Issues
1.Work Force Quality
 25% of the Public Sector teacher and 40% of Public Sector
Medical worker were absent.
 Absence Rate ranged from 15% in Maharashtra to 30% in
Bihar
2.Infrastructure
 59% of the school had no drinking water and 89% had no
Toilets
 3.5% of primary schools in Bihar and Chhattisgarh had toilets
only for Girls
 The number of secondary School is almost half the number of
upper primary School in the country
3.Participation
 Lower secondary level enrolment rate is 52%
 Senior Secondary level it is 28%
 Preschools is merely is 18%
 48% drop-out rate in elementary education
4.Curriculum Issues
 Rote learning rather than problem solving
5.IES ‘over-regulated and under-governed
The Centre’s budgetary allocation is up 6x in the 11th Plan; the GOI spends a
whopping $30bn on education (3.5% of GDP, at the global average) AND YET
1. India has one of the lowest GERs (general enrollment ratios)
globally!!
2. 40% of the total student base is enrolled in private schools – 7% of
total capacity!
3. 0.85% of the $30bn spend is on capital expenditure and 80% spent
on teacher’s salaries .
