MEMORANDUM RATIONALE Policy Foundation Mandated to protect the right of every Filipino to quality, equitable, and culture-based education in a safe space. Harmonizes all DepEd issuances toward the common goal of child rights protection (LRP). Global Alignment Affirms the Philippines' commitment to the ASEAN Declaration on the Elimination of Bullying of Children. Implements strategies from the ASEAN Regional Plan of Action on Elimination of Violence against Children.
THE FILIPINO LEARNER Traits are shaped by Filipino cultural values: • Masigasig (Diligent) • Magiliw (Friendly) • Maalalahanin (Thoughtful) • Malikhain (Creative) • Matatag (Resilient)
SCOPE OF APPLICATION Governs interventions and protocols in both physical and virtual settings across: Public Schools: All elementary and secondary institutions. Learning Centers: All Community Learning Centers (CLCs). Encouraged Adoption: Private schools, SUCs/LUCs, and Overseas schools.
PREVENTION STRATEGIES Handbook Orientation for learners on rights, protection strategies, and procedures. Conduct Standardized Code of Conduct for both personnel and learners. Security Proactive security personnel and routine bag inspections.
CAMPUS SAFETY PROTOCOLS Bag Inspection Routine inspections use non-contact methods (electronic scanners, detectors). Full searches only permitted under "reasonable suspicion" of prohibited items. Prohibited Items Weapons, explosives, hazardous chemicals, and illegal substances. Disruptive items (lighters, vapes, gambling materials) are confiscated with formal slips.
DEVICE USE RESTRICTIONS Use of cellphones and portable electronic devices is prohibited during Instructional Hours. Sanctions: • 1st: Temporary confiscation until end of period. • 2nd: Confiscation until end of class hours + Parental notice. • 3rd: Deposited at School Head office + Disciplinary action.
RESPONSE SOPS Risk Assessment: Early detection using Initial Risk Assessment Forms. Incident Reporting: Clear, accessible, and confidential reporting channels. Investigation: Fact-Finding Investigation (FFI) within 10 days of report. Interventions: Psychological First Aid and Guidance Counseling support.
DISCIPLINARY FRAMEWORK Level Classification Action/Penalty 1st Level Minor Acts (Profanity, disruptive behavior) Written Reprimand / Parental Summon 2nd Level Serious Acts (Theft, slight injury, stalking) Suspension (max 5 days) / Non-readmission 3rd Level Severe/Complex (Drugs, weapons, sexual assault) Exclusion / Referral to appropriate law agencies
IMPLEMENTATION ROLES Central Office Policy M&E, standardized reporting, and funding allocation. Regional Office Technical support and consolidation of SDO reports. Division Office Staff capacity- building and investigation oversight. School / CLC Daily routines, positive discipline, and victim aftercare.
