firm, by one of
the partners, or by some other person having authority to give effectual receipts for the
firm.

5. The Tendering Cell shall open financial bids of the tenderers qualifying the technical
criteria in the presence of contractors who have submitted tender's or their
representatives who may be present at the time, and give the printed statement of the
offers quoted by various bidders. In the event of a tender being accepted, (the contractor
shall for the purpose of identification, sign copies of the specifications and other
documents mentioned in rule 1. The EMD of the lowest bidder will be retained as initial
Security Deposit and that of the other bidders will be refunded online within stipulated
period of time.
6. The officer competent to dispose off the tenders shall have the right of rejecting all or any
of the tenders.
7. No receipt for any payment alleged to have been made by a contractor in regard to any
matter relating to this tender or the contract shall be valid & binding on Corporation unless
it is signed by the Chief Engineer or other appropriate officer of PMC.
8. The memorandum of work to be tendered for and the schedule of materials to be supplied
by the Corporation and their rates shall be filled in and completed by the office of the
Chief Engineer before the tender form is issued. If a form issued to an intending tenderer
has not been so filled in and completed, he shall request the said office to have this done
before he completes and delivers his tender.
9. All work shall be measured net by standard measure and according to the rules and
customs of the Public Works Department and without reference to any local custom.
10. Under no circumstances shall any contractor be entitled to claim enhanced rates for items
in this contract.
11. Every contractor shall produce along with his tender a solvency certificate to the extent of
20% of the tendered cost of the work from the Collector of the District or Tahasildar of
Taluka within which he resides or a banker's certificate of his financial stability. If he fails
to produce such a certificate his tender will not be considered.
12. All corrections and additions or pasted slips should be initialed.
13. The measurements of work will be taken by methods in use in the Public Works
Department. The Chief Engineer’s decision as to what is the usual method in Department
will be final.
14. The tendering Contractor shall furnish a declaration along with the tender showing all
works for which he has already entered into contract and the value of the work that

remains to be executed in each case on the date of submitting the tender.
15. Every tenderer shall furnish along with the tender, information regarding the Income-Tax
Circle or ward of the District in which he is assessed to income-tax, the reference to the
number of the assessment and the assessment year, and a valid Income Tax Clearance
Certificate.
16. In view of the difficult position regarding the availability of foreign exchange, no foreign
exchange would be released by the Corporation for the purchase of plant and machinery
required for the execution of the work contracted for.

18. The Contractors shall also give a list of machinery in their possession and which they
propose to use on the work in the form of Statement No. III.
19. Every contractor should furnish along with tender a statement showing previous
experience and technical staff employed by him, in the form of Statement No. IV.
20. Successful tenderer will have to produce to the satisfaction of the accepting authority a
valid and current license issued in his favour- under the provision of Contract Labour
(Regulation and Abolition Act 1973) before starting work, failing which acceptance of the
tender will be liable for withdrawal and earnest money will be forfeited by Corporation.
21. The contractor shall comply with the provision of the Apprentices Act 1961 and the rules'
and orders issued there under from time to time. If he fails to do so, his failure will be
breach of the contract and the Chief Engineer, may in his discretion cancel the contract.
The contractor shall also be liable for pecuniary liability arising on account of any violation
by him of the provisions of the Act.

Note :-
i) The Bidder shall fill the above financial form on their letterhead and upload the scan copy
of the same in price bid i.e. envelope B in pdf format.
ii) The bidder shall submit the amount of total offer as above (Part1+Part2) in Excel file and
submit the same in financial bid Envelope B.
iii) In case of any discrepancy in the offer quoted in excel file and pdf scan copy, the lowest
of the two will be considered as the contractor’s offer.
iv) The payment for the work done for Service Road and Allied works will be made according
to the rates mentioned in schedule attached in the tender document for Service Road and
Allied.
v) Any decrease/increase in quantities under scope of miscellaneous items amount stated
above related to this project will not be put forth as a claim by me/us and I/we agree that
the executed quantum will be paid to us as per tender conditions
2. I/We have read the General Conditions of Contract, Tender Documents, CSD and all
corrigenda attached hereto and agree to abide by such conditions.
3. I/We further agree to sign an Agreement bond to abide by the General Conditions of
Contract and to carry out all works according to the specification laid down in the
tender documents and all corrigenda.
4. We have satisfied ourselves as to the location of the site and working conditions,
tender conditions, examined the requirement of PMC, and have obtained all the
information necessary for the successful timely completion of the work.

5. I/We hereby pay an Earnest Money Rs. ___________/- (Rupees __________Only)
through PMC gateway system for the said amount.
6. I/We bound myself / ourselves to deposit the initial security deposit, by FDR /Bank
Guarantee as per the PMC rules as prescribed within/before 15 days after receiving
the Letter of Acceptance/award of work failing which I/We shall have no objection to
the forfeiture of the Earnest Money in full or else the said Earnest Money shall be
retained by the PMC towards the Security Deposit as specified in the conditions. I/We
further bind myself/ourselves to execute the Agreement and to commence work
within stipulated period as mentioned in General Conditions, failing which I/We agree
to the PMC, forfeiting the Earnest Money and Security Deposit. The PMC shall also
be at liberty to cancel the notice of acceptance of the tender, if we fail to deposit the
Security deposit amount as specified or to execute an agreement or to start as
stipulated in the tender document.
7. I/We hereby enclose declaration of my/our experience of execution of works of
similar nature and magnitude carried out by me / us in the prescribed pro-forma and
also Income Tax Clearance Certificate dated
8. I/We understand that you are not bound to accept the lowest tender or bound to
assign any reasons for rejecting our tender.
9. I/We agree to keep our offer open for (120) one hundred twenty days from the last
date of submission of the tender for this work.
10. Unless and until a formal Agreement is prepared and executed for this tender,
together with your written acceptance thereof shall constitute a binding contract
between us.
11. We undertake, if our Tender is accepted, to commence the Works as soon as is
reasonably possible after the receipt of the Engineer’s notice to commence, and to
complete the whole of the Works comprised in the contract within the time stated in
Chapter-I of Volume I of the Tender.

CHAPTER-IV
SCOPE OF WORK
1.0 BROAD SCOPE:
The Scope of the Project is broadly divided in to two parts as below,
A. Design and Construction of ROB on Pune Miraj Railway line in lieu of LC gate No. 586 at
Ghorpadi, Pune. Which includes design and Construction of ROB along with approaches
on Pune Miraj railway line at LC Gate No. 586 (Lump Sum Scope) and development of
service roads, widening of Minor Bridge across nalla, shifting of various utilities and other
allied works as per Schedule B
B. Construction of Flyover / Grade Separator in Mukundrao Ambedkar Junction,
Vishrantwadi, Pune. This includes design and construction of flyover and grade separator
including their approaches (Lump Sum Scope) and development of service roads, shifting
of utilities and other allied works as per schedule B.
For guidance of bidders, General Arrangement Drawing (GAD) showing the arrangement
of both works are along with obligatory requirements, as contemplated by the Employer
are attached. However, the bid is to be awarded on the Contractor’s own design complying
with the various obligatory requirements indicated herein as well as in the Design Criteria.
For these purpose obligatory details shown in the typical GAD drawings enclosed, certain
salient parameters which have been specified herein and in the Design Criteria are
mandatory requirements. All other details are to be taken as indicative. The Contractor’s
design should provide for specifications comparable or superior to those mentioned in the
tender documents and as shown in the drawings and provided for, in the bid.
The requirements of the obligatory span and other spans shall be as indicated in the GAD
enclosed in Volume -III.
While the scope of work is described in different parts as above, the work shall include all
such details of construction which are obviously and fairly intended and which may not
have been referred to in these documents, but which are essential for the entire
completion of the Works.
GAD prepared by the PMC (as provided in Vol III) through their Consultants is intended to
give a fair idea of scope of work. The same are enclosed in Tender Document. However, it
should be clearly understood that
i. The Bidder is required to give lump sum offer based on his own design for the entire
work – Soil investigation, Structures, ramps, junction improvements, filling/grading of
low lying areas wherever necessary, ducts for street lighting/electrical work, service
roads, footpath, road signages, road markings, crash barriers, kerbs, etc. as per
detailed Employers requirements.

ii. The Bidder is deemed to have understood and visualized the nature and type of work
contemplated with due consideration of qualitative and quantitative requirements of the
job consistent with the site conditions, complexities of work which have a bearing on the
actual execution/construction etc. While doing so, however, he must strictly adhere to
salient parameters & obligatory requirement which are indicated herein later.
iii. The levels of concrete/ bituminous pavement, service roads road shall remain
unchanged.

1.1 Employers Requirement in Detail
The ROB project is proposed on existing road across the Pune Miraj Railway line to avoid
the interruption to traffic on account of closer of railway gate.
The Components of the Project are as follows. The Components are also shown in the
General Arrangement Drawing.

Approaches for ROB are of Reinforced Earth wall (solid ramps).
2 Development of remaining portion below viaduct portion.
3 Road markings, signage, road furniture and Street Lighting.
4 Traffic Diversion and Management.
1.2 Civil & Structural work: (As per GAD).
This project is proposed across Pune Miraj railway line at Ghorpadi. It will provide the
smooth movement of the traffic moving from entry and exit of vehicles plying on the main
ROB. The bidders are requested to visit the site and get aware regarding the scope

- Total portion mentioned above includes Geotechnical investigation, Structural
Design & Drawings, Proof Checking as directed by Engineer-in-Charge,
Construction of Foundations, Substructure, Superstructure, Reinforced Earth wall,
Crust development, wearing coat Embankment, Sub grade, back filling, Crash
Barriers, POT-PTFE Bearings, paintings, Expansion Joints, rain water down takes,
anti-carbonation paint and all related works to conform to the Design Data
mentioned in this Volume. Longitudinal Profile and horizontal geometry shall
remain unchanged as shown in the tender Drawing Volume III as obligatory
requirement.
- Obtaining various approvals from railway department including but not limited to
the GAD, methodology, structural designs and drawings. Also the charges of third
party checking and supervision to be paid to the RDSO or any other Agency as
decided by Railways/RDSO shall be paid by the Contractor. However, the
statutory charges to be paid to Railway Department (P&E, D&G, Maintenance and
Gangman Charges) will be paid by the PMC. If Railways overhead electric line is
required to be shifted for launching of open web girders, the charges of the same
shall be Deposited by PMC to Railways.
- Provision of Vision barrier on Crash Barrier to obstruct the vision to defense
establishments as per Tender Drawings and specifications.

- For railway span, the superstructure shall be of Open Web Girder type with steel
girders and RCC deck slab. Offer quoted by Bidder shall be inclusive of the cost of
launching of steel girders including temporary structures required if any.
- The inspection gallery shall be provided for railway span as per GAD and as per
requirements of railway department.
- Staircase shall be provided on either side of railway boundary as per GAD and
requirements of Railways. The Location of the staircase and footpath may be
changed depending upon the availability of the land. No extra payment will be
made on this account. The staircase may dog legged type or straight. Spiral
staircase will not be allowed.
- Implementing quality assurance plan and conducting various quality control tests
as per requirement of railways.
- The work in the Railway portion shall be executed strictly as per norms of Railway
department under their supervision.
- Necessary arrangements for execution of work in railway portion without stoppage
of railway traffic or to execute the work in block periods.
- Cutting /transplantation of trees fouling in the alignment of ROB and slip roads.
Planting new trees in 3:1 proportion for removing existing trees. Including
preparing necessary proposal for obtaining permissions for cutting of trees.
- Minimum length and Width of viaduct portion shall be kept as per GAD.
- Construction of open foundation includes necessary all temporary arrangements
such as lineout, diversions, shoring and strutting, dewatering, co-ordination with
concerned dept. etc.
- Reinforced Earth wall shall be provided at the end of viaduct as shown in the
GAD. The Pattern and aesthetic designs shall be got approved from Engineer
before commencement of work.
- Kerb of minimum size 165 mm in thickness and minimum 150 mm above the RTL
in R.C.C M25 grade with reinforcement should be fixed along the Reinforced Earth
wall side. The Space between RE wall and Kerb should be executed as per the
drawing.
- Maintenance of the adjacent roads during entire Construction period. (No extra
payment shall be made against maintenance of slip roads).
- Repair/reinstatement of the portion below the ROB excavated for the purpose of
construction.
- The Staging and centering arrangement required to execute the work.
- Demolition, cleaning, removal and disposal of the material including providing all
men and machinery.
- Drainage spouts with draining arrangement as per Standard IRC drawings and as
per design data and specifications. Drainage spouts including down take
arrangement from wearing coat and connecting it to the nearest existing Storm
water line by laying underground pipelines or as directed by Engineer in charge

- Wearing coat on completed Superstructure as per design data and specifications
including 3 mm thick bitumen membrane for water proofing.
- Smooth matching of the approach portion of the ROB with the existing
Carriageway of road for a length of at least 50m from touchdown point in addition
to the length of proposed ROB.
- Coordination and approvals from service providers of utilities.
- Permissions/Clearances from component authority shall be obtained e. g Traffic,
Railways, Defence, Pune Cantonment Board, Environmental etc.
- Construction of facility for carrying Utilities lines all along the structure in anti-crash
barriers and any other suitable arrangements conforming to the Design
requirements.
- The aesthetic scheme for the ROB i.e. design on RE wall as well substructure,
superstructure and anti-crash railings should be got approved from Engineer – In
Charge prior to execution of the work.
- Artistic paint of the flyover as per the theme approved by the Engineer.
- Load test on deck slab as per tender specification.
- Supply and Fixing of DWC pipe 100mm in ACB for Street Light Poles Wiring in
consultation with PMC.
- Providing street lighting with LED fittings and 7 m height octagonal poles, wiring
and all other accessories.
- The Contractor is also obligated to reinstate the area of existing road with where
he has carried out excavation for the construction purpose like piers/foundation,
ramps etc. No separate payment will be made for the reinstating.
- Improvement of junctions below viaduct as per requirement. Provision 300 mm
wide of Divider on Railway Span and adjacent spans.
- For Railway Span a duct for passage of utility lines shall be provided as per
Tender GAD.
Component No 2:- Development of remaining portion below the Viaduct portion
- Below Viaduct portion the beam of 200 mm width and height 650 mm above
ground level (with suitable foundation) shall be constructed for protection of Pier
Caps, and super structure having inadequate vertical clearance.
Component No 3:- Road markings, signage, and road furniture
- Road furniture including guard rails, Kerb painting, road marking (center and edge
lines, pedestrian crossings, chevrons, arrows, stop lines etc.) and road signage
(informatory, cautionary, mandatory signs as per the IRC: 67- 2012 and as per
requirement).
- Two number of overhead gantries on either end of ROB displaying name of ROB.

crash barrier at two locations as directed by Engineer.
- Providing speed breakers as per site requirement.
- Providing and fixing of cat eyes @ every 3 m c/c on all edge lines and median
markers @ every 6 m c/c on the anti-crash barriers and Kerb stones. Providing
Solar raised pavement markers at junctions and start and end of ROB
approaches.
- Providing and fixing the granite tablet of size and matter as given by Engineer for
Bhumi poojan and opening ceremony of ROB.
Component No 4:- Traffic Diversion and Management
- All traffic Management measures including provision of minimum 6 traffic wardens
during construction period to maintain unhindered smooth flow of traffic.
- Barricading in the entire area required for execution with Type of Barricading
described in Annexure-5 of Design Data and installation of warning signs blinkers,
led strips on barricades etc.
- Repair and maintenance of distress, potholes in existing roads to ensure smooth
flow of traffic during the whole construction period.
1.3 SITE CLEARANCE / SETTING OUT
Marking out the center line of the ascending and descending ramps and various other
components and complete lining out for proper lines and levels with total station survey
including constructing station points, bench marks etc. as directed. This includes all the
allied works like clearing the road side line removing and stacking of the existing kerb
stones, etc. The surveying instruments used on the works shall be modern electronic
equipment. Leveling shall be carried out with the help of Auto level only. In case of any
discrepancy in values of TBM and levels, the top levels of Railway track at along center of
bridge shall be adopted as TBM and all other levels shall be adjusted accordingly.
All documentation such as videocassette, photographs, record drawings, testing record
etc. as specified in tender shall be maintained by the contractor.
1.4 OPEN/PILE FOUNDATION
1.4.1 Geotechnical investigations with exploratory Bore holes and trial pits shall be carried out
as per specifications as stated in the tender document at each pier location and one bore
hole in each ramp portion. The Lump Sum Scope shall also include two exploratory
Boreholes for widening minor bridge along the nalla next to the end of ROB. Geo
Technical data given in the tender is for guidance only and contractor has to assess the
existing strata before quoting the tender.
1.4.2 Providing suitable foundations, taking foundations through all strata up to required
foundation level including embedment as per specification /design criteria. The tentative

levels including embedment (socketing) are as given below.
Open Foundation
1.4.3 The bottom of the foundation shall be taken to a level as stipulated in IRC Codes in case
of Open foundation. In Case if the Pile Foundation is proposed by the Contractor, the
Socketing in Hard rock shall be as per relevant IRC codes. No separate payment is
payable to the Contractor for change in type of foundation except change in depth of
foundation. The depth of pile for payment under variation clause shall be calculated
beyond the depth of open foundation as per Tender after deduction of the length of
socketing of pile in hard rock as per IRC 78.
1.4.4 Construction of shoring and strutting, dewatering for the piers / Abutments and other
foundations (ramps etc.) where required shall be deemed to be included in the Lump sum
offer.
1.5 STRUCTURE:
1.5.1 Sub-structure:
i. Providing sub structure of piers, abutments, Pier/Abutment caps returns etc. as per
design criteria.
ii. The size & shape of piers and pier caps for all the spans shall not vary except the height
of pier. The pier shall have decorative grooves or other such architectural finishes
matching with the fascia of the superstructure with PMC logo as approved by the
Engineer-in-charge. The contractor shall give the scheme for approval before execution.
The approval of same shall be taken from the Engineer-in-charge.
1.5.2 Superstructure:
i. Super structure shall be Precast PSC I girders, T Girders or Box Girders for Viaduct and
Open Web Girder for Railway Span.

ii. Providing superstructure and decking for ROB confirming to the design criteria suitable
for roadway particulars shown in the Tender drawings.
iii. The superstructure shall be of uniform depth throughout the length between the Dirt walls
of the Abutments and shall not have more than 6 number of expansion joint for better
riding surface.
iv. On the slab of the viaduct portion wearing coat is to be provided as per specifications or
as directed by the Engineer-in-charge.
v. 3 mm thick bitumen membrane shall be provided for water proofing.
vi. Expansion joint shall be of Finger type only is to be provided as per specifications or as
per design criteria.
vii. The finished Road Top Level and Longitudinal gradient of the ramps shall not be steeper
than that indicated in departmental drawings (GAD)
viii. Bearings shall be POT PTFE only. The manufacturer shall be got approved from the
Engineer in Charge before placing order.
ix. Providing 100mm DWC pipe in median and crash barriers and street lights arrangements
on fly over and approaches.
x. Providing the RCC anti crash barrier with min 90 mm dia. C Class (Heavy) GI pipe railing
as per design criteria. The GI Pipe shall be provided on Crash Barrier for full length
except the portion of Vision Barrier.
xi. The Casting of Superstructure/Deck Slab shall be done with Boom Placer only.
1.5.3 Other Appurtenances:
i. Necessary bearings, pedestals for bearings, expansion joints, wearing coat, road kerbs,
anti-crash barriers etc., waterproofing, mastic layer on the deck, etc. shall be provided as
per design criteria. Height of RCC Anti crash barrier (Standard) shall be constant
throughout and as per design criteria and Tender drawing.
1.6 OTHER PROVISIONS:
1.6.1 Drainage:
Providing G. I. water spouts C.I / MS grating as per MORT&H type Design No. SD/303 at
every 5.0 m. shall be provided. However, the diameter of pipe shall be 150 mm.
Waterspout shall be 150 mm  G.I. and connected to runner pipe (GI pipe) of suitable
diameter (Minimum 150 mm, Class C) and taken down by down take GI pipes of 150 mm
diameter C Class (Heavy) at approved locations. Arrangement for clean out plug shall be
made.
Collection chamber shall be made and shall be connected to nearest existing S.W. drain
through 300mm dia. NP3 pipe or as per direction of Engineer in Charge. The

arrangement of down take pipes collecting surface water from bridge should be approved
from Engineer in Charge along with GAD approval.
1.6.2 Painting / Anticorrosive treatment:
Protective painting to the concrete surface below ground by one coat of primer and two
coats of coal tar epoxy shall be provided. The whole substructure and superstructure
of the project shall be painted with approved colour and quality of anti-carbonation
acrylic paint with prior approval for vendor before execution of painting from Engineer In
Charge as per specification MoRT&H 800. All kerbs and crash barrier shall be painted
with one coat of primer and two coats of synthetic enamel paint. For Steel structure in
railway portion one coat of zinc chrome primer and two coat of aluminum paint or as per
requirement of Railway Department. The Contractor shall prepare the theme of the
painting scheme and got approved from Engineer before commencement of the painting.
1.7 APPROACHES: PROVIDING APPROACH STRUCTURES AS FOLLOWS:
1.7.1 Providing Reinforced Earth Wall structure for approaches in ramps at ends of ascending
and descending ramps including design, excavations, leveling pad, casting and erection
of panels with all materials, and machinery etc. The shape and aesthetic designs of the
panels shall be got approved from Engineer - in - charge before commencement of the
work. In-build murals /PMC logo etc. shall be provided in the RE wall. The Thickness of
RE wall Panel shall not be less than 180 mm.
1.7.2 Providing Filter Media filling behind RE wall for 0.6 m width. The height of rubble filling
shall be up to the bottom of rubble matt / crust.
1.7.3 Providing friction slab over RE wall as per Specifications including PCC below friction
slab. Providing approach slab of 3.5 m length on both approaches after dirt wall.
1.7.4 Providing granular sub-base over sub-grade (embankment filling) in reinforced retaining
wall structure shall be confirming to Grade II as per MORT&H Clause 400.1 to 400.8. The
minimum CBR strength of sub grade below road crust shall be 8 % with PD 98%.
1.7.5 Details of minimum road crust for solid ramps, & service (slip) road is as under

1.8 PIER PROTECTION / ROAD SIDE KERBS:
1.8.1 Cut and Ease:
Providing pier protection to piers at all spans by constructing RCC M25 pardi of min. 200
mm. thick around piers from 1.0m below existing GL to a height of 0.900 m. above RTL
with a gap 50 mm between pier and pardi. The vertical reinforcement of 16 mm. dia.
spaced at 150 mm. c/c and 10 mm. dia. spaced at 150 mm c/c as distribution steel shall
be provided on the outer face and nominal steel on inner face of 10 mm. dia. spaced at
150 mm. c/c both ways in the RCC pardi.
1.8.2 Road Side Kerbs:
Providing and fixing continuous RCC kerb stones in cement concrete M 25 of size 500
mm x 165 mm x 350 mm embedded 200 mm in ground and parallel to the ramp portion
at the distance of 0.6m from outer edge of RE Wall and should be continued beyond the
end of the ramp up to 10 m. on the either side of ramp to form island with illuminated sign
post at the end for the safety of the traffic.
1.8.3 These kerb stones shall be provided on roadside parallel to the RE wall of reinforced
earth structure to protect it from damages and to channelize the traffic running on side
roads. The portion between the retaining wall and the kerb shall be filled up by proper
material to have Interlocking Paver Blocks.
1.9 Road Side Chamber
RCC chambers with waterway not less than 1.20 Sq. m. shall be provided below the
viaduct for collecting water from viaduct top and shall be connected with 300mm dia. NP
3 pipes to the storm water drain along the existing storm water laid along service road.
Longitudinal grade of the pipes shall be not less than 1 in 300. Inside of the chamber
shall be suitably plastered with cement mortar 1:3. Heavy duty chamber covers with class
AA loading /RCC M 35 top slab 150mm thick with necessary holes shall be provided.
Down take pipe of ROB is to be connected to the chamber. Proper benching in the
chamber is to be done.

1.10 Service Roads and Diversion of Services
Items for development of service roads, widening of minor bridge and shifting of existing
utilities fouling in the execution of structure will be paid as per the rates mentioned in the
Tender under Schedule B for Service Roads and Allied Works or as per PMC DSR in
case if the rates are not available in the Tender. The same shall not be included in the
Lump Sum offer.
1.13 AESTHETICS
As the proposed ROB is to be constructed in urban area, special care shall be taken for
finishing works and aesthetics of the project. The Contractor shall quote their offers
accordingly.
Certain aesthetics aspects like smooth profile of soffit of superstructure shall be
maintained. Matching grooves / flutings for piers, caps etc. shall also be provided along
with artistic painting. A Logo of PMC shall be provided as directed by the Engineer in
Charge. Contractor should display the name of ROB in the box letters of minimum height
24’’ as directed by engineer in charge on the structure within the lump sum offer.
1.14 TRAFFIC MAINTENANCE
Through traffic shall be maintained without any obstructions in the area. Minimum 6
numbers of traffic wardens are required to be kept on site throughout the construction
period for traffic control during day time as well as during night time as directed by
Engineer in Charge. (The Contractor shall maintain the register of the wardens deployed
and the payment for traffic management will be released on the basis of actual
deployment of wardens and the actual provisions of barricading, maintenance of slip road
etc.). Sufficient care shall be taken to avoid accidents. Proper red blinkers shall be
erected to guide the traffic at night time. Cost of all these facilities will be deemed to have
been included in lump sum offer & no separate payment will be entrained against these
facilities.
1.15 SIGNAGES / STREET FURNITURE
i. Necessary signage / furniture shall be provided as per the IRC/IS requirement. Sign
boards like Arrows, Chevron markings, Lane markers, speed limits markers and any other
markers etc. shall be with lettering in requisite size.
ii. Retro-reflective cautionary, mandatory and informatory signs as per IRC 67-2001 made of
high efficiency, full cube retro-reflective – diamond grade DG3 confirming ASTM Type XI
sheeting of white color fixed over 3mm Aluminum Composite Panel (0.25+2.50+0.25)

1.16 STREET FURNITURE
i. Necessary street furniture shall be provided as per requirement and MORT&H standards
with the approval of the Engineer-in-charge.
1.17 Machineries with operator to be provided to PMC
The contractor shall provide the Machineries with operator, diesel including maintenance
to the PMC as when required by the Engineer in charge in the PMC area the expenses
occurred will be paid to the contractor as per the rates prescribed in the tender.
1.18 Shifting of Existing Underground Utilities:
The underground utilities if any encounter during execution of the work the same shall be
shifted as directed by the Engineer in Charge. The works will be paid separately as per
the rates in mentioned in the Tender under miscellaneous items or as per PMC DSR in
case if the rates are not available in the Tender.
The damages to the existing utilities during the execution of work due to
negligence of the contractor will be not paid under this clause and the cost of such
damages shall be borne by the contractor with rectification as directed by service
provider. No separate claims will be entrained.
There are some important underground utilities like 132 KV electrical line, 1000 mm Dia
express water supply lines or any other which cannot be shifted or shifting of such utilities
may involve higher costs and time, in such case the Contractor may require to change the
span arrangement or provide the eccentric pier. No any extra compensation will be
allowed for the same. Further, depending on the availability of site, the alignment of the
ROB may require to be shifted laterally. No any claim will be allowed in such cases
except payable under the schedule of variation for any change in length or width of the
ROB on this account.
1.19 Location:
The location of proposed ROB is on Pune Miraj Railway line in Lieu of LC gate No. 586 in
Ghorpadi Area.

For Guidance of tenderers, outline drawings (GAD) General Arrangement Drawing
showing the general arrangement of the ROB and slip roads as contemplated by the
PMC through Consultants are attached hereto. (Refer Drawings listed in Volume-III).
However the Tender is to be awarded only on the Contractor’s own Design complying
with the various requirements indicated in this Chapter as well as in the chapter of
design criteria (Chapter-V of Vol- II) etc.
For this purpose, details shown in the typical outline (GAD) drawings enclosed are to be
taken as indicative and contractor shall prepare his own drawing considering salient
parameters, which have been indicated on drawings and specified in this chapter and in
the chapter of design criteria or elsewhere in the contract,.
These outline drawings also specify the minimum acceptable mix, specifications and
sizes for different components along with certain requirements and the contractor’s
design shall provide for comparable specifications and in any case not inferior to those
for corresponding components.
1.21 The lump sum price to be quoted by the tenderer shall be as per the scope as mentioned
in clause above including other items as mentioned on drawing and specified elsewhere
in the contract, in this chapter and in the chapter of design criteria and drawings.
1.22 For extra items of work beyond those covered in para above and other items as
mentioned in this chapter and in the chapter of design criteria and drawings and
elsewhere in the contract under the Lump Sum portion of the work or variation on the
said portion, if any, the rates shall be paid as per current schedule of rates of PWD.
2.0 SALIENT PARAMETERS WHICH MUST BE ADHERED TO BY THE TENDERER
The following are the various salient parameters which the tenderer must adhere to while
preparing his design and drawings.
2.1. ASCENDING AND DESCENDING RAMPS-
2.1.1 Width and Cross Section
Width of the ramps flies over and the requirements of carriage way shall be as indicated
in Tender drawing and elsewhere in this volume.
.2.1.2 Length of ascending and descending ramps
The contractor’s proposal shall provide the length of each ramp to suit the SPAN /
SPANS matching existing structure and gradients not steeper than those shown on the
departmental drawing. The contractor shall provide the each ramp to confirm to these
requirements including properly designed vertical curves for a design speed of 80 km/hr.
(Summit curves at the joining point to main fly over and valley curve on either ends). The
minimum length of open structure / via duct portion shall be per GAD. The height of solid
ramp shall followed as per GAD and measured from existing road top level to proposed
road top level of ramp at that particular point.

Valley curves are to be provided at the ends of the ramps. In the inner half portion of the
valley curve-retaining structure shall be continued. In the outer half portion of the valley
curve, crash barrier shall be provided up to the point where height of fill is more than 10
Cm above the existing road level. The foundation of crash barrier in this portion shall rest
at least 60cm below the existing road level.
2.1.3 Camber and Super elevation
Minimum camber to be provided to the carriage way shall be 2.0% (1:40 slope) as shown
in the departmental drawing. Super-elevation where required shall be as per actual
design (subject to a maximum of 4% if super-elevation needs to be provided in viaduct
portion).
2.1.4 Vertical Clearance
Minimum Vertical Clearance for Railway Span shall be 6.525 m above Railway Track and
the for other obligatory spans the vertical clearance shall be as shown in Tender
Drawings.
2.1.5 Traffic Diversion
The contractor may adopt a suitable scheme of construction, which shall be got approved
from concern Traffic Department. The responsibility of obtaining the approvals for scheme
of traffic diversion to be adopted from concerned authorities e.g. Traffic Police etc. shall
be that of the contractor only.
Contractor shall enclose the entire work plan and cash flow forecast. He shall also
enclose the detailed scheme of construction of superstructure along with his technical
proposal in Envelope No. 1.
2.1.6 Program of construction of the entire work shall be arranged in such a way that it is
completed in the stipulated construction time period. While preparing program working
days of the PMC shall be taken in to account.
3.0 Site Office
The contractor shall provide the semi-permanent type structure for site office with toilet &
bathroom arrangement for consultants & PMC staff with air conditioning. The space for
the site office & laboratory for material testing will not be provided by PMC. Contractor
shall arrange the same within the site provided to him for construction of work and if site
conditions does not allow the same, the Contractor shall arrange the place for site office
and laboratory at his own cost & shall maintain the structure during construction period
inclusive of payment of electric & telephone (Landline) bills, security & daily upkeep of the
premises.
The location of Site office & laboratory for material testing should be nearer to work place.
The layout and designs for this shall be approved by Engineer-in-Charge. The area
should be minimum 50 sqm for site office of PMC & Consultants etc. The list of furniture &

The site office with all service furniture and fittings shall be the property of the Contractor
during the period of the contract. It shall be removed after the work is taken over by PMC.
Payment of Electrical / Telephone bills will be made by the Contractor. Maintenance will
be carried out by the Contractor. If the Contractor fails to make necessary payments for
the electrical and telephones bills and also fails to maintain the site office with all
services, furniture and fittings, the PMC will levy penalty at the rate of Rs. 1500/- per day
on the Contractor.
During the entire contract period till taking over of the works by PMC, the contractor shall
provide one good Condition AC SUV/MUV vehicle, for the PMC. The vehicle shall be
provided with diesel, driver & maintenance for a running of at least 3000 Km per month
within a fortnight from the date of award of the contract. In case of failure to provide the

vehicle, an amount of Rs. 4000/- (Rupees Four Thousand Only) per day shall be
recovered from the contractor’s due payment.
The Contractor shall provide one Computer Operator to PMC or as directed by Engineer
In- Charge, throughout the contract period. The computer operator shall be Graduate well
conversant in English/ Marathi typing. He should have knowledge of Excel, Word,
PowerPoint, E-mail, and Internet and have completed MS-CIT course. The minimum
typing speed should be 40 words per minute. Computer Operator should work according
to instructions of Engineer in charge. If it is not provided by the contractor then Rs.
20,000/- PM will be deducted from contractor’s RA Bill /payable amounts, deposits etc.
throughout the contract period i. e. till completion of the work.
The cost of these facilities is incidental to the work and deemed to be included in the offer
given by contractor.
4.0 Laboratory –
The contractor shall arrange and maintain adequately equipped field laboratory at least of
50sqm area, as required for site control on the quality of materials and the works. The
laboratory shall be located and equipped as directed by the Engineer in charge. It shall be
provided with amenities like water supply, electrical supply etc.
The contractor shall engage a well experienced Lab-in charge (bio-data to be approved
by Engineer-in-charge) for conducting day to day test as per MORT&H & B.I.S.
specifications. All necessary codes shall be kept in lab. These provisions shall be
incidental to work & no separate payment will be made by PMC. After completion
contractor should demolish laboratory structure and remove all the equipment’s as per
directions of engineer.

The above listed equipment’s confirming to relevant I. S. Specifications are required to
be arranged by the contractor and installed at the field laboratory. The expenses for
extending above facilities shall be considered, as incidental to the work and no separate
payment will be made for the same to the contractor.
The contractor has to setup and establish the laboratory within one month from the date
of work order. If the Contractor fails to establish the site laboratory before commencement
of work, the necessary tests shall be conducted at approved third party laboratory as per
frequency of testing and the cost of the same shall be incurred by the Contractor. 10% of

Engineer. The Cost of testing at third party laboratory (10% of total tests only) will be

place or places as may be directed by the Engineer and bear all charges and cost
or testing. Such samples shall also be deposited with the Engineer-in-charge.
(iii) The contractor shall if and when required, submit at his cost the samples of
materials to be tested if so directed, and shall not make use of or incorporate in
the work any materials represented by the samples until the required tests or
analysis have been made and the materials, finally accepted by the Engineer-in-
charge.
(iv) The contractor shall not be eligible for any claim or compensation either arising
out of any delay in the work or due to any corrective measures required to be
taken on account of results of testing of the materials.
(v) The contractor or his authorized representative will be allowed to remain present
in the departmental laboratory while testing samples furnished by him. However,
the results of all the tests carried out in the departmental laboratory in the
presence or absence of the contractor or his authorized representative will be
binding on the contractor.
(vi) In case, some of the tests are required to be done outside the field laboratories,
cost required for testing should be beard by the contractor. This will be deemed to
be included in the contract price.
Cost of testing of materials as directed by Engineer-in-charge for approving a
particular material as laid down in para will have to be borne by the
contractor.
4.2 The field laboratory shall be located on the site as directed by the Engineer-in-Charge.
It shall be provided with amenities like water supply, electric supply etc. & including one
personal computer as mentioned above. The laboratory with all services, furniture, and
equipment’s shall be the property of the Contractor.
4.3. The equipment’s to be installed, operated and maintained are as listed .Minimum
equipment to be provided at site laboratory.
4.4 No land is available with the PMC to be given to contractor for his establishment. The
contractor has to make his own arrangements. The contractor shall obtain consent from
property owners and make all arrangement and pay all costs for the land, areas of access
and right of way without any liability to the PMC for his establishment.

Providing barricading and traffic safety devices as specified in the tender is the
responsibility of the contractor

Contractor shall maintain all documentation such as video DVD’s, photographs, record
drawings, test results working drawings approvals etc. as specified in tender. All
drawings shall be on AutoCAD latest version.
7.0 MISCELLANEOUS ITEMS & ROAD APPURTENANES, ETC.:
7.1 Providing Traffic Safety Devices as per the following brief particulars –
A) During Construction Stage – (Temporary): Providing barricading around sides
of construction area made of 16 gauge MS Sheet with angle framing of minimum 3 m
height painted with names and logos of PMC, Consultant and Contractor at regular
intervals. Providing and maintaining safety gadgets like rotator blinkers, led strips,
caution boards, cones and cat eyes etc. Providing 6 Traffic wardens during day time as
well as 4 traffic wardens at night (10PM to 5AM) time to monitor / control traffic in co-
ordination with traffic police department, preparation of traffic planning and getting the
same approved by concerned authorities and any other traffic safety activity as directed
by Engineer-in-Charge.
B) On the structure – (Permanent): Providing traffic lane line strips 100/150 mm in
width with approved of road marking paint in two coats as directed. Zebra crossing for
pedestrians at locations indicated in the drawings. Informatory boards of required shape
and size made out of 3 mm ACP sheet with XI type retro reflective sheeting of high
intensity grade as per the Tender specifications of total area as required including
supporting columns gantries etc. and other arrangements as per MORTH specifications.

The Details of the Work involved along with all allied works including shifting of the
utilities:-
- Total portion mentioned above includes Geotechnical investigation, Design,
Proof Checking of one span shall be done from the Third party as directed by
Engineer-In-Charge all other spans shall be proof check by the Project
Management Consultant appointed by PMC, & Construction of Foundations,
Substructure, Superstructure, Embankment, Subgrade, Backfilling, Reinforced
Earth wall, Crust development, wearing coat, Crash Barriers, POT-PTFE
Bearings, paintings, Expansion Joints, rain water down takes, anti-carbonation
paint and all related works to conform to the Design Data mentioned in this

- Minimum length and Width of viaduct portion shall be kept as per GAD.
- Construction of obligatory portion spans in composite girder type arrangement.
- Construction of open foundation includes necessary all temporary arrangements
such as line out, diversions, shoring and strutting, dewatering, co-ordination with
concerned dept. etc.
- Reinforced Earth wall shall be provided at the end of viaduct as shown in the
GAD. The Pattern and aesthetic designs shall be got approved from Engineer
before commencement of work.
- Kerb of minimum size 165 mm in thickness and minimum 150 mm above the RTL
in R.C.C M25 grade with reinforcement should be fixed along the Reinforced
Earth wall side. The Space between RE wall and Kerb should be executed as per
the drawing.
- There may be some important underground utilities which cannot be shifted or shifting
of such utilities may involve higher costs and time, in such case the Contractor may
require to change the span arrangement or provide an eccentric pier. No extra
payments / compensation will be allowed for such change in span arrangement.
Further, due to constraints of geographical location, the alignment of the flyover /
grade separator may be required to be shifted laterally. No claim will be allowed in
any such cases except that which is payable under the schedule of variation for any
change in length or width of the Flyover on this account.
- Rehabilitation, reinstating, repair, re-construction and maintenance of the
adjacent roads & portion below the flyover excavated for the purpose of
construction. The carriageway capacity of the existing roads adjacent to the
Flyover shall be maintained to same configuration as per existing.
- The Staging and centering arrangement required to execute the work.
- Demolition, cleaning, removal and disposal of the material including providing all
men and machinery.
- Drainage spouts with draining arrangement as per Standard IRC drawings and as
per design data and specifications. Drainage spouts including down take
arrangement from wearing coat and connecting it to the nearest existing Storm
water line by laying underground pipe lines or as directed by Engineer in charge

- The length and width of Grade separator shall be as described above and
Design.
- Design, Proof Checking of Grade Separator.
- Total carriageway of the grade separator should be 8.0 m (0.5m+7.0m+0.5
m) as per GAD.
- Total portion mentioned above includes Design & Construction of
Foundations, Substructure, Superstructure, Retaining wall throughout the
grade Separator, Crust development (Rigid Pavement), Embankment,
Flexible Pavement, Crash Barriers, Railings, paintings, Expansion Joints in
retaining wall. All other related works to conform to the Design Data
mentioned in this Volume. Longitudinal Profile and horizontal geometry shall
remain unchanged as shown in the Drawing Volume III as obligatory
requirement. The storm water within the Grade Separator shall be collected
through underground line of 600 mm Dia NP-3 pipes and shall be
discharged to the nalla on Pune side located at @ 400 m from Vishrantwadi
junction through 900 mm Dia RCC NP-3 Pipes. SWD chambers shall be of
adequate size and depth, provided in RCC with Heavy Duty perforated RCC
Cover and frames at spacing not more than 20 m.
- Construction of foundations includes all necessary temporary arrangements
such as line outs, diversions, dewatering, coordination with concerned dept.
etc.
- All usable material obtained from excavation of flyover and grade separator
shall be used for embankment in flyover approaches. The bidders are
requested to quote accordingly.
- Retaining wall shall be provided as shown in GAD. The foundation of
retaining wall should be below the crust of the grade separator meeting the
minimum requirement stated in design criteria.
- The raft of the grade separator will be over laid by 50 mm DBM and 25 mm
Mastic bituminous treatment.
- All other crust layers will be as per GAD and cross section attached in Vol –
III.
- Rehabilitation, reinstating, repair, re-construction with the crust as required
for service portion and maintenance of the adjacent roads excavated for the
purpose of construction. For GSB and WMM only crushed metal is allowed.
- The carriageway capacity of the existing roads adjacent to the Grade
Separator shall be maintained to same configuration as per GAD.

- Road furniture including guard rails, Kerb painting, road marking (center and

signage (informatory, cautionary, mandatory signs, overhead gantry and
overhang cantilever signs as per the drawings).
- Providing and fixing of cat eyes @ every 3 m c/c on all edge lines and
median markers @ every 6 m c/c on the crash barriers of the structure
- The Staging and centering arrangement required to execute the work.
- Demolition, cleaning, removal and disposal of the material including
providing all men and machinery. The excavated material to be disposed
shall be transported to C & D Waste plant at Wagholi or in PMC limits as
directed by the Engineer-in-Charge. If the space is not available with Client
for disposal of excavated material, the Contractor shall make his own
arrangements for disposal of the excavated material at his own cost.
- Tree cutting and compensatory plantation in 1:3 proportion. Transplantation
of all eligible trees.
- Dismantling of the existing street poles with bracket and allied fixtures with
cables, junction boxes, earthling, light fixtures, lamps, fittings, Feeder pillars,
transformer, switch yards, switchgear timers, etc. complete in all respect.
The dismantled material shall be transported and stacked in the client’s
stock yard.
- Providing structural steel railing on the crash barrier of grade separator.
- The whole substructure and superstructure of the project shall be painted
with approved colour and quality of anti-carbonation acrylic paint in two
coats with prior approval of vendor before execution of painting from
Engineer In Charge as per specification MoRT&H 800.
- Painting the ACB, Service road side and railing with two coats Anti-
Carbonation Paint of approved colour & shade as directed by the Engineer.
The contractor shall submit atleast three schemes of painting designed by
an Architect to aesthetically improve the appearance of the grade separator.
One scheme will be approved for execution by the Engineer-in-Charge.

- The portion below the viaduct portion of the flyover shall be reinstated.
Construction of parabolic kerb between pier protection of piers for a of
height 0.9 m above ground level (with suitable foundation) for Pier
protection of width 300 mm and ht. 1.2 m shall be constructed for all piers
for protection of Pier Caps, and super structure having inadequate vertical
clearance.
Component No. 4:-
Dismantling of three arm FOB and reinstalling at locations within PMC limits.
- The existing three arm Foot Over Bridge (FOB) shall be dismantled in such
a way that the same can be reinstalled at two different locations within PMC
limits as directed by the Engineer-in-Charge. All structural and tensile

members will be carefully dismantled and shifted to the desired location.
The dismantled members will be reinstalled at the desired location to make
the FOB usable to pedestrians at that location. The other structures housing
the lift and its appurtenances will be dismantled in totality. The usable
components of the lift well and lift machine room shall be carefully
dismantled and deposited to PMC yard as directed by Engineer. All other
members that cannot be salvaged completely will be transported to PMC
warehouse as directed by the Engineer-in-Charge.
- The lengths of the three arms is as follows:
- 1. Arm 1: 42 m
- 2. Arm 2: 34 m
- 3. Arm 3: 22 m
The FOB shall be reinstalled at the following locations
- 1. COEP Boys Hostel to COEP exhibition ground, Shivajinagar –
Approximate length of FOB reinstallation: 35 m.
- 2. Pratiknagar, Vishrantwadi - Approximate length of FOB
reinstallation: 45 m
- The Contractor shall visit the locations to ascertain the length of
the FOB to be Shifted and shall avail the services of a structural
designer to design the dismantling and reinstallation process of
the FOB. The Lump Sum quote of the Bidder shall be inclusive
of dismantling, transportation, re-erection including Foundations,
Structural Design, one additional staircase and repair/
replacement of damaged members of the FOB and painting after
re-erection.
Component No. 5:- Road markings, signage, and road furniture for flyover and
grade separator
- Road furniture including guard rails, Kerb painting, road marking
(center and edge lines, pedestrian crossings, chevrons, arrows,
stop lines etc.) and road signage (informatory, cautionary,
mandatory signs as per the IRC:67-2012 and as per
requirement).

It is provided in two parts - The scope of work and design Criteria. Bidders are advised to ascertain accurate facts and detail from their own due diligence. Obligatory requirements given herein shall be followed scrupulously in design of the slip roads highway and flyover. The modality of preparation and submission of design and drawings by the contractor and approval by the engineer is given in design criteria. CONTRACTOR’S GENERAL ENGINEERING, DESIGN & PROCUREMENT OBLIGATIONS: The contractor shall be solely responsible for the engineering, procurement and design of the work and for the adequacy thereof. Contractor’s responsibility in any way shall neither be diminished nor shall the contractor’s design approach be limited by the employer’s acceptance to engineering standards and design specification, or by Employer’s approval, suggestions or recommendations on any aspect of engineering or design. The work shall be carried out as per the design prepare by the bidder and approved by the employer, the work shall also include shifting of utilities, removal of electric poles, cutting and removal of trees, the detail of which are given separately. GAD preparation by the PMC (as enclosed in Vol III) through their consultant is intended to give a fair idea of scope of work. However, it should be clearly understood that -The Bidder is required to give lump sum offer based on his own design for the entire work - Structures, ramps, filling/grading of low lying areas wherever necessary, fittings / fixtures, ducts for street lighting/electrical work, road signage’s, markings, crash barriers, kerbs, etc. as per detailed Employers requirements. -The Bidder is deemed to have understood and visualized the nature and type of work contemplated with due consideration of qualitative and quantitative requirements of the job consistent with the site conditions, complexities of work which have a bearing on the actual execution/construction etc. While doing so, however, he must strictly adhere to salient parameters & obligatory requirement which are indicated hereinafter. The specifications conditions bore results and leads of material on this work have been carefully studied and understood by me/us before submitting this tender. I / We undertake to use only the best materials approved by Executive Engineer/ Engineer-in-Charge, or his duly authorised representative before starting the work and to abide by the decisions. I / We here by further declare that my/our tender is unconditional in every manner of whatsoever in nature. I am /we are fully responsible for quality of work and shall maintain the work in good order during defect liability period after completion. The Royalty charges of Rs. 46,22,403/- are considered for constructional material being used in execution of this work and will be reimbursed by PMC on submission of original challans. I/ We have gone through the tender documents and the tender set is complete in all respects according to the index sheet given and no papers or drawings are missing. 2. I/ We have visited the site of proposed work of Design & Construction of ROB and examined the approaches to site, availability of construction materials, terrain, Local conditions etc., we are also aware that soil investigation information, GAD & Work program is indicative furnished with tender. Proper geological exploration, Site details including existing utilities is carried out by me/ us before submitting the proposal at our own expense. 3. I/We are willing to execute formal contract agreement within/before 15 days/as per PMC procedure from the date of receipt of letter of acceptance of our tender offer / negotiated offer and to commence the work immediately after receiving the same and I/ We undertake to complete and deliver the whole of the said works within the stipulated time limit from the date of commencement. The date of Commencement shall mean the date of Work Order as per PMC procedure. 4. I/ We undertake to carry out the said work on our own design and working drawings with technical specifications given by PMC in the contract at the lump sum price quoted by me/ us in this tender document for the complete work. 5. Till the formal agreement is prepared and executed, the tender, together with your written acceptance thereto, this tender document shall constitute a binding contract between Page 7

In case if the formal contract agreement is not executed within 15 days from the letter of acceptance PMC may cancel my / our tender and forfeit my / our earnest money deposit. 6. I/ We understand that you are not bound to accept the lowest or any tenders submitted. 7. I am/ We are also aware of the Contract / Labour Act 1970 and Apprentices Act 1961 and its provisions and I / We undertake to maintain all necessary records required to be maintained under the said Acts and to abide by the provisions therein pertaining to the contractor. 8. I/ We understand that the miscellaneous items will be paid to me/us as per the rates mentioned in tender as per actual execution measurements. I/we are fully aware about that, there is no extra compensation on increase or decrease in the quantities. I/we have to carry out all required work related to miscellaneous items at the rates mentioned in tender only. 9. I/We declare that our firm/company or group company or subsidiary company are not entered into Corporate Debt Restructuring (CDR) and are also not in process of Corporate Debt Restructuring (CDR). I/we also agree/understand that our offer will be invalid and amount of EMD will be forfeited by PMC if PMC founds that this information is not correct before work order. 10. All works proposed to be executed by contract shall be notified in the form of invitation to tender through e - tendering and signed by the Chief Engineer (Projects). This form will state the work to be carried out as well as the date for submitting and opening tenders, and the time allowed for carrying out the work, also the amount of earnest money to be deposited with the tender, and the amount of the security deposit to be deposited by the successful tenderer and the percentage, if any, to be deducted from bills. It will also state whether a refund of a quarry fees, royalties, dues and ground rents will be granted. Copies of the specifications, designs and drawings, estimated rates, scheduled rates and any other documents required in connection with the work shall be signed by the Chief Engineer for the purpose of identification and shall also be open for inspection by contractors at the office of the Chief Engineer during office hours. Where the works are proposed to be executed according to the specifications recommended by a contractor and approved by a competent authority on behalf of the Corporation, such specifications with designs and drawings shall form part of the accepted tender. 2. In the event of the tender being submitted by a firm, it must be signed by each partner thereof, and in the event of the absence of any partner, it shall be signed on his behalf by a person holding a power of attorney authorizing him to do so. i) The contractor shall pay along with the tender the sum of Rs 54,57,963/- an earnest money deposit should be deposited in the account of PMC by the gateway system (e-banking) of Pune Municipal Corporation. Cheque or cash will not be accepted. Exemption certificate will not be accepted lieu of earnest money Deposit. The said amount of earnest money shall not carry any interest what so ever. ii) ln the event of his tender being accepted, subject to the provisions of sub-clause (iii) below, the said amount of earnest money shall be appropriated towards the amount of security deposit payable by him under conditions General Conditions of Contract. iii) lf, after submitting the tender, the contractor withdraws his offer, or modifies the same, or if after the acceptance of his tender the contractor fails or neglects to furnish the balance of security deposit, without prejudice to any other rights and powers of the Corporation, hereunder, or in law, Corporation shall be entitled to forfeit the full amount of the earnest money deposited by him. Receipts for payments made on account of any work, when executed by a firm, should also be signed by all the partners except where the contractors are described in their tender as firm, in which case the receipt shall be signed in the name of the firm, by one of the partners, or by some other person having authority to give effectual receipts for the firm. 4. The Tendering Cell shall open financial bids of the tenderers qualifying the technical criteria in the presence of contractors who have submitted tender's or their representatives who may be present at the time, and give the printed statement of the offers quoted by various bidders. In the event of a tender being accepted, (the contractor shall for the purpose of identification, sign copies of the specifications and other documents mentioned in rule 1. The EMD of the lowest bidder will be retained as initial Security Deposit and that of the other bidders will be refunded online within stipulated period of time. 6. The officer competent to dispose off the tenders shall have the right of rejecting all or any of the tenders. 7. No receipt for any payment alleged to have been made by a contractor in regard to any matter relating to this tender or the contract shall be valid & binding on Corporation unless it is signed by the Chief Engineer or other appropriate officer of PMC. 8. The memorandum of work to be tendered for and the schedule of materials to be supplied by the Corporation and their rates shall be filled in and completed by the office of the Chief Engineer before the tender form is issued. If a form issued to an intending tenderer has not been so filled in and completed, he shall request the said office to have this done before he completes and delivers his tender. 9. All work shall be measured net by standard measure and according to the rules and customs of the Public Works Department and without reference to any local custom. 10. Under no circumstances shall any contractor be entitled to claim enhanced rates for items in this contract. 11. Every contractor shall produce along with his tender a solvency certificate to the extent of 20% of the tendered cost of the work from the Collector of the District or Tahasildar of Taluka within which he resides or a banker's certificate of his financial stability. If he fails to produce such a certificate his tender will not be considered. 12. All corrections and additions or pasted slips should be initialed. 13. The measurements of work will be taken by methods in use in the Public Works Department. The Chief Engineer’s decision as to what is the usual method in Department will be final. 14. The tendering Contractor shall furnish a declaration along with the tender showing all works for which he has already entered into contract and the value of the work that Page 10

Every tenderer shall furnish along with the tender, information regarding the Income-Tax Circle or ward of the District in which he is assessed to income-tax, the reference to the number of the assessment and the assessment year, and a valid Income Tax Clearance Certificate. 16. In view of the difficult position regarding the availability of foreign exchange, no foreign exchange would be released by the Corporation for the purchase of plant and machinery required for the execution of the work contracted for. 17. Deleted 18. The Contractors shall also give a list of machinery in their possession and which they propose to use on the work in the form of Statement No. III. 19. Every contractor should furnish along with tender a statement showing previous experience and technical staff employed by him, in the form of Statement No. IV. 20. Successful tenderer will have to produce to the satisfaction of the accepting authority a valid and current license issued in his favour- under the provision of Contract Labour (Regulation and Abolition Act 1973) before starting work, failing which acceptance of the tender will be liable for withdrawal and earnest money will be forfeited by Corporation. 21. The contractor shall comply with the provision of the Apprentices Act 1961 and the rules' and orders issued there under from time to time. If he fails to do so, his failure will be breach of the contract and the Chief Engineer, may in his discretion cancel the contract. The contractor shall also be liable for pecuniary liability arising on account of any violation by him of the provisions of the Act. Page 11

I/We hereby pay an Earnest Money Rs. ___________/- (Rupees __________Only) through PMC gateway system for the said amount. 6. I/We bound myself / ourselves to deposit the initial security deposit, by FDR /Bank Guarantee as per the PMC rules as prescribed within/before 15 days after receiving the Letter of Acceptance/award of work failing which I/We shall have no objection to the forfeiture of the Earnest Money in full or else the said Earnest Money shall be retained by the PMC towards the Security Deposit as specified in the conditions. Which includes design and Construction of ROB along with approaches on Pune Miraj railway line at LC Gate No. 586 (Lump Sum Scope) and development of service roads, widening of Minor Bridge across nalla, shifting of various utilities and other allied works as per Schedule B B. Construction of Flyover / Grade Separator in Mukundrao Ambedkar Junction, Vishrantwadi, Pune. This includes design and construction of flyover and grade separator including their approaches (Lump Sum Scope) and development of service roads, shifting of utilities and other allied works as per schedule B. For guidance of bidders, General Arrangement Drawing (GAD) showing the arrangement of both works are along with obligatory requirements, as contemplated by the Employer are attached. However, the bid is to be awarded on the Contractor’s own design complying with the various obligatory requirements indicated herein as well as in the Design Criteria. For these purpose obligatory details shown in the typical GAD drawings enclosed, certain salient parameters which have been specified herein and in the Design Criteria are mandatory requirements. All other details are to be taken as indicative. The Contractor’s design should provide for specifications comparable or superior to those mentioned in the tender documents and as shown in the drawings and provided for, in the bid. The requirements of the obligatory span and other spans shall be as indicated in the GAD enclosed in Volume -III. While the scope of work is described in different parts as above, the work shall include all such details of construction which are obviously and fairly intended and which may not have been referred to in these documents, but which are essential for the entire completion of the Works. GAD prepared by the PMC (as provided in Vol III) through their Consultants is intended to give a fair idea of scope of work. The same are enclosed in Tender Document. However, it should be clearly understood that i. The Bidder is required to give lump sum offer based on his own design for the entire work – Soil investigation, Structures, ramps, junction improvements, filling/grading of low lying areas wherever necessary, ducts for street lighting/electrical work, service roads, footpath, road signages, road markings, crash barriers, kerbs, etc. as per detailed Employers requirements. The Bidder is deemed to have understood and visualized the nature and type of work contemplated with due consideration of qualitative and quantitative requirements of the job consistent with the site conditions, complexities of work which have a bearing on the actual execution/construction etc. While doing so, however, he must strictly adhere to salient parameters & obligatory requirement which are indicated herein later. iii. The levels of concrete/ bituminous pavement, service roads road shall remain unchanged. The Detailed Scope of Work for both works are described as below Scope of Work for Part (A) Name of Work: Design and Construction of ROB on Pune Miraj Railway line in lieu of LC gate No. 586 at Ghorpadi, Pune 1.1 Employers Requirement in Detail The ROB project is proposed on existing road across the Pune Miraj Railway line to avoid the interruption to traffic on account of closer of railway gate. The Components of the Project are as follows. The Components are also shown in the General Arrangement Drawing. Component No. Description of the Component The scope of work shall comprise Design & Construction ROB on Pune Miraj Railway Line at Ghorpadi based on the GA drawings (GAD) prepared by the PMC. 1 ROB on Pune Miraj Railway line at Ghorpadi The overall width of viaduct and approaches is 10.50 m. Whereas the overall width of ROB in Railway portion is 14 m (width of Deck Slab). On the curved portion of viaduct, the extra widening shall be 0.75 m either side with smooth curvature as per IRC specifications. (Refer GAD). The Approaches for ROB are of Reinforced Earth wall (solid ramps). 2 Development of remaining portion below viaduct portion. 3 Road markings, signage, road furniture and Street Lighting. 4 Traffic Diversion and Management. 1.2 Civil & Structural work: (As per GAD). This project is proposed across Pune Miraj railway line at Ghorpadi. It will provide the smooth movement of the traffic moving from entry and exit of vehicles plying on the main ROB. The bidders are requested to visit the site and get aware regarding the scope Page 17

The Detailed Employer’s requirement in respect of the components of the project as mentioned above is as follows, Component No 1:- ROB at on Pune Miraj railway line. Longitudinal Profile and horizontal geometry shall remain unchanged as shown in the tender Drawing Volume III as obligatory requirement. - Obtaining various approvals from railway department including but not limited to the GAD, methodology, structural designs and drawings. Also the charges of third party checking and supervision to be paid to the RDSO or any other Agency as decided by Railways/RDSO shall be paid by the Contractor. However, the statutory charges to be paid to Railway Department (P&E, D&G, Maintenance and Gangman Charges) will be paid by the PMC. If Railways overhead electric line is required to be shifted for launching of open web girders, the charges of the same shall be Deposited by PMC to Railways. - Provision of Vision barrier on Crash Barrier to obstruct the vision to defense establishments as per Tender Drawings and specifications. Offer quoted by Bidder shall be inclusive of the cost of launching of steel girders including temporary structures required if any. - The inspection gallery shall be provided for railway span as per GAD and as per requirements of railway department. - Staircase shall be provided on either side of railway boundary as per GAD and requirements of Railways. The Location of the staircase and footpath may be changed depending upon the availability of the land. No extra payment will be made on this account. The staircase may dog legged type or straight. Spiral staircase will not be allowed. - Implementing quality assurance plan and conducting various quality control tests as per requirement of railways. - The work in the Railway portion shall be executed strictly as per norms of Railway department under their supervision. - Necessary arrangements for execution of work in railway portion without stoppage of railway traffic or to execute the work in block periods. - Cutting /transplantation of trees fouling in the alignment of ROB and slip roads. Planting new trees in 3:1 proportion for removing existing trees. Including preparing necessary proposal for obtaining permissions for cutting of trees. - Minimum length and Width of viaduct portion shall be kept as per GAD. - Construction of open foundation includes necessary all temporary arrangements such as lineout, diversions, shoring and strutting, dewatering, co-ordination with concerned dept. etc. - Reinforced Earth wall shall be provided at the end of viaduct as shown in the GAD. The Pattern and aesthetic designs shall be got approved from Engineer before commencement of work. - Kerb of minimum size 165 mm in thickness and minimum 150 mm above the RTL in R.C.C M25 grade with reinforcement should be fixed along the Reinforced Earth wall side. The Space between RE wall and Kerb should be executed as per the drawing. - Maintenance of the adjacent roads during entire Construction period. (No extra payment shall be made against maintenance of slip roads). - Repair/reinstatement of the portion below the ROB excavated for the purpose of construction. - The Staging and centering arrangement required to execute the work. - Demolition, cleaning, removal and disposal of the material including providing all men and machinery. - Drainage spouts with draining arrangement as per Standard IRC drawings and as per design data and specifications. Drainage spouts including down take arrangement from wearing coat and connecting it to the nearest existing Storm water line by laying underground pipelines or as directed by Engineer in charge Page 19

Pune Municipal Corporation A) Design and Construction of ROB on Pune – Miraj Railway & B) Construction of Flyover / Grade Separator in Mukundrao Ambedkar Junction, Vishrantwadi, Pune Contractor: No. of Corrections Executive Engineer - Wearing coat on completed Superstructure as per design data and specifications including 3 mm thick bitumen membrane for water proofing. - Smooth matching of the approach portion of the ROB with the existing Carriageway of road for a length of at least 50m from touchdown point in addition to the length of proposed ROB. - Coordination and approvals from service providers of utilities. - Permissions/Clearances from component authority shall be obtained e. g Traffic, Railways, Defence, Pune Cantonment Board, Environmental etc. - Construction of facility for carrying Utilities lines all along the structure in anti-crash barriers and any other suitable arrangements conforming to the Design requirements. - The aesthetic scheme for the ROB i.e. design on RE wall as well substructure, superstructure and anti-crash railings should be got approved from Engineer – In Charge prior to execution of the work. - Artistic paint of the flyover as per the theme approved by the Engineer. - Load test on deck slab as per tender specification. - Supply and Fixing of DWC pipe 100mm in ACB for Street Light Poles Wiring in consultation with PMC. - Providing street lighting with LED fittings and 7 m height octagonal poles, wiring and all other accessories. - The Contractor is also obligated to reinstate the area of existing road with where he has carried out excavation for the construction purpose like piers/foundation, ramps etc. No separate payment will be made for the reinstating. - Improvement of junctions below viaduct as per requirement. Provision 300 mm wide of Divider on Railway Span and adjacent spans. - For Railway Span a duct for passage of utility lines shall be provided as per Tender GAD. Component No 2:- Development of remaining portion below the Viaduct portion - Below Viaduct portion the beam of 200 mm width and height 650 mm above ground level (with suitable foundation) shall be constructed for protection of Pier Caps, and super structure having inadequate vertical clearance. Component No 3:- Road markings, signage, and road furniture - Road furniture including guard rails, Kerb painting, road marking (center and edge lines, pedestrian crossings, chevrons, arrows, stop lines etc.) and road signage (informatory, cautionary, mandatory signs as per the IRC: 67- 2012 and as per requirement). - Two number of overhead gantries on either end of ROB displaying name of ROB. (Minimum Size – 11 m X 2.4 m) Page 20

Pune Municipal Corporation A) Design and Construction of ROB on Pune – Miraj Railway & B) Construction of Flyover / Grade Separator in Mukundrao Ambedkar Junction, Vishrantwadi, Pune Contractor: No. of Corrections Executive Engineer - Providing and fixing the box letters for displaying name of ROB on outer side crash barrier at two locations as directed by Engineer. - Providing speed breakers as per site requirement. - Providing and fixing of cat eyes @ every 3 m c/c on all edge lines and median markers @ every 6 m c/c on the anti-crash barriers and Kerb stones. Providing Solar raised pavement markers at junctions and start and end of ROB approaches. - Providing and fixing the granite tablet of size and matter as given by Engineer for Bhumi poojan and opening ceremony of ROB. Component No 4:- Traffic Diversion and Management - All traffic Management measures including provision of minimum 6 traffic wardens during construction period to maintain unhindered smooth flow of traffic. - Barricading in the entire area required for execution with Type of Barricading described in Annexure-5 of Design Data and installation of warning signs blinkers, led strips on barricades etc. - Repair and maintenance of distress, potholes in existing roads to ensure smooth flow of traffic during the whole construction period. 1.3 SITE CLEARANCE / SETTING OUT Marking out the center line of the ascending and descending ramps and various other components and complete lining out for proper lines and levels with total station survey including constructing station points, bench marks etc. as directed. This includes all the allied works like clearing the road side line removing and stacking of the existing kerb stones, etc. The surveying instruments used on the works shall be modern electronic equipment. Leveling shall be carried out with the help of Auto level only. In case of any discrepancy in values of TBM and levels, the top levels of Railway track at along center of bridge shall be adopted as TBM and all other levels shall be adjusted accordingly. All documentation such as videocassette, photographs, record drawings, testing record etc. as specified in tender shall be maintained by the contractor. 1.4 OPEN/PILE FOUNDATION 1.4.1 Geotechnical investigations with exploratory Bore holes and trial pits shall be carried out as per specifications as stated in the tender document at each pier location and one bore hole in each ramp portion. The Lump Sum Scope shall also include two exploratory Boreholes for widening minor bridge along the nalla next to the end of ROB. Geo Technical data given in the tender is for guidance only and contractor has to assess the existing strata before quoting the tender. 1.4.2 Providing suitable foundations, taking foundations through all strata up to required foundation level including embedment as per specification /design criteria. Open Foundation 1.4.3 The bottom of the foundation shall be taken to a level as stipulated in IRC Codes in case of Open foundation. In Case if the Pile Foundation is proposed by the Contractor, the Socketing in Hard rock shall be as per relevant IRC codes. No separate payment is payable to the Contractor for change in type of foundation except change in depth of foundation. The depth of pile for payment under variation clause shall be calculated beyond the depth of open foundation as per Tender after deduction of the length of socketing of pile in hard rock as per IRC 78. 1.4.4 Construction of shoring and strutting, dewatering for the piers / Abutments and other foundations (ramps etc.) where required shall be deemed to be included in the Lump sum offer. 1.5 STRUCTURE: 1.5.1 Sub-structure: i. Providing sub structure of piers, abutments, Pier/Abutment caps returns etc. as per design criteria. ii. The size & shape of piers and pier caps for all the spans shall not vary except the height of pier. The pier shall have decorative grooves or other such architectural finishes matching with the fascia of the superstructure with PMC logo as approved by the Engineer-in-charge. The contractor shall give the scheme for approval before execution. The approval of same shall be taken from the Engineer-in-charge. 1.5.2 Superstructure: i. Super structure shall be Precast PSC I girders, T Girders or Box Girders for Viaduct and Open Web Girder for Railway Span. Providing superstructure and decking for ROB confirming to the design criteria suitable for roadway particulars shown in the Tender drawings. iii. The superstructure shall be of uniform depth throughout the length between the Dirt walls of the Abutments and shall not have more than 6 number of expansion joint for better riding surface. iv. On the slab of the viaduct portion wearing coat is to be provided as per specifications or as directed by the Engineer-in-charge. v. 3 mm thick bitumen membrane shall be provided for water proofing. vi. Expansion joint shall be of Finger type only is to be provided as per specifications or as per design criteria. vii. The finished Road Top Level and Longitudinal gradient of the ramps shall not be steeper than that indicated in departmental drawings (GAD) viii. Bearings shall be POT PTFE only. The manufacturer shall be got approved from the Engineer in Charge before placing order. ix. Providing 100mm DWC pipe in median and crash barriers and street lights arrangements on fly over and approaches. x. Providing the RCC anti crash barrier with min 90 mm dia. C Class (Heavy) GI pipe railing as per design criteria. The GI Pipe shall be provided on Crash Barrier for full length except the portion of Vision Barrier. xi. The Casting of Superstructure/Deck Slab shall be done with Boom Placer only. 1.5.3 Other Appurtenances: i. Necessary bearings, pedestals for bearings, expansion joints, wearing coat, road kerbs, anti-crash barriers etc., waterproofing, mastic layer on the deck, etc. shall be provided as per design criteria. Height of RCC Anti crash barrier (Standard) shall be constant throughout and as per design criteria and Tender drawing. 1.6 OTHER PROVISIONS: 1.6.1 Drainage: Providing G. I. water spouts C.I / MS grating as per MORT&H type Design No. SD/303 at every 5.0 m. shall be provided. However, the diameter of pipe shall be 150 mm. Waterspout shall be 150 mm  G.I. and connected to runner pipe (GI pipe) of suitable diameter (Minimum 150 mm, Class C) and taken down by down take GI pipes of 150 mm diameter C Class (Heavy) at approved locations. Arrangement for clean out plug shall be made. Collection chamber shall be made and shall be connected to nearest existing S.W. drain through 300mm dia. NP3 pipe or as per direction of Engineer in Charge. The Page 23

Pune Municipal Corporation A) Design and Construction of ROB on Pune – Miraj Railway & B) Construction of Flyover / Grade Separator in Mukundrao Ambedkar Junction, Vishrantwadi, Pune Contractor: No. of Corrections Executive Engineer arrangement of down take pipes collecting surface water from bridge should be approved from Engineer in Charge along with GAD approval. 1.6.2 Painting / Anticorrosive treatment: Protective painting to the concrete surface below ground by one coat of primer and two coats of coal tar epoxy shall be provided. The whole substructure and superstructure of the project shall be painted with approved colour and quality of anti-carbonation acrylic paint with prior approval for vendor before execution of painting from Engineer In Charge as per specification MoRT&H 800. All kerbs and crash barrier shall be painted with one coat of primer and two coats of synthetic enamel paint. For Steel structure in railway portion one coat of zinc chrome primer and two coat of aluminum paint or as per requirement of Railway Department. The Contractor shall prepare the theme of the painting scheme and got approved from Engineer before commencement of the painting. 1.7 APPROACHES: PROVIDING APPROACH STRUCTURES AS FOLLOWS: 1.7.1 Providing Reinforced Earth Wall structure for approaches in ramps at ends of ascending and descending ramps including design, excavations, leveling pad, casting and erection of panels with all materials, and machinery etc. The shape and aesthetic designs of the panels shall be got approved from Engineer - in - charge before commencement of the work. In-build murals /PMC logo etc. shall be provided in the RE wall. The Thickness of RE wall Panel shall not be less than 180 mm. 1.7.2 Providing Filter Media filling behind RE wall for 0.6 m width. The height of rubble filling shall be up to the bottom of rubble matt / crust. 1.7.3 Providing friction slab over RE wall as per Specifications including PCC below friction slab. Providing approach slab of 3.5 m length on both approaches after dirt wall. 1.7.4 Providing granular sub-base over sub-grade (embankment filling) in reinforced retaining wall structure shall be confirming to Grade II as per MORT&H Clause 400.1 to 400.8. The minimum CBR strength of sub grade below road crust shall be 8 % with PD 98%. 1.7.5 Details of minimum road crust for solid ramps, & service (slip) road is as under (minimum total crust is 790 mm. thick. (a) Mastic asphalt 12 mm thick (compacted) (b) Bituminous Concrete (BC) as per MORT&H Specifications 40 mm thick (compacted) ( C) Bitumen Membrane 3 mm 1.8 PIER PROTECTION / ROAD SIDE KERBS: 1.8.1 Cut and Ease: Providing pier protection to piers at all spans by constructing RCC M25 pardi of min. 200 mm. thick around piers from 1.0m below existing GL to a height of 0.900 m. above RTL with a gap 50 mm between pier and pardi. The vertical reinforcement of 16 mm. dia. spaced at 150 mm. c/c and 10 mm. dia. spaced at 150 mm c/c as distribution steel shall be provided on the outer face and nominal steel on inner face of 10 mm. dia. spaced at 150 mm. c/c both ways in the RCC pardi. 1.8.2 Road Side Kerbs: Providing and fixing continuous RCC kerb stones in cement concrete M 25 of size 500 mm x 165 mm x 350 mm embedded 200 mm in ground and parallel to the ramp portion at the distance of 0.6m from outer edge of RE Wall and should be continued beyond the end of the ramp up to 10 m. on the either side of ramp to form island with illuminated sign post at the end for the safety of the traffic. 1.8.3 These kerb stones shall be provided on roadside parallel to the RE wall of reinforced earth structure to protect it from damages and to channelize the traffic running on side roads. The portion between the retaining wall and the kerb shall be filled up by proper material to have Interlocking Paver Blocks. 1.9 Road Side Chamber RCC chambers with waterway not less than 1.20 Sq. m. shall be provided below the viaduct for collecting water from viaduct top and shall be connected with 300mm dia. NP 3 pipes to the storm water drain along the existing storm water laid along service road. Longitudinal grade of the pipes shall be not less than 1 in 300. Inside of the chamber shall be suitably plastered with cement mortar 1:3. Heavy duty chamber covers with class AA loading /RCC M 35 top slab 150mm thick with necessary holes shall be provided. Down take pipe of ROB is to be connected to the chamber. Proper benching in the chamber is to be done. Page 25

Pune Municipal Corporation A) Design and Construction of ROB on Pune – Miraj Railway & B) Construction of Flyover / Grade Separator in Mukundrao Ambedkar Junction, Vishrantwadi, Pune Contractor: No. of Corrections Executive Engineer 1.10 Service Roads and Diversion of Services Items for development of service roads, widening of minor bridge and shifting of existing utilities fouling in the execution of structure will be paid as per the rates mentioned in the Tender under Schedule B for Service Roads and Allied Works or as per PMC DSR in case if the rates are not available in the Tender. The same shall not be included in the Lump Sum offer. 1.13 AESTHETICS As the proposed ROB is to be constructed in urban area, special care shall be taken for finishing works and aesthetics of the project. The Contractor shall quote their offers accordingly. Certain aesthetics aspects like smooth profile of soffit of superstructure shall be maintained. Matching grooves / flutings for piers, caps etc. shall also be provided along with artistic painting. A Logo of PMC shall be provided as directed by the Engineer in Charge. Contractor should display the name of ROB in the box letters of minimum height 24’’ as directed by engineer in charge on the structure within the lump sum offer. 1.14 TRAFFIC MAINTENANCE Through traffic shall be maintained without any obstructions in the area. Minimum 6 numbers of traffic wardens are required to be kept on site throughout the construction period for traffic control during day time as well as during night time as directed by Engineer in Charge. (The Contractor shall maintain the register of the wardens deployed and the payment for traffic management will be released on the basis of actual deployment of wardens and the actual provisions of barricading, maintenance of slip road etc.). Sufficient care shall be taken to avoid accidents. Proper red blinkers shall be erected to guide the traffic at night time. Cost of all these facilities will be deemed to have been included in lump sum offer & no separate payment will be entrained against these facilities. 1.15 SIGNAGES / STREET FURNITURE i. Necessary signage / furniture shall be provided as per the IRC/IS requirement. Sign boards like Arrows, Chevron markings, Lane markers, speed limits markers and any other markers etc. shall be with lettering in requisite size. ii. Retro-reflective cautionary, mandatory and informatory signs as per IRC 67-2001 made of high efficiency, full cube retro-reflective – diamond grade DG3 confirming ASTM Type XI sheeting of white color fixed over 3mm Aluminum Composite Panel (0.25+2.50+0.25) over which alphabets and numerals are reverse cut made using Electro Cuticle Film (ECF) with computerized cutting plotter. Two overhead gantries shall be provided at each end of ROB displaying the name of ROB, PMC logo and places information etc. The width of Gantry shall be equal to width of ROB and height of board shall be 2.4 m and minimum vertical clearance below board shall be 6.5 m. 1.16 STREET FURNITURE i. Necessary street furniture shall be provided as per requirement and MORT&H standards with the approval of the Engineer-in-charge. 1.17 Machineries with operator to be provided to PMC The contractor shall provide the Machineries with operator, diesel including maintenance to the PMC as when required by the Engineer in charge in the PMC area the expenses occurred will be paid to the contractor as per the rates prescribed in the tender. 1.18 Shifting of Existing Underground Utilities: The underground utilities if any encounter during execution of the work the same shall be shifted as directed by the Engineer in Charge. The works will be paid separately as per the rates in mentioned in the Tender under miscellaneous items or as per PMC DSR in case if the rates are not available in the Tender. The damages to the existing utilities during the execution of work due to negligence of the contractor will be not paid under this clause and the cost of such damages shall be borne by the contractor with rectification as directed by service provider. No separate claims will be entrained. There are some important underground utilities like 132 KV electrical line, 1000 mm Dia express water supply lines or any other which cannot be shifted or shifting of such utilities may involve higher costs and time, in such case the Contractor may require to change the span arrangement or provide the eccentric pier. No any extra compensation will be allowed for the same. Further, depending on the availability of site, the alignment of the ROB may require to be shifted laterally. No any claim will be allowed in such cases except payable under the schedule of variation for any change in length or width of the ROB on this account. 1.19 Location: The location of proposed ROB is on Pune Miraj Railway line in Lieu of LC gate No. 586 in Ghorpadi Area. 1.20 Drawings: Page 27

(Refer Drawings listed in Volume-III). However the Tender is to be awarded only on the Contractor’s own Design complying with the various requirements indicated in this Chapter as well as in the chapter of design criteria (Chapter-V of Vol- II) etc. For this purpose, details shown in the typical outline (GAD) drawings enclosed are to be taken as indicative and contractor shall prepare his own drawing considering salient parameters, which have been indicated on drawings and specified in this chapter and in the chapter of design criteria or elsewhere in the contract,. These outline drawings also specify the minimum acceptable mix, specifications and sizes for different components along with certain requirements and the contractor’s design shall provide for comparable specifications and in any case not inferior to those for corresponding components. 1.21 The lump sum price to be quoted by the tenderer shall be as per the scope as mentioned in clause above including other items as mentioned on drawing and specified elsewhere in the contract, in this chapter and in the chapter of design criteria and drawings. 1.22 For extra items of work beyond those covered in para above and other items as mentioned in this chapter and in the chapter of design criteria and drawings and elsewhere in the contract under the Lump Sum portion of the work or variation on the said portion, if any, the rates shall be paid as per current schedule of rates of PWD. 2.0 SALIENT PARAMETERS WHICH MUST BE ADHERED TO BY THE TENDERER The following are the various salient parameters which the tenderer must adhere to while preparing his design and drawings. 2.1. ASCENDING AND DESCENDING RAMPS- 2.1.1 Width and Cross Section Width of the ramps flies over and the requirements of carriage way shall be as indicated in Tender drawing and elsewhere in this volume. .2.1.2 Length of ascending and descending ramps The contractor’s proposal shall provide the length of each ramp to suit the SPAN / SPANS matching existing structure and gradients not steeper than those shown on the departmental drawing. The contractor shall provide the each ramp to confirm to these requirements including properly designed vertical curves for a design speed of 80 km/hr. (Summit curves at the joining point to main fly over and valley curve on either ends). The minimum length of open structure / via duct portion shall be per GAD. The height of solid ramp shall followed as per GAD and measured from existing road top level to proposed road top level of ramp at that particular point. Page 28

In the inner half portion of the valley curve-retaining structure shall be continued. In the outer half portion of the valley curve, crash barrier shall be provided up to the point where height of fill is more than 10 Cm above the existing road level. The foundation of crash barrier in this portion shall rest at least 60cm below the existing road level. 2.1.3 Camber and Super elevation Minimum camber to be provided to the carriage way shall be 2.0% (1:40 slope) as shown in the departmental drawing. Super-elevation where required shall be as per actual design (subject to a maximum of 4% if super-elevation needs to be provided in viaduct portion). 2.1.4 Vertical Clearance Minimum Vertical Clearance for Railway Span shall be 6.525 m above Railway Track and the for other obligatory spans the vertical clearance shall be as shown in Tender Drawings. 2.1.5 Traffic Diversion The contractor may adopt a suitable scheme of construction, which shall be got approved from concern Traffic Department. The responsibility of obtaining the approvals for scheme of traffic diversion to be adopted from concerned authorities e.g. Traffic Police etc. shall be that of the contractor only. Contractor shall enclose the entire work plan and cash flow forecast. He shall also enclose the detailed scheme of construction of superstructure along with his technical proposal in Envelope No. 1. 2.1.6 Program of construction of the entire work shall be arranged in such a way that it is completed in the stipulated construction time period. While preparing program working days of the PMC shall be taken in to account. 3.0 Site Office The contractor shall provide the semi-permanent type structure for site office with toilet & bathroom arrangement for consultants & PMC staff with air conditioning. The space for the site office & laboratory for material testing will not be provided by PMC. Contractor shall arrange the same within the site provided to him for construction of work and if site conditions does not allow the same, the Contractor shall arrange the place for site office and laboratory at his own cost & shall maintain the structure during construction period inclusive of payment of electric & telephone (Landline) bills, security & daily upkeep of the premises. The location of Site office & laboratory for material testing should be nearer to work place. The layout and designs for this shall be approved by Engineer-in-Charge. The cost of these facilities is incidental to the work and deemed to be included in the offer given by contractor. 4.0 Laboratory – The contractor shall arrange and maintain adequately equipped field laboratory at least of 50sqm area, as required for site control on the quality of materials and the works. It shall be provided with amenities like water supply, electrical supply etc. The contractor shall engage a well experienced Lab-in charge (bio-data to be approved by Engineer-in-charge) for conducting day to day test as per MORT&H & B.I.S. specifications. However, the results of all the tests carried out in the departmental laboratory in the presence or absence of the contractor or his authorized representative will be binding on the contractor. (vi) In case, some of the tests are required to be done outside the field laboratories, cost required for testing should be beard by the contractor. This will be deemed to be included in the contract price. Cost of testing of materials as directed by Engineer-in-charge for approving a particular material as laid down in para will have to be borne by the contractor. 4.2 The field laboratory shall be located on the site as directed by the Engineer-in-Charge. It shall be provided with amenities like water supply, electric supply etc. & including one personal computer as mentioned above. The laboratory with all services, furniture, and equipment’s shall be the property of the Contractor. 4.3. The equipment’s to be installed, operated and maintained are as listed .Minimum equipment to be provided at site laboratory. 4.4 No land is available with the PMC to be given to contractor for his establishment. The two lane unidirectional grade separator from Alandi side to Pune side and one arm (2 lane unidirectional) diverging from Alandi side to Airport Road side as per Tender Drawing having overall width of 9.0 m including retaining walls, gutters, storm water line, crash barriers on retaining wall etc. 3 Development of remaining portion below flyover. 4 Dismantling & re-erection of existing Foot Over Bridge (FOB) 5 Signages, Road marking and Road Appurtenances 1.1 Civil & Structural work: (As per GAD). The Pattern and aesthetic designs shall be got approved from Engineer before commencement of work. - Kerb of minimum size 165 mm in thickness and minimum 150 mm above the RTL in R.C.C M25 grade with reinforcement should be fixed along the Reinforced Earth wall side. The Space between RE wall and Kerb should be executed as per the drawing. - There may be some important underground utilities which cannot be shifted or shifting of such utilities may involve higher costs and time, in such case the Contractor may require to change the span arrangement or provide an eccentric pier. No extra payments / compensation will be allowed for such change in span arrangement. No claim will be allowed in any such cases except that which is payable under the schedule of variation for any change in length or width of the Flyover on this account. - Rehabilitation, reinstating, repair, re-construction and maintenance of the adjacent roads & portion below the flyover excavated for the purpose of construction. The carriageway capacity of the existing roads adjacent to the Flyover shall be maintained to same configuration as per existing. - The Staging and centering arrangement required to execute the work. - Demolition, cleaning, removal and disposal of the material including providing all men and machinery. - Drainage spouts with draining arrangement as per Standard IRC drawings and as per design data and specifications. Drainage spouts including down take arrangement from wearing coat and connecting it to the nearest existing Storm water line by laying underground pipe lines or as directed by Engineer in charge - Wearing coat on completed Superstructure as per design data and specifications including 3 mm thick bitumen membrane for water proofing. - Smooth matching of the approach portion of the flyover with the existing Carriageway of road for a length of at least 50m from touchdown point in addition Page 38

All other related works to conform to the Design Data mentioned in this Volume. Longitudinal Profile and horizontal geometry shall remain unchanged as shown in the Drawing Volume III as obligatory requirement. The storm water within the Grade Separator shall be collected through underground line of 600 mm Dia NP-3 pipes and shall be discharged to the nalla on Pune side located at @ 400 m from Vishrantwadi junction through 900 mm Dia RCC NP-3 Pipes. SWD chambers shall be of adequate size and depth, provided in RCC with Heavy Duty perforated RCC Cover and frames at spacing not more than 20 m. - Construction of foundations includes all necessary temporary arrangements such as line outs, diversions, dewatering, coordination with concerned dept. etc. - All usable material obtained from excavation of flyover and grade separator shall be used for embankment in flyover approaches. The bidders are requested to quote accordingly. - Retaining wall shall be provided as shown in GAD. The foundation of retaining wall should be below the crust of the grade separator meeting the minimum requirement stated in design criteria. - The raft of the grade separator will be over laid by 50 mm DBM and 25 mm Mastic bituminous treatment. - All other crust layers will be as per GAD and cross section attached in Vol – III. - Rehabilitation, reinstating, repair, re-construction with the crust as required for service portion and maintenance of the adjacent roads excavated for the purpose of construction. Transplantation of all eligible trees. - Dismantling of the existing street poles with bracket and allied fixtures with cables, junction boxes, earthling, light fixtures, lamps, fittings, Feeder pillars, transformer, switch yards, switchgear timers, etc. complete in all respect. The dismantled material shall be transported and stacked in the client’s stock yard. - Providing structural steel railing on the crash barrier of grade separator. - The whole substructure and superstructure of the project shall be painted with approved colour and quality of anti-carbonation acrylic paint in two coats with prior approval of vendor before execution of painting from Engineer In Charge as per specification MoRT&H 800. - Painting the ACB, Service road side and railing with two coats Anti- Carbonation Paint of approved colour & shade as directed by the Engineer. The contractor shall submit atleast three schemes of painting designed by an Architect to aesthetically improve the appearance of the grade separator. One scheme will be approved for execution by the Engineer-in-Charge. - Coordination and approvals from service providers of utilities. Construction of parabolic kerb between pier protection of piers for a of height 0.9 m above ground level (with suitable foundation) for Pier protection of width 300 mm and ht. 1.2 m shall be constructed for all piers for protection of Pier Caps, and super structure having inadequate vertical clearance. Component No. 4:- Dismantling of three arm FOB and reinstalling at locations within PMC limits. - The existing three arm Foot Over Bridge (FOB) shall be dismantled in such a way that the same can be reinstalled at two different locations within PMC limits as directed by the Engineer-in-Charge. The dismantled members will be reinstalled at the desired location to make the FOB usable to pedestrians at that location. The other structures housing the lift and its appurtenances will be dismantled in totality. The usable components of the lift well and lift machine room shall be carefully dismantled and deposited to PMC yard as directed by Engineer. All other members that cannot be salvaged completely will be transported to PMC warehouse as directed by the Engineer-in-Charge. - The lengths of the three arms is as follows: - 1. Arm 1: 42 m - 2. Arm 2: 34 m - 3. Arm 3: 22 m The FOB shall be reinstalled at the following locations - 1. COEP Boys Hostel to COEP exhibition ground, Shivajinagar – Approximate length of FOB reinstallation: 35 m. - 2. Pratiknagar, Vishrantwadi - Approximate length of FOB reinstallation: 45 m - The Contractor shall visit the locations to ascertain the length of the FOB to be Shifted and shall avail the services of a structural designer to design the dismantling and reinstallation process of the FOB. The Lump Sum quote of the Bidder shall be inclusive of dismantling, transportation, re-erection including Foundations, Structural Design, one additional staircase and repair/ replacement of damaged members of the FOB and painting after re-erection. Component No. 5:- Road markings, signage, and road furniture for flyover and grade separator - Road furniture including guard rails, Kerb painting, road marking (center and edge lines, pedestrian crossings, chevrons, arrows, stop lines etc.) and road signage (informatory, cautionary, mandatory signs as per the IRC:67-2012 and as per requirement). - Providing and fixing the metallic letters for displaying name of flyover on outer side crash barrier at obligatory span. - Providing speed breakers as per site requirement. - Providing and fixing of cat eyes @ every 3 m c/c on all edge lines and median markers @ every 6 m c/c on anti-crash barriers Page 44
