  1. 1. Arab EE Guideline Monitoring & Evaluation Concept & Progress Regional Workshop: National Energy Efficiency Action Plans Tunis, 28 April, 2011 Ashraf Kraidy Senior Expert Regional Center for Renewable Energy and Energy Efficiency www.rcreee.org
  2. 2. EE Policy Purpose Effective EE EE Market Policy Creation or Transformation Stimulate the demand for EE projects Lead the projects from the inception ideas to the actual implementation www.rcreee.org
  3. 3. Effective EE Policy Dynamics Design NEEAP 1 Policy 3 EE Market Redefine assessment Years Implement stimulation Plan EE measures Evaluate quantifying Evaluation www.rcreee.org
  4. 4. Policy Cycle within the Arab EE Guideline www.rcreee.org
  5. 5. Definition Of NEEAP target and Potential GWh/y technically and economically Contribution to Quantify savings energy saving by achieved sector & Revision of Design policy policy and package by targets sectorMonitoring and Evaluation of Cost analysis forEvaluation polices and projects within Steps and services policesprocedures Implementation and monitoring www.rcreee.org
  6. 6. While designing the monitoring and evaluation system for the region An important question should be addressed:What makes Arab EE Guideline implementation is difficult in the region..? The EE market have been characterized by Week demand for EE services and products, the absence of market development tools and measures and underdeveloped supply leave the market stuck in a deadlock Tailored –made approach for Monitoring and Evaluation system is highly needed for the region www.rcreee.org

  8. 8. Monitoring and Evaluation Methodology Monitoring and Evaluation system is needed not only for the policy implementation and evaluation but also when developing the NEEAP itself. Main methodological challenge related to NEEAP is toassess relationship between potentials, targets and effects of measures www.rcreee.org
  9. 9. Monitoring and Evaluation Approach Top – Down Approach Bottom – Up Approach www.rcreee.org
  10. 10. EE targets in the Region Countries Date of Achieving Target Algeria (2007-2011) 1% per year (2020) 12% Morocco (2030) 15% Tunisia (2011) 20% Egypt (2022) 8.3% Jordan (2020) 20% Yemen (2025) 15% in Power sector www.rcreee.org
  11. 11. The need to EE Indicators Energy SecurityLong term policies on EE DependencyPolicy design and monitoring require the use of relevantindicators to optimize decision making and assessingpolicy choice at both global and sector level www.rcreee.org
  12. 12. Energy intensities for Member Statesdifferent baseat market prices in 2005) money, PPP or market rates.(kgoe/$US GDP years, real or currentThe energy intensity of an economy depends strongly on thestructure of the economy;Economies that emphasize heavy industry will normally have higherenergy intensities than economies that are characterized by highvalue added businesses and services.Energy intensity is mainly useful to examine trends; and it is not avalue judgment on the performance of EE.
  13. 13. Energy IndependencyEnergy Independency in some of RCREEE countries 2008 Energy Independency = Domestic demand – Domestic supply Domestic demand = net imports Domestic demandSource: Pan Blue Project
  14. 14. Electricity Intensity Electricity intensity in RECREEE and other regions (kWh/$1990)
  15. 15. RCREEE Direct Activities to Support the Arab EE GuidelineSupport drawing NEEAPs for all member statesSupport the guideline Implementation, evaluationand reporting (Watch Role) www.rcreee.org
  16. 16. Support drawing NEEAPsCoordination plan (MED-EMIP, MED-ENEC, LAS,ESCWA and RCREEE) to support countries to draw a3 year (NEEAP)1. Prepare NEEAP Template2. Workshop “National plans for energy regional challenges” Tunisia July, 20103. National workshops, Ministerial Meetings, National events and consultancy services Lebanon, Jordan, Syria, Libya, Algeria, Morocco and Egypt www.rcreee.org
  17. 17. Support the guideline Implementation (watch role of RCREEE)RCREEE will play the watch role for implementing andevaluating the NEEAPs• Tunisia workshop recommended “To request a regional institution to monitor the qualitative progress and quantitative impact of national energy efficiency action plans (NEEAP) and to publish regularly an annual report about its findings to be widely distributed and discussed through the stakeholders’ networks”• Resolution of the last EE workgroup and then the RE&EE Experts Committee meeting that RCREEE will be this regional institution www.rcreee.org
  18. 18. Objectives• RCREEE to provide most efficient support to LAS in the field of the implementation of the Arab EE directive.• This includes regular monitoring and reporting activities addressing authorities and the public as well as consulting and training.• Developing evaluation methodology and finding criteria for the screening and the evaluation of National Energy Efficiency Action Plans (NEEAP) and defining the content, structure and format of the outcome and reports• Awareness raising through disseminating of study findings: 1. Supporting awareness raising on the energy efficiency through communication elements (newsletter, press releases), expert articles and media campaigns 2. Organizing meetings and events 2011-2013 www.rcreee.org
