A Perspective on Preprints

  1. 1. A Perspective on Preprints Philip E. Bourne PhD, FACMI Stephenson Chair of Data Science Director, Data Science Institute Professor of Biomedical Engineering peb6a@virginia.edu 07/18/17 A Perspective on Preprints 1
  2. 2. My Post-NIH Perspective: Maximizing the value of what I produce and maximizing my use of what others produce .. 07/18/17 A Perspective on Preprints 2
  3. 3. Some Key Issues to Consider • Governance • Accessibility • Reuse • Sustainability • Innovation 07/18/17 A Perspective on Preprints 3
  4. 4. Governance • All stakeholders must be represented • All views must be heard and opinions valued and consensus acted upon • The governance process must be transparent • Governance must be driven by maximizing scientific availability not maximizing profit and/or recognition 07/18/17 A Perspective on Preprints 4
  5. 5. Accessibility • Accessibility should honor the rights of the individual • Accessibility should be by machine and humans • As much content as possible should be available as CC-BY • All content should be findable and accessible from a single search point (think Google) 07/18/17 A Perspective on Preprints 5
  6. 6. Reuse / Innovation / Sustaiability • Reuse should be maximized for both humans and machines – Formats should be open and well understood • For profit reuse should be encouraged when it funds the underlying raw and open content 07/18/17 A Perspective on Preprints 6
  7. 7. Feature Single Multiple Governance Accessibility Reuse Sustainability Innovation Likely Success Measure • Governance – witness todays publishers and their different policies • Accessibility – Depends on the specific server - Must be open API’s, open content as far as possible • Ditto reuse – Depends on specific server, formats etc. openness • Sustainability – Single point of failure • Innovation – Many brains are better than one 07/18/17 A Perspective on Preprints 7
  8. 8. Where We Need to Be All stakeholders need to understand the outcome of a single CZI/BioRxiv run preprint service vs other options 07/18/17 A Perspective on Preprints 8
