I have long-since forgotten the context of the law or what particular incident may have precipitated the law. I do remember that at the time fulfilling the requirements of the law were relatively effortless and unremarkable. According to some individuals close to the situation, “legislation enacted by the Maryland General Assembly in 2010 required local ethics ordinances to be at least as stringent as state law. At the time, many municipal government officials expressed alarm over the breadth of the new financial disclosure requirements.
