Quotas are rounded to the next higher number. ► Example: Command with 506 total Enlisted billets:  506 x .01 = 6 quotas ► E4 quotas may be substituted for unused E5 or E6 quotas. ► E5 quotas may be substituted for unused E6 quotas.
