What is NFPA 70B & 70E
• The NFPA, or National Fire Protection Association, is a nonprofit organization
dedicated to promoting fire prevention and safety. It develops and publishes
codes and standards related to fire protection and electrical safety.
• Codes and regulations enforced by Fire Departments, State Fire Marshals,
Building Departments, Electrical Inspectors, OSHA and the EPA

Protection
Worker distance at which a 1 percent probability of ear
damage exists from a 20 kPa (3.0 psi) shock wave.
Boundary, Lung
Protection
Worker distance at which a 1 percent probability of
lung damage exists from a 70 kPa (10 psi) shock wave.
Hazard, Arc Blast
A source of possible injury or damage to health from
the energy deposited into acoustical shock wave and
high-velocity shrapnel.
Competent
Person
One who has received safety training and has
demonstrated skills to identify and avoid the hazards
involved
Protector A glove or mitten designed to be worn over rubber
insulating gloves.

Why Should We Care?
NFPA sees the growing use of Batteries and Battery Systems:
• Proliferating throughout industrial applications
• Especially important for renewable energy applications (Solar, Wind)
• Defining terms around the safe handling of de-energized energy storage
systems
Battery Effect:
When conductive materials
become electrically charged,
potentially causing electrical
shock or fire
Regulated Cell:
A battery cell that is subject to
regulations regarding its use,
handling, and disposal
Dielectric Absorption:
The property of certain capacitors
to recharge after being
discharged
Discharge Time:
The time required to discharge a
capacitor to below electrical
hazard thresholds
Charge Transfer:
Improper discharging of capacitor
networks that results in
transferring charge from one
capacitor to another capacitor
instead of fully discharging the
stored energy

A test cell that is used to measure
the electrolyte's performance
characteristics in a battery

“Electrical safety programs contain requirements
to consider the condition of maintenance of
electrical equipment and systems. The
objective of these requirements is to
emphasize the inherent risk to workers
associated with performing tasks on electrical
equipment that is not properly rated, not properly
installed, has not been properly maintained, or
otherwise exhibits evidence of an increased risk
level for electrical workers or operators.”

Qualified Electrician

7.4 Infrared Thermography
• 7.4.1
Infrared thermography shall be used when required to
verify temperature differences (ΔT) of the following:
• (1) Similar electrical components under similar loading
• (2) Comparison between electrical components and
ambient air temperatures
• 7.4.2
All accessible and necessary covers shall be removed prior to
infrared thermography inspection to provide a clear line of
sight to the equipment being scanned.
• 7.4.3
Temperature differences between the area of concern and
the reference area shall be documented.
• 7.4.4
Infrared thermography inspections shall be performed at
normal circuit loading.
• 7.4.5
Where normal circuit loading is not feasible, circuit loading
of not less than 40 percent of nominal circuit loading shall
be permitted.
• 7.4.6
Circuit loading characteristics shall be documented and
retained for future reference.
Standards are no longer a suggestion.
NFPA 70B 3.2.5: Shall. - Indicates a
mandatory requirement.
70B defines fundamental testing methods
and all the equipment that shall be tested
and at what intervals, depending on
capacity, environment and condition.
The very first Fundamental Testing
Method (NFPA 70B 7.2.1.1) is Infrared
Thermographic Inspection of Electrical
Connections.
