What is Social Value? • Public Services (Social Value) Act 2012 – statutory January 31st 2013 • Aims to identify and secure benefits from public investment • Framework for thinking about how everything commissioned can generate wider benefit for the Community • Quote - ‘We mean ‘value’ not in its narrow (financial) sense but in its true sense – recognising the importance of social, environmental and economic well-being across our communities and our lives’ - Chris White MP

Commissioner’s perspective • Everything the VCS does adds value to society- so what is new? • First time commissioners have been allowed to take into account how you do it, not just what you do. • Greatest impact may be on for-profit sector- how will they work with the community & VCS • Sometimes its things commissioners cant specify because we haven't thought of them • Is the environment more important than the local economy, or employment opportunities?

  11. 11. Social Value, Commissioning & the Compact • Social value as a catalyst (not a distraction) to implementing the Compact • Some golden rules for each stage of the commissioning cycle, in order to achieve social value • Remember social value is a win-win-win but not a miracle!
