O R G Bulgaria STATS AND INFO POSITIVE PRACTICES WELFARE SYSTEM STRUCTURE ISSUES WITH THE SYSTEM IN 2014, 40.1% OF THE POPULATION IS IN NEED OF SPECIAL CARE TO OVERCOME POVERTY, SOCIAL IN- EQUALITY AND EXCLUSION FROM ACTIVE EMPLOYMENT. IN 2014, 31.7% OF CHILDREN AGED 0 - 17 YEARS IN BULGARIA ARE AT RISK OF POVERTY. THE CENTRAL GOVERNMENT BODIES CONDUCTING STATE POLICY IN THE FIELD OF HEALTH, EDUCATION AND SOCIAL ACTIVITIES ARE THE MINISTRY OF HEALTH, MINISTRY OF EDUCATION AND SCIENCE, MINISTRY OF CULTURE AND MINISTRY OF LABOUR AND SOCIAL POLICY. PROBLEMS OF FISCAL DECENTRALIZATION. THERE ARE ALSO NO EFFECTIVE INSTITUTIONAL MECHANISMS FOR COMBINING NATIONAL AND LOCAL INTEREST IN THE IMPLEMENTATION OF NATIONAL SECTORAL PRIORITIES. THERE ARE PROBLEMS WITH CAPACITY AND COMPETENCE OF HUMAN RESOURCES THE AWARDING OF CERTIFYING LABELS TO MUNICIPALITIES FOR ACHIEVING GOOD STANDARDS. THIS RESULTS IN INCREASED COMPETITION BETWEEN THE MUNICIPALITIES AND INCREASED INCENTIVE FOR IMPROVEMENT. ESTABLISHED METHODS FOR CITIZENS TO PARTICIPATE IN THE DECISION MAKING PROCESSES OF GOVERNMENT.
