  3. 3. Edmonton East (Alberta) "Mr. Speaker, it is important to lessen the lifelong stigma of a criminal code conviction for minor possession of a small amount of marijuana for personal use, but I have difficulty with the method of achieving this goal and with the resulting penalties which appear to be too weak. The arguments for the insulation of our inquisitive youth from a potentially career wrecking criminal record are both laudable and reasonable, however, I remain concerned that there must be significant penal consequences for possession of larger quantities of a hazardous substance." 22. 22. London West (Ontario) He cited a Fraser Institute report that stated the federal government could realize over a billion dollars a year if pot was legalized. But London West Conservative MP Ed Holder said he couldn’t disagree more with the figures. Price, he said, will still create competition between the legal outlets and drug dealers. “That does not go away because it’s been legalized,” he said. “The underground economy does not go away.” Plus, Holder said, he’s never known of a situation in which a person using hard drugs didn’t start off with marijuana. “If you ask our local (police) chief if he thinks marijuana should be legalized, it would be interesting to get his reaction to that. I imagine he’d say no. The previous chief said no … because it leads to other things,” Holder said. “At what point do you put money ahead of principle?” March 11, 2014 Updated: March 12, 2014 | 9:34 am - “Legal pot would mean $60M tax windfall for province, London economist says“ By Scott Taylor - Metro http://metronews.ca/news/london/968678/60-million-a-year-legal-pot-would-mean-tax-windfall-for-province- http://unschedulecannabis.blogspot.ca Ed Holder, MP Conservative Party of Canada (519) 473-5955 holdee1@parl.gc.ca edholdermp.ca twitter.com/EdHolder_MP facebook.com/pages/Ed-Holder-MP-for-London- West/111702495519652 youtube.com/EdHolderMP london-economist-says/ Official Party Stance: Possession and Sales of Marijuana is a Criminal Offense.
  23. 23. Kingston and the Islands (Ontario) “The devil is in the details, we’d have to work out exactly how it could be regulated and taxed,” he said. “I haven’t studied the details as to how we’d change the marijuana laws, so I’d have to look at those to make sure it works.” The idea, according to Hsu, is to regulate and tax the drug. The government, then, would have more control over its availability, meaning less gang violence and lower policing costs. “The evidence seems to suggest that getting marijuana out of the hands of criminals might be a better way of dealing with any problems that come with it,” he said. 26. 26. Brome—Missisquoi (Quebec) Q) Jack Layton was in favor of legalization of cannabis in Canada. California and many other US States are moving ahead with this; what is the current status for medical marijuana in Quebec and what are the penalties for simple possession of cannabis in Quebec? A) "The reflection on the legalization of cannabis continues in Canada. Regarding the use of medical marijuana, the relevant legal framework applies. The sanctions for the simple sanctions for the simple possession of cannabis in Quebec are governed by the criminal code and the relevant and applicable jurisprudence based on the offence." 28. 28. Labrador (Newfoundland & Labrador) "First of all, I'm just going through the note here. It states that cannabis use would relieve secondary anxieties. Can this lead to a decrease in prescription drugs such as anti-depressants and those kinds of medications?"... “Have you done any research around whether it decreases the use of prescription painkillers? I've dealt with a lot of cancer patients, in particular, and I know that people in the health care system offered it as a form of treatment for patients, depending on what they were going through at the time. I'm just wondering if there's any evidence that it can reduce the use of painkillers, for example, for people who are suffering in that way.” Philippe Lucas (Doctoral Candidate, University of Victoria, As an Individual): “My primary area of research is called the cannabis substitution effect. That's a phenomenon where people either consciously or unconsciously use cannabis instead of using prescription drugs, alcohol, or illicit substances. The evidence suggests that approximately 80% of medical cannabis patients use cannabis instead of prescriptions drugs. About 50% use it instead of alcohol and about 35% use it instead of illicit substances. So, the retrospective studies certainly suggest that many, in fact the overwhelming majority, of medical cannabis patients reduce the use of pharmaceutical drugs by using cannabis.” May 13th, 2014 / 9:45 a.m. “Health Committee on May 13th, 2014“ http://openparliament.ca/committees/health/41-2/27/yvonne-jones-3/ Official Party Stance: Liberals understand the need to consider ending the prohibition of marijuana and addressing the root causes of crime to see real results. http://www.liberal.ca/getting-smart-on-crime-and-cannabis/ http://unschedulecannabis.blogspot.ca Yvonne Jones, MP Liberal Party of Canada 1-888-817-2483 / (709) 896-2483 Yvonne.Jones.C1A@parl.gc.ca yvonnejones.liberal.ca twitter.com/YvonneJJones facebook.com/yvonnejonesliberal

  31. 31. South Shore—St. Margaret's (Nova Scotia) "The majority of Canadians at some point in their life have broken the law and smoked marijuana or cannabis. Are we going to continue to have young Canadians and Canadians everywhere hold a criminal record because they were caught with a marijuana cigarette or because they made a mistake in judgment at some time in their life? I do not think so. I think it is up to the Parliament of Canada to deal with this issue in a comprehensive way, and decriminalization is a start."
