The Consumer Complaints Committee (CCC) was established in Estonia in 2004 to provide an alternative dispute resolution (ADR) process for consumer complaints against businesses. It is competent to settle disputes valued over 300 kroons (around 19 EUR) arising from consumer contracts, except for disputes relating to health services, legal services, or real estate. An ESF-14 team developed a long-term recovery plan that considered relocating parts of the town to safer areas.
