    Most 'Regitration systems' and 'Mobile Money registration system' are separate and different Database/Suppliers/Business. As any banking systems, to avoid money laundering a trustworthy KYC procedure must be applied. Dialing a short code can't be enough to replace a digital signature, but moreover i will suggess to build a Remote KYC Procedure for users. A kind of a mobile application available for all.
