  6. 6. • It allows a person to electronically interact with the Government. • An activation code is delivered by the Civil Registry and Identification Service and it is associated with the national ID number. • To date, there are 3,083,012 citizens with active password (18% of total population), 198 procedures available online (such as housing, social benefits).   7. 7. • Since 1979, Chile has had a targeting instrument to characterize the socioeconomic status of the population to deliver social benefits. • 2007 change on social policy: it would not be exclusively focused on the poorest, but would be delivered to the most vulnerable (System’s shortcoming: information delivered by the beneficiaries was self-reported). • 2016 Social Registry of Households, administered by the Ministry of Social Planning. Two examples of delivery of and access The Social Registry of Households (SRH) To date approximately 20% of the budget allocated to social programs and subsidies is spent based on information from the SRH. The SRH also allows to identify, in the territory, specific groups that are relevant for the programs and institutions. Use data that the Government already has of people and households (it uses the national ID number to match data) Citizens know the data and can update, rectify or complement it (with a Unique Password the data is updated instantly)
