Page 2 of 9 Achievements Developed and implemented an invoicing procedure and tracking system in the Project Management and Engineering Support Department for the Division which did not formerly exist to manage the interface between the construction contract administration of projects in six First Nation Reserves and the Divisions accounting department. Using MS Project critical path methods, resource loading and gannt schedules, developed a five year plan for 106 identified Northern Flood Agreement related obligation works for shoreline erosion protection including areas where high lake water levels trespassed onto Reserve Land for six First Nation communities. Then transferred the five year plan onto a five year calendar drawn up in AutoCAD to be viewed on a single roll plot for project monitoring and tracking purposes and future adjustments. TETRA TECH, INC ● 2011 - 2013 Tetra Tech is a global multidisciplinary engineering firm providing infrastructure services and management consulting environmental services, mining services, Tetra Tech, is based in Pasadena, CA, has over 12,000 employees located in 330 offices worldwide, with over 25% (3,600 employes) located across Canada. Mr. Hartmann gave expert witness testimony before The Mining and Lands Commissioner of Ontario on behalf of KWG’s Canada Chrome Corporation subsidiary in a case against Cliff’s Natural Resources Inc. and the Minister of Natural Resources. Mr. Hartmann’s client was seeking an injunction in a billion dollar dispute over rights to build mining infrastructure. Achievements Designed 700 ft vertical and horizontal alignment for directional drilling road bore for Valero refinery around numerous pipeline and utility obstructions for a new pipeline connection from the refinery to a storage tank which had to be completed under a demanding schedule to be completed for a planned refinery turnaround (shut-down). This was completed with no underground investigations having been initiated. Senior Engineer HIGHWAYS ENGINEERING Senior Engineer in the Highways Division assisting project managers in the Project Supervisor Design Process on the N21 – Castleisland Bypass (15 million euro), N30 – Moneytucker to New Ross, N15 - Stranolar to Ballybofey (90 million euro), N18 - Gort to Crusheen (110 million euro).

I used Sustainable Drainage Systems (SuDS) techniques (also known as Low Impact Development) to reduce potential environmental impact from highway runoff. This included the use of filter drains, source control, swales, attenuation/settlement ponds and wetlands to treat pollution from heavy metal accumulation on pavements before being released into receiving waters. Responsible for the design using FHWA HDS5 methods of around 100 culverts on the N15 Stranolar to Ballybofey, N21 – Adare Bypass projects, N18 - Gort to Crusheen project and the carriageway drainage network modeling on the N30 – Moneytucker to New Ross (20 million euro) and N4 – The Downs projects. UK & Irish Hydrological methods used included: FSR (Flood Studies Report), IH124 (Institute of Hydrology Report 124), Poots-Cochrane report, GDSDS (Greater Dublin Strategic Drainage Study) to estimate catchment area runoff Performed soil type analysis from soil survey study reports to estimate catchment area runoff with the FSR method Interpreted geotechnical reports, drill hole logs, bore hole logs to assess fracture characteristics in limestone karst formations for infiltration suitability in areas lacking surface outfalls

Project included storm sewers, culverts, ponds, and wetlands. Led drainage design for a fast track, $40 million highway project for the N21 Castleisland Bypass project. Successfully secured necessary funding from the Irish National Roads Authority. KBR, DALLAS, TX ● 2004 - 2007 With more than 35,000 employees around the world, KBR is a global engineering and construction services company offering procurement to program and project management in the energy, hydrocarbons, government services, and civil infrastructure sectors. Project Engineer Schematic design Environmental erosion control plans Plans, Specifications & Estimates work Utility layouts & utility coordination Generation of plan and profile sheets Drainage design for urban storm sewer plan Roadway geometric and superelevation design Reservoir (5.32 mi , 34000 ac-ft) geometry and Traffic control plans, drainage, earthwork design 2 SW3P (Stormwater Pollution Prevention Plans) I was the lead project engineer for the hydraulic modeling design, using Bentley Geopak Drainage software, of 1.4 miles of storm sewer trunk line comprising about 140 inlet lateral links and 120 commercial driveways with an ADT of 23000 on 4 lane undivided urban roadway with minimal existing drainage as part of a TxDOT 3R project. Part of my duties included presenting my drainage design to the client and answering their questions and incorporating their comments into the design, establishing a relationship with the client, leading the drainage aspect of the progress meetings with the client, directing a junior engineer and CAD. Achievements Played an integral role in securing a $25 million dollar project on the fiscal year’s letting schedule. Designed traffic control plans for the upgrade and reconstruction of US77 and frontage roads in Raymondville using Axiom productivity software for Microstation. Delivered a 12 month project in three months and won the KBR MVP Award in 2006. Reduced initial earthwork estimates on a proposed reservoir project in Oklahoma, which the Water Resource Team project had been unable to win in 2006 - 2007. Decreased earthwork cut from 100 million CY to 20 million CY on a 5.3 sq mile reservoir utilizing Geopak Site. Designed a storm sewer network with 140 inlets, receiving discharge from an archaic city sewer system in the City of Corsicana. The network had to be retro-engineered from a subsurface utility exploration survey with Geopak Drainage. The old and new systems together had an outfall discharge of 600 cfs. I created utility plan and profile sheets identifying all existing utilities along project right-of-way and required relocations went to utility coordination meetings and met with representatives of utility companies. I put together and sent out notices on behalf of TxDOT to utility companies and was in charge of all utility coordination for the Williams Drive project in Georgetown, Texas.

Quality Control for Plan Production Division Quality control of all roadway, drainage and traffic management plans on the Lone Star Infrastructure project, new construction of an 89 mile ($1.1 billion) design/build project of the SH 130 Toll Road project around east side of Austin towards San Antonio. Ensured contract conformance for Plan Production Division Resolved identified non-conformance issues for Texas Department of Transportation CAD standards given in contract. Used Axiom (3rd party Microstation software) in conjunction with MS Access to analyze 5000+ CAD drawings Achievements Ensured contract conformance and worked with Division Director to resolve identified non-conformance issues using Axiom (3rd party Microstation software) in conjunction with MS Access to analyze 5000+ CAD drawings for Texas Department of Transportation CAD standards given in contract. STERLING SCOTT LUFKIN, TX ● 1998 - 1999 and 2001 - 2003 Engineered metal buildings company. Contract Engineer Developed quotes, cut lists and estimates for sale and construction of engineered metal buildings. Produced erection drawings, foundation plans, detail drawings of beam and column connections and roofing connections. Achievements Rehired as result of excellent pre and post sales project work, which consistently closed sales. Pre sales project work played a key role in closing sales and expanding customer base. TEXAS DEPARTMENT OF TRANSPORTATION, NACOGDOCHES, TX ● 1999 - 2001 Manages design, maintenance, planning, programming, and funding for State of Texas transportation infrastructure for highways, aviation and ports. Built a HEC-RAS model for the Terrapin Creek bridge replacement project for the structures team. ● Reduced design process time by mastering Geopak Sheet Management. Created the office’s Geopak settings files for the production of hundreds of drawing sheets with labeling and title blocks in one to two days . HUNTER ASSOCIATES TEXAS, LTD., DALLAS, TX ● 1997 - 1998 Offered designing and consultation services for municipalities around Dallas-Fort Worth. Junior Design Engineer The engineering design work I performed dealt with various municipal projects. My work involved designing using AutoCAD and SoftDesk (now Civil3D) for: Drainage Storm sewer, Quantity takeoffs, All phases of sanitary sewer and Completing and submitting railroad water line design, and highway permits for pipe Hydrological drainage analysis, crossings, Stage-storage calculations for pond design, General Civil & Municipal Engineering Paving design, Earthwork computations, Subdivision utilities, Putting together specifications, Compiling easements and field Standard forms of agreement, notes, Payment bonds, Researching deeds from abstracts Performance bonds, and records, Bid tabulations and adds to bidders. These projects included waterline design, sanitary sewer line design and detention pond analysis and design. The water line and sewer line design consisted of analyzing the most feasible location and the alignments for the pipe trunkline. I used local municipal codes to determine horizontal and vertical clearances from other existing water and sewer lines and other utilities and also manhole spacing. I analyzed survey data and created topographic AutoCAD maps of the project site and created contours for the area around the sites. I also researched asbuilts for additional information.

Tied vertical alignment into a future planned gravity sewer line in the Lake Ray Hubbard area improving the City of Rowlett's residents’ sanitary sewer access. Planned a network of four cascading ponds for the City of Sachse, which addressed a development issue that didn’t provide for the additional runoff from a previously built sub-division.
