Republic of the Philippines Philippine Statistics Authority Importance of Gender in Development Process A1) Why is gender important in the overall development process Of these, women belong to the same paradigm as children as among the vulnerable population groups in society. Their survival and living conditions and health are of utmost importance to society. hence, their rights, welfare, and development are always at the core of the country’s social development goals. While significant strides have been made in improving gender balance in the country, there are considerable barriers that have yet to be hurdled and challenges loom yet ahead as homes, schools, and workplace continue to bear witness to unresolved gender inequalities.

Republic of the Philippines Philippine Statistics Authority Importance of Gender in Development Process A2) what has your organization been doing (and continue doing) to engender the development process? • Different development programs have been formulated to address gender issues and to incorporate gender in the development process: Philippine Development Plan for Women (PDPW 1989−1992) Philippine Plan for Gender-Responsive Development (PPGD 1995− 2025) Framework Plan for Women (FPW 2004−2010) Women’s Empowerment, Development and Gender Equality (WEDGE) Plan 2013−2016 • Aside from the development plans, government agencies allot 5% of their total budget to gender-related activities.

Republic of the Philippines Philippine Statistics Authority Importance of Gender in Development Process A2) what has your organization been doing (and continue doing) to engender the development process? • Per PSA Memorandum Order No. 13, Series of 2017, the Interagency Committee on Gender and Children Statistics (IAC-GCS) was created to serve a venue for discussing and resolving issues on gender and children statistics. Part of the work program of the Committee is to formulate guidelines in the development and maintenance of gender statistics database, which will be adopted by all government agencies. • The PSA Board Resolution No. 01, Series of 2017 – 031 entitled Enjoining Different Agencies to Promote Gender Concerns in the Generation of Statistics directs all concerned government agencies to adopt the Framework in the generation and analysis of gender and development indicators.

Republic of the Philippines Philippine Statistics Authority Importance of Gender in Development Process A2) what has your organization been doing (and continue doing) to engender the development process? • The Philippine Statistical Development Program (PSDP) 2018 – 2023 includes a chapter on Statistics on Children and Gender Development in which one of the activities contained in the chapter is the generation of gender-related SDG indicators such as MMR, IMR, etc. • Some of PSA products on gender and children, which are disseminated through web and in print: - Statistical Handbook on Women and Men, which utilizes vital statistics - Factsheet on Women and Men in the Philippines - Statistical Annex on Child Poverty, which also uses vital statistics - Infographics on Equity Profiles of Children (e.g., stunting, out of school youth and children) These statistics serve as reference of policy-makers and program implementers in crafting policy and programs towards women empowerment and gender equality. • Participation to various local and international fora where efforts and importance of gender statistics are presented and participation to the celebration of the annual Women’s Month every March, where gender statistics are highlighted.

Republic of the Philippines Philippine Statistics Authority Particularities of CRVS B) What are the particularities of civil registration and vital statistics in relation to gender issues in emergency situations? • Women and children OFWs whose ages are falsified in documents • Women, especially children who are victims of armed conflict- displaced and orphaned such as the arm conflict in Marawi City • Death of women and children who are victims of violence • Women and children losing civil register documents (like birth certificates) during calamities in the case of typhoon Haiyan or incidence of fire

Republic of the Philippines Philippine Statistics Authority Innovative Responses C) What innovative responses do you foresee to address civil registration and vital statistics and gender issues in emergency situations? • Strengthening the local civil registration; and • National ID system and linking of PSA-CRS records with different agencies such as DFA, POEA, BI and OWWA to address the following concerns: - registration of illegitimate children of OFWs - verification of birth documents of OFW women and children especially those who are service providers - registration of births and fetal deaths to teenage mothers - verification of birth records of young women engaged to foreign nationals - verification of birth records of stateless women and children in nearby countries
