O R G Bosnia and Herzegovina STATS AND INFO POSITIVE PRACTICES WELFARE SYSTEM STRUCTURE ISSUES WITH THE SYSTEM UNEMPLOYMENT: 27.7% NUMBER OF BENEFICIARIES: 41,410 CHILD BENEFICIARIES, FBIH: 36,092 CHILD BENEFICIARIES, REPUBLIKA SRPSKA: 61,995 THE SOCIAL WELFARE SYSTEM IN BIH IS FRAGMENTED, RATHER THAN DECENTRALIZED: TWO PARALLEL LEGAL FRAMEWORKS FOR SOCIAL PROTECTION IN THE COUNTRY (BIH AND REPUBLIKA SRPSKA) AND CANTON LEVEL IN FBIH AND MUNICIPAL ISSUES WITH THE SYSTEM INCLUDE FRAGMENTATION THAT LEADS TO PARALLEL LEGAL SYSTEMS AND OVERLAPPING RESPONSABILITES, LACK OF RESOURCES AND LACK OF CAPACITY. POSITIVE PRACTICES INCLUDE A BOTTOM-UP APPROACH AND THE INTRODUCTION OF CHANGES SIMULTANEOUSLY AT ALL LEVELS OF GOVERNANCE.
