As the Senior Civil Engineer of the Project Management and Engineering Department of the Aboriginal
Relations Division, Mr. Hartmann was the project manager and directed Manitoba Hydro’s capabilities in

Developed and implemented an invoicing procedure and tracking system in the Project
Management and Engineering Support Department for the Division which did not formerly exist to
manage the interface between the construction contract administration of projects in six First Nation
Reserves and the Divisions accounting department.
Using MS Project critical path methods, resource loading and gannt schedules, developed a five
year plan for 106 identified Northern Flood Agreement related obligation works for shoreline erosion
protection including areas where high lake water levels trespassed onto Reserve Land for six First
Nation communities. Then transferred the five year plan onto a five year calendar drawn up in
AutoCAD to be viewed on a single roll plot for project monitoring and tracking purposes and future

Mr. Hartmann gave expert witness testimony before The Mining and Lands Commissioner of
Ontario on behalf of KWG’s Canada Chrome Corporation subsidiary in a case against Cliff’s Natural
Resources Inc. and the Minister of Natural Resources. Mr. Hartmann’s client was seeking an
injunction in a billion dollar dispute over rights to build mining infrastructure. On September 10 th,
2013 the case was ruled in Mr. Hartmann’s client’s favor by The Mining and Lands Commissioner of

Involved in the Invitation To Participate In Dialogue phase of the 57 km N17/N18 Gort to Tuam
Public Private Partnership project (in the tender phase) reviewing tenderers’ drainage Outline
Conceptual Designs and also reviewing preliminary contract documents for amendments.
I used Sustainable Drainage Systems (SuDS) techniques (also known as Low Impact
Development) to reduce potential environmental impact from highway runoff.
This included the use of filter drains, source control, swales, attenuation/settlement ponds and
wetlands to treat pollution from heavy metal accumulation on pavements before being released
into receiving waters.
Responsible for the design using FHWA HDS5 methods of around 100 culverts on the N15 Stranolar to Ballybofey, N21 – Adare Bypass projects, N18 - Gort to Crusheen project and the
carriageway drainage network modeling on the N30 – Moneytucker to New Ross (20 million
euro) and N4 – The Downs projects.

I was the lead project engineer for the hydraulic modeling design, using Bentley Geopak Drainage software, of
1.4 miles of storm sewer trunk line comprising about 140 inlet lateral links and 120 commercial driveways with
an ADT of 23000 on 4 lane undivided urban roadway with minimal existing drainage as part of a TxDOT 3R
project. Part of my duties included presenting my drainage design to the client and answering their questions
and incorporating their comments into the design, establishing a relationship with the client, leading the
drainage aspect of the progress meetings with the client, directing a junior engineer and CAD.
Played an integral role in securing a $25 million dollar project on the fiscal year’s letting schedule.
Designed traffic control plans for the upgrade and reconstruction of US77 and frontage roads in
Raymondville using Axiom productivity software for Microstation. Delivered a 12 month project in three
months and won the KBR MVP Award in 2006.
Reduced initial earthwork estimates on a proposed reservoir project in Oklahoma, which the Water
Resource Team project had been unable to win in 2006 - 2007. Decreased earthwork cut from 100 million
CY to 20 million CY on a 5.3 sq mile reservoir utilizing Geopak Site.
Designed a storm sewer network with 140 inlets, receiving discharge from an archaic city sewer system in
the City of Corsicana. The network had to be retro-engineered from a subsurface utility exploration survey
with Geopak Drainage. The old and new systems together had an outfall discharge of 600 cfs.
I created utility plan and profile sheets identifying all existing utilities along project right-of-way and
required relocations went to utility coordination meetings and met with representatives of utility companies.
I put together and sent out notices on behalf of TxDOT to utility companies and was in charge of all utility
coordination for the Williams Drive project in Georgetown, Texas.

The water line and sewer line design consisted of analyzing the most feasible location and the alignments for
the pipe trunkline. I used local municipal codes to determine horizontal and vertical clearances from other
existing water and sewer lines and other utilities and also manhole spacing. I analyzed survey data and
created topographic AutoCAD maps of the project site and created contours for the area around the sites. I
also researched asbuilts for additional information.

Designed 3.5 miles of sanitary sewer line in combination with 0.5 mile of force main and lift station. Tied
vertical alignment into a future planned gravity sewer line in the Lake Ray Hubbard area improving the
City of Rowlett's residents’ sanitary sewer access.
Planned a network of four cascading ponds for the City of Sachse, which addressed a development issue
that didn’t provide for the additional runoff from a previously built sub-division. The City of Sachse was
satisfied as well as an adversarial neighboring property owner that was receiving flood damage.
