Objectives of the budget• To enhance the growth rate from present 6.9%to 7.6%• To cut fiscal deficit from 5.9% to 5.1%• To take subsidies down to 2% of GDP for the current year.
Budget estimates for 2012-13 projects Rs14,90,925crore.Expenditure in 2012-13 Rs14,90,925 crore. Increase of 15%Fiscal deficit in 2012-13 Rs 5,13,590 crore which is 5.1 per cent of GDP.GDP growth expected to be 7.6%HEALTH: Total allocation for the health sector has been hiked to Rs 26,760 crore from Rs 23,530 crore last year – there is not much for them this year in the budget.(20% hike from last year)EDUCATION: This year Rs. 52,057 cr has been allocated. Allocation for education increased by 24 per cent over current year.

OVER VIEW OF HEALTH SECTOR• The total allocation for the health sector has been hiked to Rs.26,897 cr to Rs. 30,702 cr an increase of 14%.– there is not much for them this year in the budget.• All healthcare services exempted from service tax. However hospitals with twenty five or more beds and central air conditioning will not get this exemption! 5% tax will be levied on the actual value of the services provided by these hospitals and diagnostic tests.• Govt hospitals shall be exempted from this tax.
National Rural Health Mission (NRHM) is being implementedthrough ‘Accredited Social Health Activist’- ‘ASHA’Allocation for NRHM proposed to be increased from Rs.18,115crore in 2011-12 to Rs.20,822 crore in 2012-13. The Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) aimed at setting up of AIIMS-like institutions and up gradation of existing Government medical colleges is being expanded to cover up gradation of 7 more Government medical colleges.

EDUCATION SECTORThe Right to Education (RTE) Act is being implemented with effect fromApril 1, 2010 through the Sarva Shiksha Abhiyan (SSA). For 2012-13, I haveprovided `25,555 crore for RTE-SSA. This is an increase of 21.7 per cent over2011-12.In the Twelfth Plan, 6,000 schools have been proposed to be set up atblock level as model schools to benchmark excellence. Of these, 2500 will beset up under Public Private Partnership.The Rashtriya Madhyamik Shiksha Abhiyan (RMSA) was launched inMarch, 2009 to enhance access to quality secondary education. In 2012-13,I have allocated `3,124 crore for RMSA which is nearly 29 per cent higher thanthe allocation in 2011-12.A scheme for education loans is being implemented by banks. To ensurebetter flow of credit to deserving students, I propose to set up a CreditGuaranteeFund for this purpose.
