  • There are four categories of users of the SATCEN Tasks on behalf of the Council have priority. Other tasks are undertaken by the EUSC on a remaining capacity basis. The default priorities are in the order Member States and the Commission, International Organisations (especially NATO and the UN) and Third States. All tasks are co-ordinated through the DG E VIII POC (+32 2285 6008) on behalf of Mr Solana.
  • As SG/HR, Mr Solana is supported by his Policy Unit, the Joint Situation Centre and the Military Staff (see the grey box). An EUSC liaison officer/imagery analyst is embedded with the Joint Situation Centre.

The Secretary-General/High Representative shall give operational direction to the Centre, without prejudice to the responsibilities of the Board and of the Director of the Centre, respectively, as set out in this Joint Action. JA Art. 3: Political Supervision The Political and Security Committee (PSC) will, in accordance with its responsibilities for CFSP and in particular for the ESDP, exercise political supervision over the activities of the Centre and issue guidance to the Secretary-General / High Representative on the Centre’s priorities .

This unique capability should be developed and systematically used. </li></ul><ul><li>The Centre’s capacity to support EU operations will be developed with highest priority.
