  4. 4. Roadmap 1. Who are we? 2. EU F-Gas Regulation: Objectives 3. EU F-Gas Regulation: State of the art, impact and industry’s position 4. Q&A 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 5
  5. 5. EU F-Gas Regulation Objectives • European Union legislation to control F-Gases, including hydrofluorocarbons HFCs • Limits the total amount of most important F-gases sold in the EU from 2015 onwards • Bans the use of F-Gases in many new types of equipment where less harmful alternatives are widely available • Preventing emissions of F-Gases from existing equipment 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 6
  6. 6. EU F-Gas Regulation HFCs Phase down The F-Gas quota dictates the admissible amounts of HFCs that can be placed on the EU market: - 93% (2016), - 63% (2018), - 45% (2021) - 21% (2030) 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 7
  7. 7. EU F-GAS Regulation Outcomes • EU F-Gas Regulation pushed issue forward worldwide • Change in refrigerant usage already visible • Low-GWP and natural refrigerants at the forefront • HFC phase down is a reality and return to past very unlikely 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 8
  8. 8. Roadmap 1. Who are we? 2. EU F-Gas Regulation: Objectives 3. F-Gas Regulation: State of the art, impact and industry’s position 4. Q&A 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 9
  9. 9. F-Gas Regulation: Industry’s challenges HFC phase down is a reality and return to past very unlikely EU Commission Report 4 August 2017: …The Commission therefore sees no need to amend the provision pursuant to point 13 of Annex III of Regulation (EU) No 517/2014 Industry’s challenges: 1. Refrigerants’ price increase & availability 2. Technologies ‘F-Gas compliant’ 3. Safety standards 4. Awareness raising 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 10
  10. 10. F-Gas Regulation: Industry’s challenges Refrigerants price increase & availability • The progressive reduction in quantity of HFC to be placed on the market is having an impact on both availability and price • It is the policy objective to move industries away from refrigerants with a high GWP • A consequence of the legislation is that producers of refrigerants are progressively stopping to produce refrigerants that will no longer be allowed on the market 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 11

  12. 12. F-Gas Regulation: Industry’s challenges Technologies ‘F-Gas compliant’ • Manufacturers of equipment are facing the challenge of the equipment re-design • Medium-long term solutions are in the manufacturers’ radar • Significant R&D efforts and investments are in place 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 13
  13. 13. F-Gas Regulation: Industry’s challenges Technologies ‘F-Gas compliant’ (cont.) • All the players involved have to do their own part • Equipment maufacturers • Components suppliers (e.g. Compressors manufacturers) • Refrigerants producers • Industry representatives 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 14
  14. 14. F-Gas Regulation: Industry’s challenges Technologies ‘F-Gas compliant’ (cont.) Commercial refrigeration • Carbon dioxide • Propane • R404A replacement/retrofit • R407H • HFO/HFC blends Air conditioning 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 15 • R32 • HFO • HFO/HFC blends • Propane solutions • Carbon dioxide There is no one solution that fits all!
  15. 15. F-Gas Regulation: Industry’s challenges Safety Standards • The Commission has issued in November 2017 a standardisation request to CEN/CENELEC regarding the use of flammable refrigerants in refrigeration, air conditioning and heat pump equipment • It is not evident that building codes, will quickly accept the use of flammable refrigerants 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 16
  16. 16. F-Gas Regulation: Industry’s challenges Awareness raising • Towards contractors • Towards users of equipment (many are still unaware) • On the price evolutions of refrigerants 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 17
  17. 17. F-Gas Regulation Brief European overview: Germany • VDMA set up Eurammon in 1996 to advocate the use of natural refrigerants to accompany the policies that were on the German political horizon • Feb 2018 many German associations asked the Ministry of Environment to ask the EC for a modification of the F- Gas Regulation • The Ministry will not support this request • The Ministry will set up a communication campaign to support the move away from high GWP gases 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 18
  18. 18. F-Gas Regulation Brief European overview: Spain • A tax on Fluorinated gases is in place since 2014 • Tax target: 20€ per tonne CO2 eq 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 19
  19. 19. F-Gas Regulation Brief European overview: Denmark • Tax: ≈ 20€ per tonne CO2 eq (1234ze and 1234yf are exempted) 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 20
  20. 20. F-Gas Regulation Brief European overview: Sweden • The Swedish Heat Pump association (SKVP) has asked the Swedish Ministry of Environment to ask the EC for an exception based on article 15.4 of the F-Gas Regulation because of: • Price increases • Reduced availability (R410a) • Flammability of alternative refrigerants 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 21
  21. 21. F-Gas Regulation Brief European overview: Norway • Tax: ≈ 43€ per tonne CO2 eq (1234ze and 1234yf are exempted) 15 March 2018 Centro Studi Galileo European Conference during MCE 2018 22
