Dr Anjal Prakash_Issues of water insecurity in periurban ggn and hyd

  1. 1. Water in-security in Peri Urban Gurgaon and Hyderabad Anjal Prakash January 11, 2012 IDRC, New Delhi
  2. 2. Understanding Peri Urban Water Security in South Asia Studying the implications of urbanization processes for water access and use in periurban locations – context – changing climate
  3. 3. Water (in)Security in Gurgaon, IndiaGurgaon, a district in the North-WestIndian state of Haryana, has grownsignificantly over the last twodecades (present population 6L)Growth took place due to proximityto Delhi and IT industriesLand prices have gone uptremendously – land mafias areoperational modern high rises co-existingWater table has been declining at arate of about two meters (six feet) with village settlementsevery year since 2006
  4. 4. Water (in)Security in Gurgaon, India• Poor aquifer to recharge due to erratic rainfall pattern coupled with the concrete structures• Large water bodies that have historically served as traditional rainwater harvesting structures (Johad) are now drying up• New settlements are replacing water bodies giving way to real estate growth Former village pond
  5. 5. Main Concerns..• Stress on groundwater resources – water table falling• Use of urban waste water for agriculture in periurban villages• Acquisition of lands to build WTPs in periurban villages to augment urban water supply• Rural-urban water flows- water tankers to meet urban requirements• Appropriation of groundwater for farm houses for urban elite
  6. 6. Water (in)Security in Hyderabad, India• Population 5.3 million (2001)• Massive development in real estate due to IT industries• Heavy Demand on water resources• Severe water shortage and lack of access to water for the poor in peri urban areas• The private tanker industry has flourished, and is rampantly extracting water to sell outside The Real estate Project (Lanco Hills) towering for commercial use upto 33 floors in Manikonda, a sought after peri- urban location for real estate growth
  7. 7. Water (in)Security in Hyderabad, India• The city has cascade of lakes which are in bad condition – 3084 lakes in HMDA’s core areas itself, many more in peri urban areas (data available 189)• peri-urban areas have lost several lakes during the process of development, which were earlier natural sources of water for agriculture and several other economic activities.• Sewerage water is diverted in the lakes which leads to pollution, Ground water contamination and diseases Shadan hospital near Peerancheru releases wastes into the lake

  13. 13. Water Security in Peri Urban areas• Land appropriation – a critical driver and necessary preconditions for reproducing urban communities ( appropriation of public land and water bodies)• Pressure on water consumption leads to – Reduction of recharge – concretization, destruction of water bodies – Increase of extraction – Quality deterioration (no treatment of waste water )• Destruction of local water body sources – replaced by groundwater sources or bringing water from outside - Consequences – expensive, larger eco-footprints - local self reliance of water breaks down• Ecological foot prints of the cities and how it is borne by the people in periphery• Urban planning Vs Environmental Planning
