Reviewing rule 2 officials and duties

  1. 1. NFHS Basketball Rule 2 Officials & Duties
  2. 2. Rule 2 OFFICIALS AND THEIR DUTIES <ul><li>ART. 3 . . . The scorer and timer shall be located at the scorer’s and timer’s table on the side of the court. </li></ul><ul><li>It is recommended that the official scorer and timer be seated next to each other. </li></ul>
  3. 3. Section 2 OFFICIALS’ JURISDICTION <ul><li>ART. 1 . . . ……… </li></ul><ul><li>The use of any replay or television monitoring equipment by the officials in making any decision relating to the game is prohibited . </li></ul>
  4. 4. <ul><li>ART. 2 . . . The officials’ jurisdiction ……… begins when they arrive on the floor . </li></ul><ul><li>The officials’ arrival on the floor shall be at least 15 minutes before the scheduled starting time of the game. </li></ul>
  5. 5. <ul><li>ART. 4 . . . The jurisdiction of the officials' </li></ul><ul><li>is terminated and the final score has been approved when all officials leave the visual confines of the playing area. </li></ul>
  6. 6. <ul><li>2.2.4 SITUATION A: </li></ul><ul><li>The score is Team A-62 and Team B-61 when the horn sounds to end the fourth quarter. Prior to the referee’s approval of the final score , the coach of Team A directs obscene gestures at the officials. </li></ul>
  7. 7. <ul><li>RULING: A technical foul is charged and the result of the free throws will determine which team is the winner of the contest or if an overtime period will be necessary. </li></ul>
  8. 8. SECTION 4 REFEREE’S PREGAME DUTIES <ul><li>The referee shall: </li></ul><ul><li>ART. 1 . . Inspect and approve all equipment including court, baskets & ball…. </li></ul><ul><li>ART. 3 . . . Designate the official scorebook … </li></ul>
  9. 9. <ul><li>ART. 4 . . . Be responsible for having each team notified 3 minutes before each half is to begin. The official timer should sound the game horn three slow & deliberate times </li></ul><ul><li>ART. 5 . . . Verify with the head coach, prior to each contest that ( conducted at pregame conference @ 3min mark of warm-up period ).. </li></ul><ul><li>his/her team member’s uniforms and equipment are legal and will be worn properly </li></ul><ul><li>all participants will exhibit proper sporting behavior (good sportsmanship) throughout the contest. </li></ul>
  10. 10. COACHES VERIFICATION OF PROPER UNIFORMS/EQUIPMENT <ul><li>2.4.5 SITUATION A: </li></ul><ul><li>Before the contest both coaches verify that their teams are legally equipped. In the third quarter, A1 is discovered wearing a ring. </li></ul>
  11. 11. <ul><li>RULING: </li></ul><ul><li>A1 must leave the game and remove the jewelry and may re-enter the game at the next substitution opportunity, but no penalty is assessed against A1 or the coach. </li></ul>
  12. 12. <ul><li>2.4.5 SITUATION B: To the referee's pregame inquiry of coaches regarding all team members being legally equipped and wearing the uniform properly, both coaches responded &quot;yes.&quot; Three minutes into the first quarter, U1 observes A5 with a </li></ul><ul><li>tongue stud. </li></ul>
  13. 13. <ul><li>RULING: When the tongue stud is noticed, A5 must leave the game and may not return until the stud has been removed. </li></ul><ul><li>There is no technical foul assessed. (3-5-7) </li></ul>
  14. 14. SPECTATOR UNSPORTING BEHAVIOR <ul><li>2.8.1 SITUATION: What guidelines should be exercised by the officials when spectators’ actions are such that they interfere with the administration of the game ? </li></ul>
  15. 15. <ul><li>RULING: The rules book states “the official may rule fouls (technical foul) in either team if its supporters act in such a way as to interfere with the proper conduct of the </li></ul><ul><li>game.” </li></ul>
  16. 16. <ul><li>It is significant to note the word used is “may.” This gives permission, but does not in any way imply that officials must call technical fouls on team followers </li></ul><ul><li>or supporters for unsporting acts. </li></ul>
  17. 17. <ul><li>…… while officials do have the authority to penalize a team whose spectators interfere with the proper conduct of the game, this authority must be used with extreme caution and discretion . </li></ul>
  18. 18. <ul><li>COMMENT: Responsibility for the behavior of spectators is that of home or game management. </li></ul>
