  1. 1. Opportunities of Synergies between HCFC Phase-out, Energy Efficiency and Climate Benefits Industry Round Table and Technology Bazaar on Zero and Low GWP HCFC alternatives in Maldives, 8-9th May 2011 Bureau of Energy Efficiency Government of India

Montreal Protocol and Climate Benefits <ul><li>Montreal Protocol (MP) introduced to phase out ozone depleting substances(ODS) and was ratified by almost all the countries in the World. </li></ul><ul><li>MP has resulted in phase out of high ODP and GWP ODS for alternatives having lower ODP and GWP. Although alternatives to HCFC’s such as HFC have raised concerns due to its higher GWP. </li></ul><ul><li>IPCC TEAP has reported that CO2 equivalent emissions of CFCs, HCFCs &HFCs have decreased from 7.5+/- 0.4 Gt CO2 equivalent / year in 1990 to 2.5 Gt CO2 equivalent / year around 2000; equivalent of 33% and 10% respectively of the annual CO2 due to global fossil fuel burning </li></ul>

Focusing on EE in Refrigeration and Air Conditioning Sector and HCFC phase out <ul><li>The HPMP of Maldives focuses on accelerated HCFC phase out primarily in the refrigerants which have ODS in refrigeration and air conditioning sector along with this linkages of EE market driven measures are highlighted . </li></ul><ul><li>The Total import of Refrigeration and Air Conditioning units used across various sectors in Maldives reported in 2008 was 20249 units and is expected to grow up to approx 50,000 units in 2015. Trends indicate positive growth globally </li></ul><ul><li>Since , Refrigeration and Air Conditioning is a major chunk of energy usage across several sector , finding common grounds can mitigate duplicity of efforts. </li></ul><ul><li>Usage in important economic sectors such as domestic, commercial , tourism and resorts , fisheries and transport. </li></ul>

Focusing on EE in Refrigeration and Air Conditioning Sector and HCFC phase out … (cont.) <ul><li>Energy efficiency standards for end use equipment like ACs, Refrigerators have the estimates of potential of saving of upto approx 34,000 MWh annually by 2015 in Maldives </li></ul><ul><li>For refrigerators, the energy savings estimated upto 215 is 1500 MWh in Maldives </li></ul><ul><li>This would be an important contribution towards reducing energy demand in Maldives. </li></ul>

  7. 7. Optimization is important <ul><li>R410a system is not performing well compare to R22 at higher ambient because of lower critical temperature </li></ul><ul><li>To achieve same performance with R410a system at high ambient (43 o C), increase in condenser coil size is required </li></ul>

Alternatives Technology Barriers : Accelerated HCFC phase out and Energy Efficiency…..(cont.) <ul><li>EE also linked to system designs - finding the optimum design is a challenge. </li></ul><ul><li>Safe and Feasible Alternatives in insulating foam's and blowing agents requires shifting towards non HCFC’s and non HFC’s based application . Although HFC based blowing agents have EE benefits </li></ul><ul><li>Search for suitable replacement for HCFC’s other than HFC’s is still under process. </li></ul><ul><li>High charge (1kg – 50 kg) refrigerating units still requires shift towards non HCFC based refrigerants. </li></ul><ul><li>Centralized AC systems still largely use HCFC’s although HC and Ammonia are used successfully. </li></ul>
  9. 9. <ul><li>“ Drop in” alternatives are not many even if they are system design changes would be required to serve purpose of EE and non ODP. </li></ul><ul><li>Techno Economic feasibility plays a major impact. </li></ul><ul><li>Refrigeration Application in Transport sector have seen some positive results , however there is technological time lag in applications across various sectors. </li></ul><ul><li>New Systems require Training of personnel and capacity building and information dissemination. </li></ul><ul><li>New Products would require lock in periods hence , clear policy direction required. </li></ul>Alternatives Technology Barriers : Accelerated HCFC phase out and Energy Efficiency…..(cont.)

Opportunity for Synergies : HCFC phase-out ,EE and Climate Benefits <ul><li>Facilitate through Appropriate Policy Framework. </li></ul><ul><li>Environment of Market push and pull for faster technological advancement and R&D to address all benefits. </li></ul><ul><li>Opportunity for Manufactures to drives towards new regional specific markets and customized solutions. </li></ul><ul><li>Keeping in mind of the technological gaps in HCFC phase – out and energy efficiency , the timing of the linkage is crucial for maximum benefits. </li></ul><ul><li>Total Equivalent Warming Impact (Direct + Indirect Emissions may give holistic impact of alternatives and can be used to assessments. </li></ul>
