Use URIs as names (identifiers) for conceptual things. 2. Use HTTP URIs so that users can look up (dereference) those names. 3. When someone looks up a URI, provide useful information, using the open standards such as RDF, SPARQL, etc. 4. Include links to other URIs, so that users can discover more things.
