President’s Corner
Greetings Portland Post,
The 3 February meeting conflicted with Portland District's Leadership Development team
meeting in DC so I was unable to attend what I understand was a superb meeting. Over 70
members attended and enjoyed the fantastic presentation by our colleagues from PacifiCorp on
fish passage at high head dams. It is inspiring to see the private investment in protecting our
resources, and the collaboration with permitting agencies to create these win-win projects. This
presentation was another reminder of the Society's mission to "lead collaborative efforts to
identify and resolve national security infrastructure-related challenges."
We are able to continually meet this mission with our broad and diverse membership of the
Post. The success of our Post is partially created by continuing to grow our membership, from
both the Private sector and Public Sector. I encourage you to bring somebody new with you to
our next meeting to experience the Portland Post and look for the opportunities to expand our
membership. If you have a prospective member, please have them contact our Membership
Chair, Mr. Craig Crotteau, at crotteau@dawsonassociates.com.
In June, we will be hosting our annual Meet the Chiefs meeting. This will be a great meeting to learn about current and future federal
programs in the Northwest. We have invited the District Chiefs and Coast Guard leadership and we expect more to follow. We hope
to add an industry day with our small business partners to continue collaborating for successful projects.
Additionally, we provide a scholarship for a high school student to attend the Army, Air Force, or Marine SAME Engineering/STEM
camp this summer. More detailed information can be found at http://samecamps.org. Kari Nichols, kari.nichols@meadhunt.com is the
Portland Post's POC. Applications are due by March 25, 2016.

Background:
Tim is an energy leader. In 1992, he was drawn to the energy industry because it presented interesting environmental policy
challenges. In the early 1990’s he worked at Lawrence Berkeley National Laboratory where he authored numerous papers analyzing
state and federal electricity policies. His energy education continued at UC Berkeley where earned a Master’s degree in Public Policy
while studying Microeconomics, Statistics, Futures and Options Markets, and Analytic Methods for Energy and Resources. An early
pioneer in electricity trading, he held positions at The Williams Companies, Portland General Electric, Enron, and UBS. Tim served in
several capacities – trading his own profitable book, building and managing successful trading teams, designing and implementing
risk management systems, and innovating in renewable and retail electricity markets. Tim also has experience as an energy developer,
as a member of a small, alternative fuels development team he wore many hats. These included transaction-structuring, interfacing
with private equity and investment banks, negotiating supply and off-take agreements, and other aspects of the development process.
Originally, from Upstate New York, Tim and his family have enjoyed sunny Portland, Oregon since 1996.
Wholesale electricity markets in the west are undergoing profound transformations. The addition of large quantities of renewable
power is putting new stresses on the grid, and the problem will continue to grow as California and other western states achieve ever-
higher renewable portfolio standards. Wholesale power markets need flexible resources to balance the impacts of intermittent wind
and solar production. Pacific Northwest hydropower represents the largest source of flexibility on the western grid. At the same time,
western power markets are becoming increasingly integrated. Pacificorp has joined the California ISO energy imbalance market. Over
the next several years, it is likely that Puget Sound Energy, Idaho Power, and Portland General Electric will also join the California
ISO energy imbalance market. The combined impacts of higher renewable portfolio standards and increased market integration with
California will directly impact the energy and capacity products that are sold by northwest hydro generators into the market and the
value of those products. Tim Belden's presentation will explain how all of these factors are coming together to change the role of
Northwest hydro production in the markets over the next five years.

SAME Board Member Profile
SAME Portland Post is honored and very fortunate to have on its rolls the active membership
of Mr. Bud Ossey. Bud’s participation in Portland Post began in 1946, and spans seven
decades. He has served with distinction both in uniform as an Army Lieutenant Colonel and
as a career civilian with the United States Army Corps of Engineers. His involvement in
SAME serves as the epitome for future leaders, having established the standards for the rest
of us to emulate.
Committed and dedicated to the profession of military engineering and national defense, Bud
is a proud pillar of SAME, Portland Post and its traditions. As part of our Nation’s "greatest
generation," Bud helped design many of our great engineering projects on the Columbia
River that allowed our country to provide for much of the prosperity enjoyed today in the
Pacific Northwest.
In 1937, as a guest of his father, who was one of the chief
engineers that designed Bonneville Dam, he sat in the VIP
section at the dedication of Bonneville Dam by President
Franklin D. Roosevelt. The following year, due to the
Great Depression, Bud took leave from Oregon State
University and went to work for Bonneville Power
Administration in the first field office of the survey crew
for the Bonneville to Grand Coulee transmission line.
After serving his country in World War II as an officer in
the Corps, Bud went to work for Portland District in 1946.
He was the first civil/structural engineer hired in the newly
organized Corps’ Hydroelectric Design Branch (HEDB),
now called the Hydroelectric Design Center (HDC). He
was one of the leaders in the original design of the
powerhouses at McNary Dam, The Dalles, Chief Joseph,
John Day and the powerhouses on the Snake River. He was
also in charge of the design of the Green Peter powerhouse
in the Willamette Valley.
During his career with the Corps, he became more involved in
SAME. To highlight a few of Bud’s humble laurels
throughout the years, he served as Portland Post President,
National Director, Portland Post Honorary Director, was
among the first group of members selected for the honor of
Fellow in 1975, and is also a Fellow of American Society of
Civil Engineers. At the 1974, SAME Annual Conference in
Washington, DC, Bud successfully petitioned the
organization’s national leadership to move the next national
conference for the first time to the West Coast in Portland.
Largely through Bud’s contributions, the event was heralded
as the “best ever” by all those who attended.
Lastly, on behalf of his good friend and former Chief of
Engineers & Commanding General of the Corps of Engineers,
Bud helped initiate the Lieutenant General Itschner Endowed
Scholarship Fund at the OSU College of Engineering.
Besides being inducted into the OSU Engineering Hall of
Fame and a recipient of the Ultimate Fan Award as a fixture at OSU sporting events for nine decades including broadcasting football

and basketball with Bob Blackburn, Bud and
his late wife of 70 years were honored last
year with the dedication of the Bud and
Maxine Ossey Golf Center.
Bud is a caliber of gentlemen that merit the
highest honor in SAME. He has been a friend
to all and has done so much for his community
and served with the highest distinction. With
engineers today at the Corps, Bonneville
Power Administration and private industry
rejuvenating the workhorses on the Columbia
River and modernizing these majestic
leviathans, Bud serves as a touchstone of inspiration for current and future engineers.

2015 SAME Camper Reflection

SAME Portland Post sponsored a student to attend the SAME Engineering & Construction Camp at the US Air Force Academy in
Colorado Springs, CO, June 25-July 1, 2015. Mr. Kevin Miles is from Portland, Oregon and will be entering his sophomore year of
high school this fall. His favorite classes are in the area of applied science offering hands on learning and real world application.
Kevin was able to get more hands on experience at the US AFA Camp. Below is a letter and photos from his experience. Thank you
for your continued support of the Post and our camp sponsorships.
I would like to thank the Portland SAME chapter for selecting me to go to the
USAFA Engineering and Construction camp. I was in the Delta flight and
throughout the week experienced loads of cool and interesting projects that
furthered my interest in engineering. One of my favorite days was when I left the
campus and visited the Garden of the Gods and got to see the beautiful sights.
Another one of my favorite days was when I was able to launch a drone by myself
into the air. I learned how cool engineering was and that it can be fun yet also
challenge you. Our concrete beam that we designed was the strongest and held the
most weight out of all the other flights at about 4 tons or 8,000 lbs. We designed the
concrete beam by making a trapezoid structure out of the rebar, and we tried to
turn the tension into compression, as they pumped the weight onto it. Thank you
again for the awesome opportunity to travel and learn more about a very viable
career.

SAME Engineering and Construction Camps
Each year SAME sponsors three Engineering & Construction Camps for high school students to provide them with first-hand experience
in engineering and construction. The U.S. Air Force Academy in Colorado Springs, U.S. Army Corps of Engineers Research &
Development Center in Vicksburg, and the U.S. Marine Corps Base and Engineer School at Camp Lejeune are co-sponsors of the camps.
These one-week camps are high energy, hands-on events for students and are led by professional staff of engineers from both private
industry and the uniformed military services. Each camp has its own unique focus and theme and is a one-of-a-kind opportunity to learn
what engineers do!
The Portland SAME Post sponsors one outstanding applicant to attend their selected SAME Camp. The Post provides a portion of the
registration fee and airfare costs (including ticket, taxes, and fees) for the selected student. If you know a high school student that is
interested, please encourage them to apply. http://samecamps.org/

Saturday Academy Instructor’s needed
Saturday Academy strives to engage all motivated young people, including those from under-represented communities, in hands-on,
in-depth learning by connecting them to community experts as educators and mentors. Saturday Academy provides innovative
programs open to all students in grades 2 through 12. They value all learning, and offer experiences in many disciplines. They
emphasize, science, technology, engineering, and math (STEM), because these fields are critical for children’s careers and their fast
pace of change is difficult to address in traditional school settings. More information about the program can be located at their

Help: Saturday Academy is seeking instructors to support their Aeronautics, Rocket Science, and Engineering (Solar Car Challenge)

Save the Date – Emergency Preparedness 2016 in Hood River
The Oregon Chapter of the American Public Works Association (APWA) will be holding their 2016 Spring Conference in Hood River
on April 19-22. The focus of this conference will be on Emergency Preparedness, including a Major Cascadian Subduction
Event. The 4-day event begins with a golf tournament on the 19th followed by 3 days of technical sessions and presentations. APWA
member rates will be extended to SAME members to attend the conference. Please watch Oregon.apwa.net website for registration

Recently I was asked “How can SAME membership help me?” and I wanted to take a few minutes and explore this from a Portland
Post perspective. First, you get to live and work in the same great city where “Portlandia” was created and is filmed and you are a part
of one of the fastest growing cities in the country a great place to live and work with endless possibilities for recreation and
professional development. You reside in a city that is going to need great engineers and contractors to solve some of the toughest
housing, traffic, infrastructure, transportation, and natural resources problems in the country and it’s going to need a network of
professionals to help make the right long term decisions for our community. So how can SAME help? SAME helps you take charge of
your career by helping you build professional relationships, connecting you to peers, provides an avenue to share your ideas, seek
advice, and volunteer in our community. SAME membership can help you broaden your knowledge through professional development
seminars and events. The post can even provide you access to resources and keep you informed about engineering issues within our
community. It can also help you learn about job postings through networking in our professional community and helps you gain
access to current engineering events in our area, it can even just be fun to meet new people and grow as a professional. BUT…if you
are reading this article you already knew all that and then some, your membership is key to our success. So our post needs your help,
we need to grow our post, so invite others who will benefit, to join SAME. Encourage somebody new to attend our next meeting to

TME Mapping America’s Last Frontier

A multi-year initiative underway to digitally map Alaska will increase public safety and community preparedness throughout the
nation's largest state. With insufficient maps and no statewide digital orthophotos, Alaskans have long been challenged to manage the
state’s natural resources and infrastructure. Military and civilian pilots
also face perilous conditions in navigating through mountainous areas.
Now, a statewide digital mapping initiative is using interferometric
synthetic aperture radar (IFSAR) to create new maps and enhance
safety and preparedness throughout America’s Last Frontier.
SCOPE OF THE PROBLEM
Alaska has historically proven so difficult to map that some experts
believe the Moon and Mars have been mapped more accurately. Digital
orthophotos, common elsewhere, have never been produced statewide
because of the persistent cloud cover and the inaccuracy of the Digital
Terrain Model (DTM) required for orthorectification. The U.S.
Geological Survey’s (USGS) 1:63,360-scale topographic quadrangles of
Alaska have long been obsolete and were never produced to National Map Accuracy Standards. When the maps were produced in the
1950s from stereo photogrammetry, survey control was essentially non-existent. Digital cameras, GPS and photogrammetric block
triangulation had yet to be invented. Photogrammetrists had to bridge one stereo model at a time for each flight strip, then mosaic the
individual strips together. This is the equivalent of having survey control in Virginia, flying to Missouri to take aerial photos without
airborne GPS or ground control, returning to Virginia to produce maps with ana log technology, and then finding that the Gateway Arch
in St. Louis is mapped a mile in the wrong location.
Alaska has fewer total miles of paved roads than many counties in the continental United States. As a result, residents depend upon
aviation and thousands of small airstrips to access remote villages. However, flying in small aircraft across the state can be life-
threatening due to the poor quality of existing maps. Pilots must often navigate using instrument flight rules because darkness, clouds,
or fog prevent the use of visual flight rules. Some USGS topographic maps depict mountains more than a mile from their actual locations.
This has resulted in a consistently high rate of Controlled Flight into Terrain accidents.
Outdated or nonexistent maps have challenged the operations of government agencies as they manage a state spanning more than
600,000-mi² and with vast natural resources. The mapping insufficiencies have limited industry and economic development initiatives.
Climate change researchers also have struggled with inadequate map data as they address the impacts of global warming, shoreline
erosion, earthquakes, floods, and changes in permafrost conditions. Learn more at: http://themilitaryengineer.com/

Over 70 members attended and enjoyed the fantastic presentation by our colleagues from PacifiCorp on fish passage at high head dams. It is inspiring to see the private investment in protecting our resources, and the collaboration with permitting agencies to create these win-win projects. This presentation was another reminder of the Society's mission to "lead collaborative efforts to identify and resolve national security infrastructure-related challenges." We are able to continually meet this mission with our broad and diverse membership of the Post. The success of our Post is partially created by continuing to grow our membership, from both the Private sector and Public Sector. In 1992, he was drawn to the energy industry because it presented interesting environmental policy challenges. In the early 1990’s he worked at Lawrence Berkeley National Laboratory where he authored numerous papers analyzing state and federal electricity policies. His energy education continued at UC Berkeley where earned a Master’s degree in Public Policy while studying Microeconomics, Statistics, Futures and Options Markets, and Analytic Methods for Energy and Resources. An early pioneer in electricity trading, he held positions at The Williams Companies, Portland General Electric, Enron, and UBS. Tim served in several capacities – trading his own profitable book, building and managing successful trading teams, designing and implementing risk management systems, and innovating in renewable and retail electricity markets. Tim also has experience as an energy developer, as a member of a small, alternative fuels development team he wore many hats. These included transaction-structuring, interfacing with private equity and investment banks, negotiating supply and off-take agreements, and other aspects of the development process. Originally, from Upstate New York, Tim and his family have enjoyed sunny Portland, Oregon since 1996. Wholesale electricity markets in the west are undergoing profound transformations. The addition of large quantities of renewable power is putting new stresses on the grid, and the problem will continue to grow as California and other western states achieve ever- higher renewable portfolio standards. Wholesale power markets need flexible resources to balance the impacts of intermittent wind and solar production. Pacific Northwest hydropower represents the largest source of flexibility on the western grid. At the same time, western power markets are becoming increasingly integrated. Pacificorp has joined the California ISO energy imbalance market. Over the next several years, it is likely that Puget Sound Energy, Idaho Power, and Portland General Electric will also join the California ISO energy imbalance market. The combined impacts of higher renewable portfolio standards and increased market integration with California will directly impact the energy and capacity products that are sold by northwest hydro generators into the market and the value of those products. Tim Belden's presentation will explain how all of these factors are coming together to change the role of Northwest hydro production in the markets over the next five years.   • 3. PORTLAND POSTSCRIPTS | Mar 16 SAME Board Member Profile SAME Portland Post is honored and very fortunate to have on its rolls the active membership of Mr. Bud Ossey. Bud’s participation in Portland Post began in 1946, and spans seven decades. He has served with distinction both in uniform as an Army Lieutenant Colonel and as a career civilian with the United States Army Corps of Engineers. His involvement in SAME serves as the epitome for future leaders, having established the standards for the rest of us to emulate. Committed and dedicated to the profession of military engineering and national defense, Bud is a proud pillar of SAME, Portland Post and its traditions. As part of our Nation’s "greatest generation," Bud helped design many of our great engineering projects on the Columbia River that allowed our country to provide for much of the prosperity enjoyed today in the Pacific Northwest. In 1937, as a guest of his father, who was one of the chief engineers that designed Bonneville Dam, he sat in the VIP section at the dedication of Bonneville Dam by President Franklin D. Roosevelt. The following year, due to the Great Depression, Bud took leave from Oregon State University and went to work for Bonneville Power Administration in the first field office of the survey crew for the Bonneville to Grand Coulee transmission line. After serving his country in World War II as an officer in the Corps, Bud went to work for Portland District in 1946. He was the first civil/structural engineer hired in the newly organized Corps’ Hydroelectric Design Branch (HEDB), now called the Hydroelectric Design Center (HDC). He was one of the leaders in the original design of the powerhouses at McNary Dam, The Dalles, Chief Joseph, John Day and the powerhouses on the Snake River. He was also in charge of the design of the Green Peter powerhouse in the Willamette Valley. During his career with the Corps, he became more involved in SAME. To highlight a few of Bud’s humble laurels throughout the years, he served as Portland Post President, National Director, Portland Post Honorary Director, was among the first group of members selected for the honor of Fellow in 1975, and is also a Fellow of American Society of Civil Engineers. At the 1974, SAME Annual Conference in Washington, DC, Bud successfully petitioned the organization’s national leadership to move the next national conference for the first time to the West Coast in Portland. Largely through Bud’s contributions, the event was heralded as the “best ever” by all those who attended. Lastly, on behalf of his good friend and former Chief of Engineers & Commanding General of the Corps of Engineers, Bud helped initiate the Lieutenant General Itschner Endowed Scholarship Fund at the OSU College of Engineering. PORTLAND POSTSCRIPTS | Mar 16 2015 SAME Camper Reflection (By Kari Nichols, PE, Mead & Hunt SAME Portland Post sponsored a student to attend the SAME Engineering & Construction Camp at the US Air Force Academy in Colorado Springs, CO, June 25-July 1, 2015. Mr. Kevin Miles is from Portland, Oregon and will be entering his sophomore year of high school this fall. His favorite classes are in the area of applied science offering hands on learning and real world application. Kevin was able to get more hands on experience at the US AFA Camp. Below is a letter and photos from his experience. Thank you for your continued support of the Post and our camp sponsorships. I would like to thank the Portland SAME chapter for selecting me to go to the USAFA Engineering and Construction camp. I was in the Delta flight and throughout the week experienced loads of cool and interesting projects that furthered my interest in engineering. One of my favorite days was when I left the campus and visited the Garden of the Gods and got to see the beautiful sights. Another one of my favorite days was when I was able to launch a drone by myself into the air. I learned how cool engineering was and that it can be fun yet also challenge you. Our concrete beam that we designed was the strongest and held the most weight out of all the other flights at about 4 tons or 8,000 lbs. We designed the concrete beam by making a trapezoid structure out of the rebar, and we tried to turn the tension into compression, as they pumped the weight onto it. Thank you again for the awesome opportunity to travel and learn more about a very viable career. TME Mapping America’s Last Frontier Reprinted with permission from TME By: By Col. David F. Maune, Ph.D., CP, CFM, PSM, PS, GS, SP, USA (Ret.) A multi-year initiative underway to digitally map Alaska will increase public safety and community preparedness throughout the nation's largest state. With insufficient maps and no statewide digital orthophotos, Alaskans have long been challenged to manage the state’s natural resources and infrastructure. Military and civilian pilots also face perilous conditions in navigating through mountainous areas. Now, a statewide digital mapping initiative is using interferometric synthetic aperture radar (IFSAR) to create new maps and enhance safety and preparedness throughout America’s Last Frontier. SCOPE OF THE PROBLEM Alaska has historically proven so difficult to map that some experts believe the Moon and Mars have been mapped more accurately. Digital orthophotos, common elsewhere, have never been produced statewide because of the persistent cloud cover and the inaccuracy of the Digital Terrain Model (DTM) required for orthorectification. The U.S. Geological Survey’s (USGS) 1:63,360-scale topographic quadrangles of Alaska have long been obsolete and were never produced to National Map Accuracy Standards. When the maps were produced in the 1950s from stereo photogrammetry, survey control was essentially non-existent. Digital cameras, GPS and photogrammetric block triangulation had yet to be invented. Photogrammetrists had to bridge one stereo model at a time for each flight strip, then mosaic the individual strips together. This is the equivalent of having survey control in Virginia, flying to Missouri to take aerial photos without airborne GPS or ground control, returning to Virginia to produce maps with ana log technology, and then finding that the Gateway Arch in St. Louis is mapped a mile in the wrong location. Alaska has fewer total miles of paved roads than many counties in the continental United States. As a result, residents depend upon aviation and thousands of small airstrips to access remote villages. However, flying in small aircraft across the state can be life- threatening due to the poor quality of existing maps. Pilots must often navigate using instrument flight rules because darkness, clouds, or fog prevent the use of visual flight rules. Some USGS topographic maps depict mountains more than a mile from their actual locations. This has resulted in a consistently high rate of Controlled Flight into Terrain accidents. Outdated or nonexistent maps have challenged the operations of government agencies as they manage a state spanning more than 600,000-mi² and with vast natural resources. The mapping insufficiencies have limited industry and economic development initiatives. Climate change researchers also have struggled with inadequate map data as they address the impacts of global warming, shoreline erosion, earthquakes, floods, and changes in permafrost conditions.
