The main goal of the Soviet Union were rapid
industrialization, economic growth, and military
strength. The industry achieved more goals throughout
the extensive investments in heavy industry for example
steel, chemicals, and machine tools. The emphasis in
China was also on rural areas.

2. Overcommitment Of Resources
In both Soviet Union and China in there effort to increase
GDP. Both countries often overcome their economy’s
available resources. The consumers goods are often suffered,
since planning priorities emphasized heavy industry, rural
development, and the military.
3. Mobilization of Resources
Both Soviet Union and China at first both achieved some
measure of industrialization and the economic growth through
the mobilization of labour, capital, and raw materials. In the
early years of planning there was a substantial surplus labour in
agriculture, which the planners reallocated to industrials
production. Economic growth was achieved mainly by
increasing inputs rather than by using fixed amounts of input
more productively.
