PRIMARY HEALTH CARE
Primary Health Care is essential health care made universally
accessible to individuals and families in the community by
means acceptable to them through their full participation and
at a cost that the community and country can afford.
It is the first level of contact of individuals and the family with
the national health system bringing health care as close as
possible to where people live and work and establishes the
first element of a continuing care process.

BRIEF HISTORY
30th World Health Assembly decided that the
main health target of the government and WHO
is the attainment of a level of health that would
permit them to lead a socially and economically

LEGAL BASIS
The legal basis of Primary Health Care (PHC) refers to the laws,
regulations, policies, and frameworks that define the
responsibilities, rights, and obligations of governments, healthcare
providers, and citizens concerning the delivery of primary
healthcare services. These legal foundations ensure that PHC is
accessible, equitable, affordable, and of high quality, forming the
backbone of national health systems.
THE ALMA-ATA
DECLARATION (1978)
The Alma-Ata Declaration (1978): This declaration, adopted by
the World Health Organization (WHO) and the United Nations, is
the cornerstone of the modern concept of PHC. It recognizes
health as a fundamental human right and advocates for universal
access to primary care, community participation, and health
equity. It stresses the need for governments to develop policies
that provide accessible, acceptable, affordable, and culturally
appropriate health care.
THE SUSTAINABLE
DEVELOPMENT GOALS
The Sustainable Development Goals (SDGs): Goal 3 of the
SDGs emphasizes the need for universal health coverage
(UHC), including financial risk protection, access to
essential health services, and access to safe, effective,
and affordable medicines and vaccines for all. PHC is seen
as the key approach to achieving UHC.

The Declaration of Astana (2018): This document reaffirms global commitments to PHC made in
the Alma-Ata Declaration. It aims to strengthen health systems to ensure universal access,
address social determinants of health, and promote people-centered care.

The following are the key points of the Astana Declaration:
• Health is a key element to achieving global peace, security, and development;
• All people should enjoy the highest level of wellness without any distinction and access to promotive, preventive, curative,
rehabilitative, and palliative healthcare should be provided to all;
• Persistent inequalities in health among all countries especially among the poor is socially, politically, and ethically
unacceptable;
• The fight against the relentless increase in the number of people dying from non communicable diseases should be
continued and intensified by expanding tobacco control and promotion of healthy lifestyle (Box 9.4 includes a list of priority
areas for health program development);
• Multisectoral action and engagement of all stakeholders in health will be pursued to make significant strides in achieving
health reforms across all nations and mainstreaming health in all government policies;
• Strengthen implementation of PHC 10 arid fragmentation and to ensure a resilient,gender sensitive, people centered health
care delivery system in all countries;
• Rally all governments of the world and other organizations to work together for full implementation of universal health
coverage;
and
• Empower communities through capacity building activities and promote health literacy among all population groups beyond
borders.

3This program exists to control the occurrence of
preventable illnesses especially of children below 6 years
old. Immunizations on poliomyelitis, measles, tetanus,
diphtheria and other preventable disease are given for
free by the government and ongoing program of the DOH.

The mother and child are the most delicate members of
the community. So the protection of the mother and child
to illness and other risks would ensure good health for the
community. The goal of Family Planning includes spacing
of children and responsible parenthood.

Environmental Sanitation is defined as the study of all
factors in the man’s environment, which exercise or may
exercise deleterious effect on his well-being and survival.
Water is a basic need for life and one factor in man’s
environment. Water is necessary for the maintenance of
healthy lifestyle. Safe Water and Sanitation is necessary
for basic promotion of health.

One basic need of the family is food. And if food is
properly prepared then one may be assured healthy
family. There are many food resources found in the
communities but because of faulty preparation and lack of
knowledge regarding proper food planning, Malnutrition is
one of the problems that we have in the country.

The diseases spread through direct contact pose a great
risk to those who can be infected. Tuberculosis is one of
the communicable diseases continuously occupies the top
ten causes of death. Most communicable diseases are also
preventable. The Government focuses on the prevention,
control and treatment of these illnesses.
This focuses on the information campaign on the utilization and
acquisition of drugs.
In response to this campaign, the GENERIC ACT of the
Philippines is enacted. It includes the following drugs:
Cotrimoxazole, Paracetamol, Amoxycillin, Oresol, Nifedipine,
Rifampicin, INH (isoniazid) and Pyrazinamide,Ethambutol,
Streptomycin,Albendazole,Quinine
