Goal and activities Main goal of UN joint work on HIV/AIDS in Montenegro is to support the national response to HIV and AIDS through strengthening the capacities of national counterparts and provision of technical support in developing the key national strategic documents and policies in this area Activities in 2011 •Support to national counterparts in drafting the Universal Access Review Report •Support to the CCM in developing the Action plan on mainstreaming gender into the national HIV/AIDS response •PAF (Strengthening the national response to HIV/AIDS) •UNICEF activities on PMTCT and YFHS standards implementation UN Theme Group on HIV/AIDS18 May 2012

Global Fund/PAF/National strategy • GFATM is oriented to strengthening of the national response in terms of strengthening the capacity of national partners and support to national partners in the implementation of activities envisaged in the Strategy • PAF (Programme Acceleration Funds) is a mechanism created to help the UN system to play a catalytic and coordinating role in advancing the scope, size and effectiveness of the national response to HIV/AIDS • PAF is designed to strengthen efforts at the planning programme, development and monitoring at national level through cooperation and coordination between the UN Joint Team on AIDS and UN Theme Group on AIDS, on one side, and national partners on the other side. National programme for prevention and treatment of HIV/SPI • The aim of the National HIV/STI Programme for Montenegro (2012 to 2016) is to maintain Montenegro as a low HIV and STI prevalence country through the integration of HIV/STI prevention, treatment, care and support services into quality primary health care services appropriate to the needs of most at-risk populations and targeted according to epidemiological evidence. • This aim is consistent with the National AIDS strategy for Montenegro 2010 to 2014 and the September 2011 recommendations of the World Health Organization (WHO) Regional Committee UN Theme Group on HIV/AIDS18 May 2012

National programme for prevention and treatment of HIV/SPI Objective 1: Provide quality confidential HIV/STI services at PHC level according to epidemic scenario and the needs of most at-risk groups, paying specific attention to men who have sex with men, and refer to other services as necessary. Objective 2: Reduce stigma and discrimination towards most at-risk groups and people living with HIV and ensure that these groups and any-one engaging in HIV risk behaviour is aware of the full range of information and health services provided. Objective 3: Implement and monitor the norms and standards contained in this document and improve capacity of staff to provide quality confidential HIV/STI services appropriate to the different at-risk groups. National programme for prevention and treatment of HIV/SPIObjective 4: Provide outreach HIV/STI services to groups most at-risk throughthe possible contracting out of services to NGOs working with these groups,mobile HIV testing and counselling services and involvement of Patronagenurses in palliative care.Objective 5: Monitor the quality of services provided in government and theprivate sector and the nature of the HIV/STI epidemics. Scale-up or modifyappropriate services to respond to any changes as needed.Objective 6: Ensure that funding for the provision of quality confidential HIV/STIservices is sufficiently available and that staff is in post, trained and provided withthe necessary resources to perform their roles and responsibilities.
