O R G Kosovo STATS AND INFO POSITIVE PRACTICES WELFARE SYSTEM STRUCTURE ISSUES WITH THE SYSTEM UNEMPLOYMENT - ABOVE 30% IN 2013 N OF BENEFICIARIES FROM ALL SOCIAL PROTECTION SCHEMES 330.000 PEOPLE IN 2010 THE NATIONAL POVERTY LINE €1.72 PER DAY 29.7% OUT OF 1.8 MILLION POPULATION ARE CONSIDERED POOR EXTREME POVERTY IS HIGHER AMONG CHILDREN, THE ELDERLY, HOUSEHOLDS WITH DISABLED MEMBERS, FEMALE-HEADED HOUSEHOLDS, AND CERTAIN ETHNIC MINORITY HOUSEHOLDS THE SOCIAL PROTECTION IS MAINLY DELIVERED BY INCOME TRANSFERS (PENSIONS, BENEFITS FOR WAR VETERANS, SOCIAL ASSISTANCE SCHEME, DISABILITY PENSION AND BENEFITS FOR CHILDREN WITH DISABILITIES, ETC.). SOCIAL CARE SERVICES ARE PROVIDED BY DECENTRALIZED CENTERS FOR SOCIAL WORK, AND FOCUSED MOSTLY ON CHILD PROTECTION SERVICES. THE SOCIAL PROTECTION SYSTEM DOES NOT INCLUDE THE 75% OF THE POOR AND IS CONSIDERED AS CONTRIBUTING TO DEPENDENCY AND STATUS QUO NO MATERNITY SCHEME OR SCHEMES OF FAMILY INSURANCE FOR CHILDREN MANY SOCIAL SERVICES REMAIN CENTRALIZED WEAK HORIZONTAL AND VERTICAL CO-ORDINATION CLASH BETWEEN TECHNICAL AND POLITICAL GOVERNANCE NO PUBLIC DEBATE AND STAKEHOLDER INVOLVEMENT IN PLANNING AND MANAGING SERVICES. LICENSING OF SERVICE PROVIDERS IN PROCESS. MINIMUM STANDARDS FOR SOCIAL AND FAMILY SERVICES ADOPTED.
